Esse artigo tem como objeto central sustentar que uma transferência de poder de fogo fiscalizatório entre o Tribunal de Contas da União - TCU e a Agência Nacional do Cinema – ANCINE pode ampliar a accountability da agência. A ANCINE atualmente está sendo investigada pelo Tribunal de Contas da União – TCU, na Tomada de Contas - TC n° 040.341/2019-4. O referido procedimento constatou diversas deficiências na atuação fiscalizatória da ANCINE que serão exploradas no decorrer do artigo.
Rom.eine Hommage ist eine theoretische Abhandlung über das zeitgenössische Rom. Von der Ernennung zur italienischen Hauptstadt 1870 bis heute, wird, anhand politischer und sozialer Ereignisse, die morphologische Stadtentwicklung analysiert und das Phänomen poröser, regelloser Orte aufgezeigt, welche die aktuelle Situation aus gesellschaftlicher und städtebaulicher Perspektive spannend machen. Durch unkontrolliertes Aufeinanderprallen von Stadtorganismus und Agrikultur sind in diesem tektonischem Spaltungsprozess Hohlräume entstanden, welche eine einzigartige Porosität entstehen ließen. Die resultierenden Orte werden theoretisch und vor Ort analysiert, woraus eine subtile, architektonische Idee erarbeitet wird, dessen Ziel es ist, das kollektive Bewusstsein der Gesellschaft in die Stadt zu reintegrieren. Durch dreidimensionale, vertikale Grafiken wird ein Knotenwerk in den Stadtorganismus implantiert, welches die Gesellschaft zu Partizipation und Abenteuerlust an der eigenen Stadt einlädt, um ein neues Selbstbewusstsein zu entwickeln. Das Gesamtwerk ist jedoch als Prozess in sich und als kritische Auseinandersetzung mit der Stadt zu verstehen. ; Rom. eine Homage is a theoretical treatise on the contemporary Rome. Forms of group identity play a prominent role in everyday lives and politics in northeast Africa. Case studies from Sudan, Ethiopia, Uganda, and Kenya illustrate the way that identities are formed and change over time, and how local, national, and international politics are interwoven. Specific attention is paid to the impact of modern weaponry, new technologies, religious conversion, food and land shortages, international borders, civil war, and displacement on group identities. Drawing on the expertise of anthropologists, historians and geographers, these volumes provide a significant account of a society profoundly shaped by identity politics and contribute to a better understanding of the nature of conflict and war, and forms of alliance and peacemaking, thus providing a comprehensive portrait of this troubled region
