In countries where law is well developed the institution plays many roles. One of the more important of these is to provide a reliably clear and predictable framework, on the basis of which people and organizations can plan their activities so as to minimize conflict and therefore maximize the return on their investments. Where law does not 'rule' in this way, less is accomplished. In this article, these observations will eb explored in the context of the Russian oil and gas sector. Adapted from the source document.
