Purpose Network analysis is a well consolidated research area in several disciplines. Within management and organizational studies, network scholars consolidated a set of research practices that allowed ease of data collection, high inter case comparability, establishment of nomological laws and commitment to social capital motivation. This paper aims to elicit the criticism it has received and highlight the unsettled lacunae.
Design/methodology/approach This paper sheds light on Network Analysis's breakthroughs, while showing how its scholars innovated by responding to critics, and identifying outstanding debates.
Findings The paper identifies and discusses three streams of criticism that are still outstanding: the role of human agency, the meaning of social ties and the treatment of temporality.
Originality/value This paper brings to fore current debates within the Network Analysis community, highlighting areas where future studies might contribute.
I suggest that rescaling might be a response to network failure. In order to describe a network's modes of governance, I borrow the idea of 'disciplines of control'. This framework is applied to the Brazil Grows Together (BCJ) case, a policy aimed at pregnant women and early childhood care in a state in Brazil. I show that constituency pressures at state level led to rescaling, and higher selectiveness. Subsequently, network managers steered vertical communication, and promoted broader inclusion of stakeholders. I conclude the article by suggesting general mechanisms that govern rescaling within the network governance framework.
This article analyzes categories operated by bureaucrats when classifying types of users and their effects on the distribution of services, observing contexts of high inequality and universal policies. We analyze how teachers, as street-level bureaucrats, implement the policy by categorizing different types of students. We adopt an analytical lens of cultural schemes, which considers that individuals internalize associations between official and social (informal) categories from their experiences. The analyzed data were collected through vignettes applied to 40 teachers from the municipal education system of São Paulo, Brazil. We analyzed the use of categories through socio-semantic and semantic networks of categorizations and the construction of referral networks. The results show that teachers simultaneously mobilize political and social categories and that the introduction of the variable vulnerability in cases opens space for the introduction of social categories that generate different types of treatment for students with similar behaviors. ; Este artículo analiza las categorías operadas por los burócratas al clasificar los tipos de usuarios y sus efectos en la distribución de servicios, observando contextos de alta desigualdad y políticas universales. Para ello, analiza cómo los docentes, como burócratas a nivel de calle, implementan la política categorizando diferentes tipos de estudiantes. Adoptamos aquí la lente analítica de los esquemas culturales, que considera que los individuos internalizan las asociaciones entre categorías oficiales y sociales (informales) a partir de sus experiencias. Los datos analizados se recolectaron a través de viñetas aplicadas a 40 docentes de la red municipal de São Paulo. Analizamos el uso de categorías a través de redes sociosemánticas y semánticas de categorización y construcción de redes de referencia. This study analyses how street-level bureaucrats' categorisation of citizens is embedded within conceptual systems. We observe the process of categorisation as embedded in cultural schemata used by street-level bureaucrats. We provided vignettes to 40 teachers in São Paulo public schools to observe how they categorise similar behaviours of students within different social contexts. We then determined if there were differences in the systems of categories created and actions proposed to deal with similar behaviours in different contexts. The data showed that, depending on the way in which context triggered the teachers' system of categorisation, distinct actions were proposed. These different actions produced different types of deservingness that, in the case analysed here, are related to actions inside or outside the school. These findings have important implications for policymakers in ensuring more equal access to services for students requiring additional support in the classroom.
O objetivo deste trabalho é sugerir a utilização de vinhetas para explorar como os indivíduos interpretam situações em que há ambivalência nas características relacionais com parceiros. Para tanto, investigou-se a forma como indivíduos, em uma organização produtora de software, interpretam situações transacionais concretas e elaboram suas percepções das relações entre confiança e controle. A partir das vinhetas apresentadas aos entrevistados, coletaram-se relatos qualitativos que exibem como seus pressupostos ou indagações conduzem ao "fechamento" das situações. A análise dos dados sugere que esse "fechamento" ocorre por meio de vários mecanismos alternativos: 1. censura seletiva de sinais contraditórios, 2. inclusão de pressupostos inexistentes na narrativa original, 3. busca focada de informações adicionais e 4. reflexão crítica de corresponsabilidades. A adoção de um mecanismo em detrimento de outro pode ter implicações importantes para o desdobramento das relações interorganizacionais estudadas. Neste artigo, buscou-se utilizar a abordagem de Swidler (2001), em que, no uso de vinhetas, procurou-se evidenciar os elementos culturais mobilizados na interpretação, formação de julgamentos e estabelecimento de metáforas e analogias por parte dos indivíduos. Cabe ressaltar que, do ponto de vista metodológico, a abordagem de pesquisa exploratória com a utilização de vinhetas pode ser um mecanismo interessante de abordagem qualitativa, principalmente em contextos em que o pesquisador se interessa por abrir a "caixa-preta" de alguma variável de interesse. Com essa abordagem, é possível obter um acesso privilegiado ao repertório de narrativas dos indivíduos. Cada vinheta reflete uma situação que se coloca ao entrevistado e o leva a evocar valores, crenças, atitudes e narrativas que não seriam de outra forma coletados. Sendo assim, este trabalho postula que a elaboração de vinhetas é um importante instrumento exploratório não apenas para o avanço teórico, mas também para o ensino da administração, conforme o explicado na conclusão deste artigo.
AbstractThe literature has usually regarded street‐level bureaucrats (SLBs) as relatively privileged bureaucrats, neglecting an important sub‐group of these civil servants: low‐status SLBs. Even though they may be members of a team with other SLBs who have more status, they may suffer from intraorganizational inequality, meaning unequal access to resources and the requirement that they perform informal tasks associated with their unequal position in the organization. We examine the unique challenges low‐status SLBs are often confronted with, and how they cope with them. Based on 94 interviews with community health workers in Brazil, we identify several types of burdens associated with their ambiguous tasks, as well as the strategies they use to cope with these burdens. The analyses suggest that the burdens and coping strategies are an important source of the inequality on the team. The paper discusses the importance of considering the diversity of roles occupied by SLBs and the inequalities within teams.
Scale is an overlooked issue in the research on interactive governance. This book takes up the important task of investigating the scalar dimensions of collaborative governance in networks, partnerships, and other interactive arenas and explores the challenges of operating at a single scale, across or at multiple scales and of moving between scales. First published as a special issue of Policy & Politics, the volume explores the role of scale and scaling in a wide range of policy areas, including employment policy, water management, transportation planning, public health, university governance, artistic markets, child welfare and humanitarian relief. Cases are drawn from Asia, Australia, Europe, and North and South America and span all levels from local to global. Together, the theoretical framework and the empirical case studies sensitize us to the tensions that arise between scales of governance and to the challenges of shifting from one scale of governance to another
