What evidence can be found of political science scholarship on
teaching and learning? What questions are being asked and what
methodologies are being used by political scientists engaged in this
work? This article identifies and discusses six transformative
trends in STL, specific to the discipline of political science. The
most prominent trends are the dramatic increases in: democratic and civic
educationthe use of
technology in the
classroomcurriculum
development and innovation in teaching
strategies. There is also evidence of
the continuing importance of diversity, experimentation with service
learning, and attention to professional development.

How is it that billions of dollars flow through the developing world without altering its reality of poverty and scarcity? Jenny Kehl explores the crucial relationship between foreign direct investment and domestic development, focusing on the wide variation in the capacity of governments to negotiate FDI to the advantage of their citizens. To isolate the influence of political factors, Kehl examines one of the largest foreign investors, General Motors, in its relations with six host countries representing a range of political systems. Her cases, along with her larger statistical study, soundly refute conventional wisdom, demonstrating that the essential elements for successfully using FDI for development are political, not economic, and pointing to the political strategies and institutions that can best maximize the domestic benefits of FDI

Hydropolitical complexes are emerging to negotiate water-sharing policies that promote politicalstability, regional security, economic prosperity, and environmental sustainability. Yet interstatedisputes are occurring within most hydropolitical complexes, and weak riparians are oftencoerced to agree to water-sharing policies that adversely affect them. This research examines thestrategies weak riparians use to assert leverage in international river basins with asymmetricalpower, and the success of those strategies in achieving cooperation versus conflict. Grounded inthe theoretical framework of hydro hegemony, hard power, and soft power, this study uses crossnational analysis to test the effects of geographic, military, political, economic, technological,and external influence on water governance in eight international river systems. The resultsdemonstrate that weak riparians mobilize the assets and capacities of external actors, such asdonor countries and the World Bank, to increase their leverage within hydropolitical complexes.The study finds that strategies to balance hard power are largely ineffective; they fail to achievecooperative water-sharing arrangements and often exacerbate conflict. In contrast, strategies tobalance economic power and soft power, such as market access and political legitimacy, aremore successful in promoting cooperation and preventing conflict in hydropolitical complexes.
