In article the analysis of the reasons why in the majority of municipal unions of Russia there are no effective organizational structures of management is carried out. Perfection of structures of management in local governments and use of new indicators should allow to eliminate lacks of existing organizational structure of management in the most part of municipalities of the country.
Public-private partnerships (РРР) as a form of cooperation of state and municipal authorities and business in Russia is relatively new and not yet fully-fledged factor for socio-economic development of the country. Currently in Russia there are many challenges to the development of publicprivate partnership, and its use as one of the most effective mechanisms to improve the socio-economic development of the country. However, the PPP has great potential, given the constant improvement of the legislation Federation and its members, as well as the creation of an independent organization that regulates all aspects of the implementation of public-private partnerships and others. Due to the insufficient development of the scope of public-private partnerships in Russia, now the country is experiencing a shortage of qualified personnel, as well as experience in the field of PPP. The need for PPPs by public authorities often is declarative in nature: on the side of the state there are no competent and responsible officials, who could understand the laws of the functioning of the private sector and its problems. Therefore it is necessary to intensify the training of skilled personnel in the field of public-private partnerships. Increased use of PPPs requires the end to work out all the legal aspects of the implementation of projects of this type. There is an urgent need to identify the actual content of legal definitions, conditions of participation of financial institutions and other legal, institutional and financial issues on the basis of international experience and best practice of PPP projects. In order to make PPP projects are a natural occurrence in the life of society, requires a willingness to cooperate with the state and business. The Russian Federation to take advantage of the combined experience of foreign countries, to increase the number of possible forms of implementation of public-private partnerships ; Государственно-частное партнерство (ГЧП), как форма сотрудничества органов государственной и муниципальной власти с бизнесом, в России является достаточно новым и еще не до конца сформировавшимся фактором социально-экономического развития страны. В настоящее время в России существует множество проблем, стоящих на пути развития государственно-частного партнерства и его применения как одного из эффективных механизмов повышения социально-экономического развития страны. Однако ГЧП имеет большой потенциал с учетом постоянного совершенствования законодательства Федерации и её субъектов, а также создания независимой организации, регулирующей все аспекты деятельности по реализации проектов государственно-частного партнерства и других. В связи с недостаточным развитием сферы государственно-частного партнерства в России, сейчас в стране наблюдается недостаток квалифицированных кадров, а также опыта работы в сфере ГЧП. Потребность в ГЧП со стороны государственных органов часто носит декларативный характер: на стороне государства отсутствуют компетентные и ответственные чиновники, которые могли бы понимать законы функционирования частного бизнеса и его проблемы. Поэтому необходимо интенсифицировать подготовку квалифицированных кадров в области государственно-частного партнерства. Активизация использования механизмов ГЧП требует до конца проработать все правовые аспекты реализации проектов данного типа. Назрела актуальная потребность в определении содержания правовых дефиниций, условий участия финансовых институтов и других правовых, институциональных и финансовых вопросов, на основе изучения международного опыта и лучшей практики проектов ГЧП. Для того, чтобы сделать проекты ГЧП естественным явлением в жизни общества, требуется готовность к сотрудничеству и государства, и бизнеса. Российской Федерации необходимо воспользоваться объединенным опытом зарубежных стран, увеличить количество возможных форм реализации проектов государственно-частного партнерства. ; Державно-приватне партнерство (ДПП), як форма співпраці органів державної та муніципальної влади з бізнесом, в Росії є досить новим і ще не до кінця сформованим фактором соціально-економічного розвитку країни. Однак ДПП має великий потенціал з урахуванням постійного вдосконалення законодавства Федерації і її суб'єктів, а також створення незалежної організації, що регулює всі аспекти діяльності з реалізації проектів державно-приватного партнерства та інших. У зв'язку з недостатнім розвитком сфери державно-приватного партнерства в Росії, зараз в країні спостерігається брак кваліфікованих кадрів, а також досвіду роботи в сфері ДПП. Потреба в ДПП з боку державних органів часто носить декларативний характер: з боку держави відсутні компетентні та відповідальні чиновники, які могли б розуміти закони функціонування приватного бізнесу і його проблеми. Тому необхідно інтенсифікувати підготовку кваліфікованих кадрів у галузі державно-приватного партнерства. Активізація використання механізмів ДПП вимагає до кінця опрацювати всі правові аспекти реалізації проектів даного типу. Назріла нагальна потреба у визначенні змісту правових дефініцій, умов участі фінансових інститутів та інших правових, інституційних та фінансових питань, на основі вивчення міжнародного досвіду і кращої практики проектів ДПП. Для того, щоб зробити проекти ДПП природним явищем в житті суспільства, вимагається готовність до співпраці і держави, і бізнесу. Російської Федерації необхідно скористатися об'єднаним досвідом зарубіжних країн, збільшити кількість можливих форм реалізації проектів державно-приватного партнерства.
The aim of the article is to reveal some aspects state regulation of natural monopoly in Russia, which are of paramount importance in economic and social life of the country. The optimal path to reforming the monopolized industries is currently a very topical question for Russia. The Russian government requires studying the foreign experience in this field and adapting it to the Russian conditions. Almost complete lack of transparency in the pricing of natural monopolies is one of the most important problems in Russia. In this connection, against the background of almost uncontrolled corruption in the country, the decision to increase tariffs for practically all services provided by monopolists, irrespective of the world prices for energy resources, causes distrust and just censures. The inefficient management of the state corporation Gazprom, a significant reduction in taxes transferred to the state budget, has not, until now, been the subject of thorough audit and critical analysis by the relevant government agencies. The Ministry of Energy does not attempt to reform the gas industry, for example, in the likeness of Scandinavian countries, where surprising results have been achieved in the operation of numerous energy suppliers. The increase of tax revenues to the country's budget and the improvement of the quality of life of the population depend on to the scope of reforms of the industry the state will carry out based on a combination of administrative and economic control measures.
