ABSTRACTBased on the findings of the study it was concluded that the learning process using the group discussion method can increase student motivation in Class V of SD Negeri 067257 Medan Amplas.T.P 2017/2018 on Civics subject matter subject to Indonesian foreign policy. The presence of the labor law is often challenged by the supporters of the interests primarily of the workers, particularly with regard to setting Outsourcing Employment Agreement in Indonesia. The reason the opponents are, among others, that the outsourcing arrangement only exploit and marginalize the humanity of those who have been guaranteed by the constitution. Various attempts have them do to rule as discriminatory was removed from employment practices in Indonesia, including the choice of law rules of the test material to the Constitutional Court. Finally, through Decision of The Constitutional Court No. 27/PUU-IX/2011, the Court granted the petition of workers by declaring unconstitutional some provisions of the Employment Agreement Outsourcing. In addressing the decision of the Court, the Government through the Ministry of Manpower publishes Permenakertrans No. 19, 2012. The problem is that the Constitutional Court's decision should not be followed up with legislation level ministerial regulations. In addition, it violates the rules Permenakertrans the higher, the Manpower Act for doing addition and subtraction of the torso aforementioned law. Not only that, now, both the workers and the employers also feel is not in line with the employment agreement outsourcing arrangement within the meaning of the Permenakertrans.

ABSTRACT: Outsourcing is a matter worded in the Labour Act and the latest issue in relation to Indonesia labour. It is ruled in terms of easing employers to manage the company in providing the labour service. The implementation is regulated strictly in Article 64-66 of the Act Number 13, 2003 regarding the Labour. However, in the implementation level the violation is unavoidable causing the trouble. The results showed that the payroll procedure that is usually carried outin Belawan Class 1 Navigation District, namely the treasurer makes payroll detailsthen tested by the Commitment Making Officer (PPK) by issuing a paymentapproval letter, after which it is validated by the SPM Signing Officer (PaymentOrder) by issuing a letter. Execution of Pengadilan Tata Usaha Negara (PTUN) judges verdict in some nation administrative dispute resolution practice in Indonesia have not been properly implemented due to the absence of an executorial Instution as well as a strong legal basis lead to weak force power for verdict of the PTUN. Undang-undang Peradilan Tata Usaha Negara also do not explicitly and clearly regulate the issue of force of verdict PTUN and the execution of the verdict really depends on the goodwill of the Tata Usaha Negara Entity or Officials in obeying the law. How was the execution of the PTUN judges verdict? What was the reason for the unexecuted judges verdict? So that we can find out how the judges verdict was executed and the reasons why the judges verdict was not executed. We use sociological research method to search what happened. Executor of a decision required to overcome and minimize the PTUN judges verdict that was not executed as well as improvements to the basis of the Law which is more concrete and forces the execution of PTUN judges verdict so that no party were harmed. Gakkumdu as an integrated law enforcement center has an important role in handling election criminal acts. In Article 486 point (1) of Law Number 7 of 2017 concerning General Election, the Gakkumdu establishment is explicitly intended to equalize the understanding and pattern of handling election criminal acts by the Bawaslu, the Indonesian National Police, and the Attorney General's Office of the Republic of Indonesia. There are 2 (two) problems in this research, firstly how the function and mechanism of the Gakkumdu Center in handling 2019 Election crime. Second, how the implementation of the Gakkumdu Center function in law enforcement in 2019 Election in West Sumatra. This research approach is empirical (sociological juridical) with a statutory approach. The data was collected by interviews and studies on primary, secondary and tertiary legal materials. The results showed that first, the function of the Gakkumdu Center was to equalize the understanding and pattern of election crime handling between the Election Supervisory Body, the Police and the Prosecutor's Office with the mechanism of work starting with the receipt of reports and findings of alleged acts which allegedly constituted an election criminal act which had been regulated in the Act Law No. 7 of 2017 concerning General Elections. Second, the implementation of the function of the Gakkumdu Center in law enforcement for the 2019 Election in West Sumatra is carried out under the Election Law and Bawaslu Regulation No. 31 of 2018 concerning the Gakkumdu Center. From all findings and reports of alleged election crimes that entered the Gakkumdu Center in West Sumatra based on studies and discussions as well as plenary meetings and the results of the investigation there were 101 cases that constituted criminal acts. Of these cases, 17 cases have been tried and decided by the court. Thus, this study recommends that coordination between law enforcement officers manifested in the Gakkumdu Center be further improved for the implementation of subsequent elections so that all reports and findings can be processed and the government can increase the active role of the community in overseeing the implementation of elections because it is needed to realize quality elections .

