Japan Has Discharged Its Historical Duty

The article deals with solution of a longstanding problem of compensation payment to former Kwantung Army military servants for working as war prisoners in Soviet and Mongol camps. This problem has got over its social and national framework long ago, and has acquired an international legal character having become one of the most painful issues in Japan–Russia relations. By adoption of the compensation payment bill, another important and delicate issue in Russia–Japan relations is removed from the agenda, which has for many years been hindering the development of bilateral public dialogue in a good-neighborly way and mutual understanding.
