AbstractThis article develops a new framework linking cross‐cultural human values, regulation, and governance in the area of cybersecurity. Cyber space is currently transitioning from a laissez‐faire into a regulated area. Yet, there is a significant heterogeneity in terms of the strength of commitment in different states to regulation and governance of digital spaces. Therefore, it is important to explore why this heterogeneity exists. This article proposes that heterogeneity in the commitment to regulation and governance of cyber space between different nations stems from the fundamental cross‐cultural differences in human values between countries. Using an example of cybersecurity, we show how the cultural value orientations theory maps onto national commitments to regulate and govern cybersecurity issues. We construct a theoretical framework linking human values with cybersecurity regulation and confirm the existence of this link empirically using the data from the international Schwartz Value Survey and the Global Cybersecurity Index.

AbstractThis article aimed to capture and understand individual's intentions to share data, focusing on data individuals perceive as most sensitive: healthcare data. The study reviews literature related to the decision‐making process with regard to sharing personal data. The context is the UK National Health Service, and measures from literature are used to analyze individual's intention to share healthcare data. A scale is developed and applied to evaluate the decision to share healthcare data. Measurement constructs include intention to disclose, perceived protection, benefits, risk, subjective norms, and perception of use. Analysis draws on data from 129 survey respondents. Though numerous measurements are reported in literature and used in this study, two predictors dominate intention to disclose healthcare data: perceived information risk (PIR) and perceived societal benefit (PSB), and both are significant. PIR contributes negatively, whereas PSB contributes positively to predict intention. For personal healthcare, the privacy paradox applies as though risk may outweigh benefit people rarely opt out of data sharing. Individuals consciously or unconsciously consider their perception of the risk and broader benefits of data sharing. Both risk and benefit are both significant and important; perceived risk carries more weight than perceived benefits. Organizations need to develop campaigns to very clearly explain risks and benefits of personal data sharing to ensure that individuals can make truly informed decisions.

Дана стаття присвячена огляду головних причин та рушійних сил формування українських збройних формацій для боротьби проти більшовицької навали в 1917 році на території Сумщини.Дана робота є актуальною завдяки введенню в науковий обіг неопублікованих архівних документів, які переконливо свідчать про національний характер українського антибільшовицького руху.Після прийняття 7 листопада 1917 року Українською Центральною Радою ІІІ Універсалу, яким було задекларовано створення та автономію УНР, селяни Сумщини підтримали Центральну Раду, вважаючи себе громадянами новоствореної держави/Також позитивно до Української Центральної Ради поставилися і військові, що були розквартировані на території Сумщини.Подібне ставлення до Центральної Ради було домінуючим серед усього українського населення Сумщини, про що свідчать архівні документи.Взагалі, українізація позитивно впливала на військову дисципліну, адже тепер вояки знаходилися на власній землі і мали боронити рідну країну.Більше того, із появою на карті нової геополітичної формації – УНР, виникає доконечна потреба у створенні власної армії.Центральна Рада, яка складалася переважно із соціалістів, вважала недоцільним створення власної армії. Така політична короткозорість зіграла свою негативну роль під час війни проти більшовицьких військ уже наприкінці 1917 року.Формування власних військових сил та збройних формувань відбувалося «знизу», тобто завдяки енергії та бажанням простого народу, який об'єднувався в загони Вільного Козацтва, що спочатку виконували міліційні функції, а потім – у 1919 році – І пол. 20х років стали основою повстанського руху. Also positively to the Ukrainian Central Rada treated and military who were stationed in the Sumy region. This attitude to the Central Council was dominant among all Ukrainian population Sumy, evidence of archival documents. Generally, ukrainization positive effect on military discipline , because now the soldiers were on their own land and had to defend the homeland. Moreover, with the emergence of a new geopolitical map formation UNR , there urgently need to create their own army.Central Council, which consisted mostly of socialists considered it inappropriate to establish their own army. This political shortsightedness played a negative role in the war against Bolshevik forces in late 1917.Forming their own armed forces and armed groups took place «below», because of the energy and the desire of ordinary people who united the ranks of the Free Cossacks , originally performed militias function, and then in 1919 20s were the basis of the insurgency. Also enriched Ukrainian army of the former imperial army.Create Ukrainian voluntary groups went across the Sumy region in Gluhovschina, Shostkivschyna , Romenshchyna, Lebedynschyna .It may be noted that 1917 was a turning point for the Ukrainian state and Bolshevik's aggression December 9, 1917 the catalyst through which began forming self Ukrainian peasant population.

The modem concept of cluster organization of the economy is developing at the intersection of several areas of economic theory. According to authors, the innovation cluster is a form of institutionalization of economic interests interconnected by a certain corporate culture of interaction not only of companies and organizations that form an integrated structure, but also of external actors within the framework of using the potential of innovative development of regions. The authors' definition of the category "innovation cluster" actualizes the issue of forming a set of actions of the state and business regarding the full use of competitive advantages of territories based on the balance of interests and principles of smart specialization in the regions.
В статье рассматриваются характерные языковые особенности составления военных дипломатических документов на примере арабского языка. ; The article analyses the language of military diplomatic communication. This study scrutinizes the enduring effects of racial and gender biases that contribute to the consistent underrepresentation of minority women in leadership roles within American private, public, and third sector organizations. We adopt a behavioural data science approach, merging psychological schema theory with sociological intersectionality theory, to evaluate the enduring implications of these biases on female leadership development using mixed methods including machine learning and econometric analysis. Our examination is concentrated on Black female leaders, employing an extensive analysis of leadership rhetoric data spanning 200 years across the aforementioned sectors. We shed light on the continued scarcity of minority female representation in leadership roles, highlighting the role of intersectionality dynamics. Despite Black female leaders frequently embracing higher risks to counter intersectional invisibility compared to their White counterparts, their aspirations are not realized and problems not solved generation after generation, forcing Black female leaders to concentrate on the same issues for dozens and, sometimes, hundreds of years. Our findings suggest that the compound influence of racial and gender biases hinders the advancement of minority female leadership by perpetuating stereotypical behavioral schemas, leading to persistent discriminatory outcomes. We argue for the necessity of organizations to initiate a cultural transformation that fosters positive experiences for future generations of female leaders, recommending a shift in focus from improving outcomes for specific groups to creating an inclusive leadership culture.
