Prohibitionist Protests by Women in India's Northeast

The body of women in India's northeast is both racialized and gendered as the region continues to be constructed through the binaries of post-colonial sate-society conflicts and often treated as the 'other' of the nation state. A conflict centric approach however has mostly focused on women's interventions in the society from the perspective of their 'peace making' capacities and thus obscuring some other significant roles performed historically by organized women power in the region: activities that predate and, in fact, in some crucial ways influence their gradual mobilization towards the role of peace making. Some of the prominent women led social movements that began in the decades of 1970s and 1980s around the issue of alcohol prohibition had gradually transformed into movements taking up issues of human rights violations and peace negotiations besides others. In this context it is interesting to look into the instances of anti-alcohol or prohibitionist protests undertaken by women in India's northeast, specially focusing on prominent women's groups in the states of Manipur and Nagaland, that points at the complex roles played by women's groups in crafting a public space for the women to articulate their opinion in these societies even when they face challenges from within and without and come to terms with the dilemmas of having to take some difficult position both against the state and the community.

William Tolly and His Canal: Navigating Calcutta in the Late-Eighteenth Century
This article studies the making of one particular canal in the port-city of Calcutta during the early years of English East India Company rule in Bengal. Major Tolly, a Company-servant, proposed to undertake the arduous task of opening up a navigable route connecting Calcutta with the eastern districts of the province for better trade and communication facilities. In the process, he was hopeful of making a good fortune for himself as well. But the sailing was not smooth. Tolly had to enter into various negotiations with the Company government regarding land, the right to hold property in Calcutta, and the role of the Company in defining those rights. He also faced difficulties with the local zamindars regarding collection of tolls, and the issue of maintenance of the canal. The Company administrators were also not unanimous in their opinions regarding these issues, which sometimes compounded the problem for Tolly. Through a discussion of the material history of this canal, this article proposes to look at the ways in which a mercantile power sought to create and consolidate its hold over a coastal enclave in a largely riverine province, negotiating and redefining a maze of seemingly incomprehensible political-economic considerations.

This article focuses on the bazaars of Calcutta in the late eighteenth century to bring out the tussle between the Company and the landowners over issues of land and customary collection. The debate regarding the bazaar reveals the concerns of the Company about rent and tax. Who had the right to tax, the individual proprietor of the land or the state? What were the limits of landowners' rights? These questions, I suggest, were linked to deeper debates over the meaning of terms and definition of categories. In this article, I explore how Company officials sought to understand the notion of the 'bazaar'. My discussion will develop through a focus on a particular dispute between two landowners in Calcutta where the Company had to intervene. Together, the long discussions in the Council, the examination of the sites, testimonies by the witnesses and the arguments put forward by the proprietors themselves—created a maze of documents, from which the Company tried to glean out the 'bazaar'.

Efficient Hybrid DCT-Wiener Algorithm Based Deep Learning Approach For Semantic Shape Segmentation

Semantic segmentation is effective in numerous object classification tasks such as autonomous vehicles and scene understanding. With the advent in the deep learning domain, lots of efforts are seen in applying deep learning algorithms for semantic segmentation. Most of the algorithms gain the required accuracy while compromising on their storage and computational requirements. The work showcases the implementation of Convolutional Neural Network (CNN) using Discrete Cosine Transform (DCT), where DCT exhibit exceptional energy compaction properties. The proposed Adaptive Weight Wiener Filter (AWWF) rearranges the DCT coefficients by truncating the high frequency coefficients. AWWF-DCT model reinstate the convolutional layers giving modularity in the design using multi scale convolution block. The impact of selection of DCT coefficients in the proposed model is validated on the benchmark database as City Spaces. The same level of accuracy compared to the conventional algorithm is achieved using only 40 % of the DCT coefficients. Extensive experiments validate the advantages of adaptive DCT modeling of CNN in semantic segmentation and image classification.
