Looks at why the North Korean government admitted to both the abduction of 13 Japanese nationals & the existence of a uranium enrichment program for developing nuclear weapons. North Korea's quest for a normalization of relations with Japan is based on the need for foreign capital & the hope that such an alliance would constrain hostile actions by the US. In turn, Japan is motivated by a desire to gain influence in the Korean peninsula & a need to repair the tainted reputation of its Ministry of Foreign Affairs. North Korea's announcements that it was reactivating nuclear facilities & withdrawing from the Nuclear Non-Proliferation treaty are provoked by the US threat to suspend heavy oil deliveries; distrust of the Bush administration; & US failure to respond to repeated demands for negotiations. The rationale behind the Bush administration's reluctance to engage in negotiations is discussed. It is concluded that Kim Jong-Il will pursue a nuclear weapons capability until a deal can be made with the US that would enhance North Korea's security & economic well-being.