In the mandate of the Act, every worker has the right to social security to be able to meet the basic needs of a decent life and improve his dignity as stipulated in the Law of the Republic of Indonesia Number 40 of 2004 about the National Social Security System, which in the implementation of Social Security for workers is carried out by the Social Security Organizing Agency which is regulated through Law No. 24 of 2011 concerning the Social Security Organizing Agency, workers are entitled to insurance for health, work accident, death, old age and retirement. Of the many government-owned construction works in the Solok City, Until the end of 2018, there were only 9 social security payment cases for workers for collateral for work accidents and 2 (two) cases for collateral for death with a total payment of Rp. 89.766.791, -(eighty nine million seven hundred sixty six thousand seven hundred ninety one rupiah). From this number, it seems that the implementation of the social security program for workers has not been maximized because employers have not been included even though it is required by law. Seeing this reality, the problem of how the implementation of protection for workers, and the barriers of the Solok Branch Managing Social Security Agency in carrying out the Social Security Program for workers, and how the role of the State Attorney in protecting workers working on government-owned construction projects in the Solok City, This study uses a sociological juridical method, directly looking at the field conditions in the Solok City area with the intent and purpose of finding facts, identifying and leading to problem solving.

The wage is the most vulnerable and the most major in industrial relations. On the one hand wages are the right for workers/laborers in exchange for the services and/or personnel provided, in others the entrepreneurs see wages as fees. In order to provide protection against workers/labors for the amount of income earned, the government's Minimum wage must be applied by employers. The problem 1). To know the problem and examine the form of employment relationship between notary public and workers working at the notary office in Kampar District, and 2). To know and review the wages protection of workers working at the notary office in Kampar district. This research is empirical legal research, i.e. research that sees the application of regulations related to the objects being researched. This research was conducted in several offices of Kampar District notary. The data used is primary data and secondary data and data collection techniques using interviews and literature studies. From the research results can be concluded that, 1). form of employment relationship between notary and workers working in the office of notary Public in Kampar District, notary Public use the work agreement orally, but according to the employment LAW only use the work agreement orally at least Make a letter of appointment for workers and this is not made by notary. 2). Protection of wages workers working in the office of notary in Kampar district, that wages have not been fully provided in accordance with the existing regulations that are manpower LAW and decree of Riau Governor number Kpts 949/XI/2018 about Minimum wage Regency/city in Riau Province year 2019.

The objectives of this research are: 1) to know How the Verification of Acquisition Duty of Right on Land and Building Made by Land Deed Official is; 2) to know How the Verification of Acquisition Duty of Right on Land and Building by Office for Management of Finance and Regional Revenue towards inheritance is; 3) to know How Legal Consequence of Verification of Acquisition Duty of Right on Land and Building by Office for Management of Finance and Regional Revenue towards trade contract. The approach method used in this thesis is a judicial-sociological or empirical approach method, known also as socio-legal research. Verification of Acquisition Duty of Right on Land and Building Determination on Trade by Office for Management of Finance and Regional Revenue of Pariaman is based on market value that should be based on transaction value as in line with Regional Regulation on Verification of Acquisition Duty of Right on Land and Building of Pariaman and it also does not fulfill the legal requirement of agreement and the principle of contracting freedom. Verification of Acquisition Duty of Right on Land and Building on Inheritance done by Office for Management of Finance and Regional Revenue in Pariaman is based on market value which is in accordance with the Regional Regulation of Acquisition Duty of Right on Land and Building of Pariaman, its processes is similar to Acquisition Duty of Right on Land and Building on Trade which are field survey and by seeing the conveyance of rights previously. The legal consequence of verification of Acquisition Duty of Right on Land and Building determination by Office for Management of Finance and Regional Revenue towards Land Deed Official specifically trade contract which is null and void because it violates the principle of contracting freedom and the legal requirement of contract.

