This article examines the UK Film Council's objective to reorganise and reallocate public funding for film from 2000 onwards. I argue that the model adopted by the UKFC was innovative on two levels. First, it separated public funds available for film production into three separate streams and then hired industry professionals to head each individual fund. I also examine how the funds developed over the lifetime of the organisation, with each appointed head shaping the principles of their respective funds in accordance with the wider objectives of the UKFC. Drawing on strategy documents, internal papers and interviews with key personnel, I argue that the UKFC worked to position itself as a 'vanguard organisation' seeking to shake up an independent sector seemingly reliant on state handouts and introduce a commercial perspective to the industry. This mission met an abrupt end, however, when the incoming Coalition government closed down the organisation in 2010.

When do the rights of nonmarital fathers to their children quicken? Is it only upon the father's establishment of a substantial economic and emotional relationship with his child? Do such fathers' interests gel only after the ink has dried on an order or affidavit in which paternity is established or acknowledged? Do there fundamental rights lie inchoate in the beating hearts of the newborn or gestating child? How should the law regard the role of the nonmarital father in the adoption context? Should there be one standard for all or two-one for fathers of infants and another for fathers or older children? There are a few of the questions with which this article struggles in attempting to unravel whether West Virginia's current treatment of nonmarital fathers in the adoption context is constitutional. In Part II of this article, I will demonstrate the West Virginia legislature's ambivalence by exposing the contradictory provisions within the adoption statute itself. Under one statutory section, only certain types of nonmarital fathers are entitled to consent while under another, all biological parents are given the right to be approached for consent. Under one section, only certain types of nonmarital fathers are entitled to notice while under another, all unknown fathers, once identified, are entitled to notice. It is hoped that this section, at the very least, will persuade the legislature to clarify some of these ambiguities in order to achieve greater certainty. Adoption practice must have certainty because the lives of children, who are at the heart of this legal enterprise, demand at least that much. In Part III of this article, I will review the ambivalent judicial gaze that has been cast upon the constitutional rights of nonmarital fathers. Both the United States Supreme Court and the West Virginia Supreme Court of Appeals have issued opinions affecting the rights of nonmarital fathers in the adoption context. More than two years have passed since the Legislature reformed West Virginia's adoption statute. The goal of this article is to provide a kind of legislative history to deepen the reader's understanding of the current statute. This history will include an explanation of the West Virginia Law Institute's Proposal, as well as the Legislature's reaction to it. In Part II, I will detail this history. In Part III, I will explain the operation of the current statute, with mention of the few recent adoption decisions that have construed various provisions. In Part IV, I will look at some of the problems caused by the hurried redraft of certain portions of the statute in the closing hours of the 1997 legislative session.

This article first will outline the various tests or assessments. Next, recent federal and state mandates for standardized testing of elementary school children will be examined. Then, the educational literature will be reviewed to expose the dangers of testing, particularly in the early grades. Finally, I will urge that the Clinton administration, Congress, and the states step back from this manner of securing educational adequacy. These governmental policies are rooted in the stated intention of guaranteeing that all schools are doing right by all of the children. However, early testing fosters the opposite result-educational inequity through tracking, retention, and the early creation of a racial and class caste system. Furthermore, widespread testing of the type advocated by the federal government is an expensive proposition. Given the negative effects of testing, I advocate the use of these funds in other ways to address children's real educational needs.

Race and Place is a narrative article, both fictional and true, dedicated to exploring the dual realities of a geographic and transcendent community in the context of the Supreme Court's recent decisions in Shaw v. Reno and Miller v. Johnson. The Court has allowed and affirmed constitutional challenges to districts drawn to empower African-Americans "with nothing in common but the color of their skin." The Article draws upon history, literature, political science, and law to critique the Court's assumptions concerning the challenged districts and to demonstrate the existence of African-American communities of interest which are both geographically bounded by and transcendent of the lines states may choose to draw. The Article employs the device of recounting a fictional meeting of civil rights lawyers, community leaders, and recently elected judges and representatives in a rural southern town. The characters in the narrative react to and debate the effects of the Supreme Court's decisions on existing integrated empowerment districts containing majority African-American populations. Race and Place also considers the viability of alternative remedies, such as cumulative voting, as means of both avoiding the districting dilemma and meeting the needs of the transcendent community. In her Introduction to the inaugural issue of the Columbia Journal of and Law (JGL), Ruth Bader Ginsburg traced the gendered history of Columbia Law School from 1928, when the first female student was admitted, to 1990, when women composed nearly half the student body. Reflecting on this change, she asked, "Does women's participation affect the way law business is conducted, and the shape and direction of legal development?" In pursuing this "large question," Justice Ginsburg contemplated a feminist movement that would offer "a spacious home" for "all who have the imagination and determination to work for the full realization of human potential."

In October 2018, Channel 4 confirmed that Leeds would be home to its National HQ, while Bristol and Glasgow would be the locations of two new Creative Hubs. This decision followed a competitive bidding process which fits within a broader paradigm of local and regional development led by the cultural and creative sector and specifically links to an articulation of the value of creative hubs. Within the context of the promotion of a creative hubs paradigm, this article responds to the need for more detailed investigations of political and pragmatic investment decisions around regional screen production. It examines some of the public narratives around the bidding process for the Leeds HQ and Glasgow Hub, as well as those aspects of the relocation that were "hidden" from official accounts put forward by C4 and local, regional and national government bodies. Finally, it reflects on the future of regional screen hub development in the context of continuing devolution of broadcasting.
