Explores the effects of recent sociopolitical change on understandings of citizenship & contemplates the nature of postnational citizenship. A sketch of the history of citizenship in the US emphasizes tendencies toward both inclusion & exclusion. Shifts that are currently altering its meaning are considered: the widespread decline in civic participation; globalization; & a surge in anti-immigrant sentiment & legislation. It is concluded that, although the exercise of international human rights & transnational forms of civic engagement are increasingly important, citizenship continues to be substantially nationalized. An understanding of citizenship that is nonexclusionary & active, that involves civic obligation as well as rights & equal protection, is advocated. E. Blackwell
