In dem Beitrag wird das Dilemma des Experten thematisiert. Trotz der Feststellung, daß die einheitsstiftenden Prinzipien von Wissen und Handeln niemals verwischter waren, wird für den Experten das Recht gefordert, die Politik zu betreten. Jenseits des historischen Kontextes, der das Bild verwirrt, wird in den Reaktionen der Vertreter der Wissenschaft eine Problematik gesehen, die der Vermittlung zwischen den Systemen des Wissens und der Macht immanent ist. Die Unterscheidung zwischen Makro- und Mikro-Expertentum wird verwendet, um den gegenwärtigen Status des Experten zu erhellen. Makro-Expertentum ist eine Konstellation spezifischer Empfehlungen, die der staatlichen Autorität gegeben werden, ohne daß ihre universale Anwendbarkeit damit implizit ist. Diese Art des Expertentums gewinnt an Bedeutung, weil die Nationen in umfassende und periodische Krisen geraten sind. Mikro-Expertentum bezieht sich auf die soziologische Vision: theoretische Systeme und Prinzipien entwickeln, Utopien verwerten und so hart an die Grenze der Technokratie bei der Verwaltung der Gesellschaft geraten. Dieser Typ des Expertentums wird nicht so häufig wie der erste verwendet. Es wird gezeigt, daß es aber möglich ist, die Größe der Systemeinheit, auf die Expertentum angewendet wird zu variieren; Makro-Expertentum kann dann auf Gemeinden, Organisationen, Kleingruppen und einzelne in Krisenzeiten angewendet werden. We live in a world of several intersecting crises: the technological crisis, the psychological crisis of "national liberation", the bipolar clash of monolithic and pluralist ideals, and the bitter paradoxical crisis in which the availability of military force far outweighs the political goals that might command its use. In combination, we have a crisis of the unknown, where science, soldiery, diplomacy, education, and many other agencies struggle fruitlessly to deal with the inexorable situation. And in this crisis military groups of the affected nations are subjected to a series of novel pressures.
