The peculiarities of distribution and use of budgetary facilities for the public goods production in the EU countries, including Poland, are considered and possibilities of adaptation of this experience to the Ukrainian conditions are determined in the article. The author has made the comparative analysis of the structure of general budgetary expenditures in the EU countries and Ukraine, revealed the regularities of financing the public goods production on the basis of calculating the elasticity of general budgetary expenditures by function to GDP, the index of the structure change in general budgetary expenditures and implementing the cluster analysis, and suggested certain recommendations concerning the improvement of financing public goods production in Ukrainian economy taking into account euro–integration aspirations.
The author has defined the basic factors and peculiarities of program and target method introduction in budget process, has studied foreign experience and has suggested some proposals of activation of using this technology in public goods production.
One of the major factors to form a creative economy in the EU countries and Ukraine is the development of the information and communication sector (ICS). The purpose of the article is to evaluate the structural transformation peculiarities of the ICS in the EU countries in the conditions of forming and developing the creative economy and to determine the chief directions of adaptation of this experience to the social and economic situation in Ukraine. Scientific methods of induction, deduction, analysis, synthesis, statistical evaluation of variation, and multiple econometric modelling are used. The author has specified that the ICS contributes to the formation of the creative economy in Ukraine and the EU countries, based on a gradual increase in the share of this sector in output and employment in 2008–2020. The scientific and methodological approach to evaluating of structural changes in the ICS as a component of the creative economy has been formed including: a comparative analysis of the dynamics of output (% of GDP) and employment (% of total) in the ICS between the EU countries and Ukraine; determining the features of spatial differentiation based on calculating the scope of variation, sample variance and coefficient of variation for the main social and economic indicators of ICS; and identifying factors that affect output of the ICS (% of GDP) by means of the multiple regression analysis. In 2008–2020, the existence of different dynamics of the sector's impact on the development of creative economy in the EU countries is substantiated via the increase in the value of variation in terms of output (% of GDP) and employment (% of total). According to the results of multiple regression analysis, the author has found out the factors influencing the output of the ICS in the EU countries, which include the current social and economic situation in the country, and the amount of expenditures on R&D and on unemployment. Taking into account the experience of the EU countries, it is important for Ukraine to encourage economic activities in the ICS, which are based on structural reforms.
It is important to determine the main directions of evolution of economic views on the formation of scientific approaches to the interpretation of the economic nature of cultural and creative industries. The purpose of the article is to find out the main social and economic conditions for the formation of the conception of cultural and creative industries in economics based on the analysis of evolution and co-evolution of the Ukrainian and world economic thought on that subject. The scientific methods of induction and deduction, historical and logical analysis, comparison are used. The author has shown that the key reasons for the formation of theoretical and methodological principles of the conception of «cultural» and «creative» industries were related to social and economic environment for the society development, and the peculiarities of the integration of cultural and creative activities into the system of economic relations and production processes. It is defined that the features of the formation of theoretical and methodological approaches to the interpretation of the economic nature of these industries are scientific discussions about: the importance of creativity/art in order to produce competitive goods; inclusion of specific types of cultural production in the system of division of labor; the methodology for determining the value of works of art and creative activity; clarification of the subject of economics taking into account the character of cultural activity and manufacturing of cultural products; interpretation of the essence of culture and creativity and their influence on the economic system evolution; and identification of the definitions of «cultural Industry», «cultural Industries» and «creative Industries». It is revealed that the major factors of the evolution and co-evolution of cultural and creative industries are the increase in the interaction between economic agents and economic activities in this sector of the national economy, and improving the technologies of replicating cultural products and relationships with potential consumers. The author has substantiated that the foundation of the theoretical processes of evolution and co-evolution of these industries is the inclusion in the creative and cultural industries of all types of economic activity, which belong to them according to the classification criterion.
