PurposeThe South Korean government launched the proactive administration initiative in mid-2017, which has been widely implemented throughout the public sector. Accordingly, the purpose of this paper is to review a behavioral approach to promote proactive administration in the South Korean government.Design/methodology/approachThe research questions are as follows: (1) How did the South Korean government initiate a behavioral approach to administrative reform by promoting proactive administration? (2) What systems or mechanisms has the South Korean government utilized to promote proactive administration? (3) What kind of constraints did the government face in the process of administrative reform and how did it resolve them? (4) What was the preliminary reaction to or evaluation of such reforms in public administration communities?FindingsAlthough it is still too early to evaluate the overall impact of administrative reform to promote proactive administration on civil servants' behavior, it has nonetheless contributed greatly to the substantial change in perception that public officials in the administrative field should pursue their work as actively as they can.Originality/valueThis study is meaningful because while many countries have promoted administrative reforms such as structural reorganization, downsizing of human resources, cutback management and fiscal innovation, privatization, regulatory reform and promotion of digital government, cases of behavioral innovation, such as proactive administration, have been relatively scarce. Since a behavioral approach to administrative reform would be essential in many countries, this paper will serve as a useful reference for the consideration of their governments.

L'Extrême-Orient abrite l'une des économies les plus prospères au monde actuellement. L'administration publique, aussi bien sur le plan de la pratique que de la discipline, a sans doute joué un rôle fondamental dans cette évolution. Rares sont cependant les études lisibles qui s'intéressent à ces questions. Par conséquent, dans le présent article, nous commencerons par examiner la question des modèles de développement en Extrême-Orient, avant de nous intéresser aux examens d'entrée dans la fonction publique, qui représentent le modèle de recrutement bureaucratique propre à cette région du monde. Nous examinerons ensuite l'évolution de l'administration publique moderne dans le cadre de trois dimensions (la pratique, l'enseignement et la recherche), après quoi nous analyserons les principaux défis de l'administration publique en Chine, au Japon et en Corée du Sud.

East Asia has one of the most successful economies in the world today, so public administration as a practice as well as a discipline has arguably played a pivotal role in such a developmental process. However, there are not many readable references on such issues. Accordingly, this article will first discuss the issue of East Asian development models, after which it will discuss the civil service entrance examinations as an East Asian model of bureaucratic recruitment. This article will then discuss the development of modern public administration in three dimensions (i.e., practice, education, and research), after which it will discuss major issues and challenges of public administration in China, Japan, and South Korea.
Since South Korea gained a substantial degree of political and economic development in recent history, the South Korean government has tried to eradicate corruption by introducing institutional frameworks in addition to a number of new laws and institutions. As a matter of fact, the Transparency International's Corruption Perception Index score of South Korea is improving over time, but it still far behind other leading countries. The purpose of this article is to review the South Korean Government's efforts for curbing corruption. This paper first reviews the development of major anticorruption infrastructure such as the anti-corruption legislation and the independent agency for anti-corruption in the South Korean government, followed by discussion of the development of major anti-corruption measures, the international evaluation on corruption, and the role of civil society for curbing corruption. After that, there are the policy implications and the conclusion.

The Saemangeum Tideland Reclamation Project (STRP), one of the most controversial environmental cases in the recent history of South Korea, is an interesting test of the Advocacy Coalition Framework (ACF) and its ability to help us understand policy change. The STRP has gone through several revisions, but the original plan was to reclaim land from the sea in Southwestern Korea. Filling in the estuary began in 1991, but it was slowed by a series of opposition movements by environmentalists. After a long and bitter conflict between the government and environmental activists, the Saemangeum sea dike was completed in 2010, becoming the longest seawall ever built with a length of 33.9 km. Two coalitions, an advocacy coalition for development and an advocacy coalition for conservation, were engaged in a highly heated debate for over 15 years. This study plans to shed light on a question of whether the ACF can explain long-term policy changes.

Résumé L'administration publique moderne a fait son apparition en Corée il y a plus d'un demi siècle. Ces dix dernières années, la Corée a réalisé une croissance économique non négligeable et a considérablement développé son système d'administration publique. Comment, et à quels égards, l'administration publique coréenne en tant que discipline a-t-elle connu une croissance rapide ? Dans cet article, nous passons en revue les multiples dimensions de l'administration publique coréenne : le développement de l'administration publique en tant que nouvelle discipline, la formation dans le domaine de l'administration publique en tant que nouveau circuit de connaissances en gestion, la mise en place des associations professionnelles et des instituts de recherche en tant que promoteurs de la recherche et d'activités, et la coopération internationale en tant qu'outil de développement et moyen d'agir. Nous examinerons ensuite les perspectives sur la base d'un débat axé sur l'indigénisation et terminerons par le mot de la fin. Remarques à l'intention des praticiens L'administration publique a joué un rôle considérable dans le développement de la Corée du Sud. Dans le cadre du processus de développement, les programmes coréens d'administration publique favorisaient une nouvelle catégorie d'agents de l'État et de gestion publique de l'État. L'administration publique coréenne d'après-guerre a toutefois rencontré un problème d'indigénisation, influencée qu'elle était par le monde occidental tout en s'efforçant de s'en tenir aux valeurs confucéennes traditionnelles. La Corée doit par conséquent faire face à ces défis de manière créative tandis qu'elle évolue en s'éloignant de son passé.

Modern public administration was introduced in Korea more than half a century ago. Over the past several decades, Korea has achieved substantial economic growth as well as the significant development of a public administration system. How, and in what way, has Korean public administration as a discipline grown rapidly? This article reviews the multiple dimensions of Korean public administration: the development of public administration as a new discipline, public administration education as a new channel of management knowledge, the development of professional associations and research institutes as a promoter of research and activities, and international cooperation as a development tool and a window of opportunity. After that, prospects based on an indigenization debate and concluding remarks will follow.Points for practitionersPublic administration played a significant role in the development of South Korea. Korean public administration programs during the developmental process fostered a new class of civil servants and public management of the government. However, post-war Korean public administration has faced a problem of indigenization as it becomes more influenced by the Western world while attempting to hold on to traditional Confucian values. Thus, Korea needs to cope with such challenges creatively as it moves forward independently from its past.