In Indonesia, a notary is one of the positions that provides services to the public in the inclusion of their wishes in written form. However, in reality, the role of the notary, in providing services in the civil sector, also often places them as a defendant or co-defendant in a case between the parties to the dispute. Thus, it raises the presumption that the notary is a party to the deed. The formulation of the problems in this study include: a) How is the legal effort for the notary who became a defendant in a civil case related to the deed he/she made? b) How is the strength of proof on the deed that the notary made? c) What efforts have been made by the notary to defend the deed he made? This study applies a sociological juridical approach. In addition, this study uses primary and secondary data in which they are analyzed qualitatively. The results of the study indicate that: 1) In the case of a notary who is also a defendant in a civil case, the provisions of Article 66 of the Law of Notary Position do not apply to him/her. So, in order to protect themselves and their positions in court, the notary may make several legal efforts. The first, before the verification phase in the court, is to make a claim of reconciliation. The second, after the decision of the panel of judges, is to make an ordinary legal effort; i.e. appeal to the High Court, appeal to the Supreme Court and review. Then, the effort of the resistance law (verzet) was carried out on the decision of the verstek. 2) The strength of proof of the notarial deed is divided into 3 (three) types, i.e. the strength of outward proof, the strength of formal proof, the strength of material proof. 3) Efforts made by the notary to defend the deed that he/she made are divided into 2 (two) types: first is before a lawsuit takes place in the court and second after a claim is made in court.

Request for a statement from the Attorney General's Office in investigating corruption cases in the Procedural Law of the State Administrative Court. The conclusion of the research results is that the limit of abuse of power which is the absolute competence of the State Administrative Court is a decision and / or action as normalized in the Administrative Law and the Government Administration Law. The absence of procedural norms on abuse of authority in the Administrative Court Law makes Judges and Lawyers inaccurate in determining the legal basis for placing the Prosecutor's Request for Information as an object in the application for abuse of power when case Number : 25 / G / 2015 / PTUN-MDN is rolling in the Medan State Administrative Court . The norm vacancy is filled by Supreme Court Regulation Number 4 of 2015 which limits the absolute competence of the State Administrative Court in applications for abuse of power after the results of the Supervision of Government Internal Supervisory Apparatus and prior to criminal proceedings. The Prosecutor's Request for Information issued based on the provisions of the Criminal Procedure Code (KUHAP) cannot be placed as an object based on the norms of Article 2 letter d of Law Number 9 of 2004, so the author advises the President and / or the House of Representatives to design amendments to the Administrative Law so that it is harmonious with the new norms presented by the Government Administration Law and it is hoped that Judges and Lawyers as law enforcers and justice carry out the norms of the Law ethically so that they do not get lost in determining the object of the application for abuse of power.

The Basic Law of the Republic of Indonesia 1945 has guaranteed the right to get a job for every citizen. As an elaboration of Article 28D paragraph (2) of the Constitution, the State issues Law Number 13 of 2003 concerning Manpower which regulates all matters concerning employment relations and rights and obligations between workers / laborers and employers / companies. The Manpower Law regulates PKWT in chapter IX concerning Employment Relations starting from Article 56 paragraph (2) to Article 59. Currently the contract system or PKWT is widely applied by companies / employers in carrying out work relationships. While the type of work done by workers with PKWT is not in accordance with what is mandated by the Manpower Act. This is a denial of Article 59 of the Manpower Act even carried out by SOEs, one of which is Bank Mandiri, which employs workers with PKWT to do work that should be done with PKWTT.

This study applies an empirical juridical research approach that is more focused on problem solving to examine the implementation of the law from the regulations governing it; especially reviewing the standard agreement documents using the principle of freedom of contract, the consensual principle, and the principle of good faith and propriety which can be concluded from the Articles concerning related agreements, as well as the regulations governing the work agreement of PT Sumberdaya Dian Mandiri regarding the provision of outsourcing services for PT Bank Mandiri (Persero) Tbk Padang. The results of the study show that there is no clear understanding of outsourcing in the Law; but it only contains the provisions of the work agreement, collective labor agreement, worker service agreement, and work contract agreement. However, in this case, the outsourcing work agreement did not apply the full freedom of contract principle in which Nining Sri Rahayu and Regina Aulia Ansori were only asked to sign a work agreement draft prepared by PT Sumberdaya Dian Mandiri. In addition, this agreement had fully implemented a balanced consensual principle in which Nining Sri Rahayu and Regina Aulia Ansori had the choice to accept or reject the contents of the agreement. However, the difficulty in finding a job resulted in Nining Sri Rahayu and Regina Aulia Ansori choosing to sign the agreement. Thus, the rights of outsourcing workers are not fully guaranteed by the outsourcing company.
