Abstract
Objective
The issue of trust in leading public organisations continues to inspire growing confidence among management researchers and practitioners. The characteristics and organisational behaviour of leaders are analysed from various angles. The subject of the research is one of the newer approaches, namely trustbased leadership (TBL). The aim of this paper is to identify characteristics and the roles of public trust-based leadership (PTBL). This is the type of leadership that most fully incorporates trust as the basis of organisational behaviour in vertical and horizontal relationships and consequently as organisational cooperation.
Methodology
The primary methods used in this article are a critical review of research on organisational trust, leadership and public trust contained in the academic literature and in surveys of trust in leadership conducted in recent years by consultancies and made available on line.
Findings
The study confirmed that an inalienable role of leaders is to shape their own organisational credibility in both internal and external relations. Achieving a high level of this credibility allows to earn trust.
Value Added
Demonstrating that a key differentiator of the trust-based leadership concept is that TBL is centring trust-based relationships throughout the entire organisation.
Recommendations
Further research on trust-based public leadership should support its presence in contemporary organisations.

Abstract
Organisational consciousness is one of the primary determinants driving organisational development. It is the organisation's capacity for assessment of its operation level, quest for uniformity and organisational identity. This consciousness revolves around objectives of actions and integrates collective efforts, thereby determining collaboration. Therefore, it performs a vital role in the public safety management system (PSMS), where efficiency of operations may be achieved only as a result of joint actions. In essence, this was an imperative to carry out research aimed at analysing the significance of organisational consciousness in the public safety management system. During enquiries the authors gave insight into the concepts of organisational consciousness and organisational development as well as characterizing the PSMS in the context of organisational consciousness.
Bearing in mind a comprehensive and adaptive approach to each analysed situation in an individual manner the relevance of organisational consciousness in public safety management systems was found. Furthermore it was testified that organisational consciousness in the PSMS affects three areas, namely: enhances involvement in accomplishment of objectives set, strengthens inter-organisational collaboration and fosters innovative solutions.

In contemporary public management, especially in the New Public Governance model, the network paradigm is increasingly underlined, which results from the growing importance of inter-organisational relations in the effective functioning of public organisations. However, the subject literature lacks well-established research, both theoretical and empirical, aimed at determining the importance of the network paradigm in improving public management oriented on the needs of citizens as members of the political and territorial community. Moreover, the role of logistics management in improving the effectiveness of public sector organisations is increasingly recognized, which creates interest in researching this issue (Kożuch et al., 2018). This article is an attempt to fill this research gap by developing the concept of research on logistics management in public networks. The developed (1) a map of relations in public networks and (2) a public institution sub-network model shall be used to this end. ; Socialinių paslaugų efektyvumo didinimo galimybių paieška sukuria logistikos procesų valdymo perspektyvas. Tačiau tyrimai šiuo klausimu atliekami atsitiktinai. Straipsnio tikslas – sukurti logistikos procesų valdymo socialinių tinklų tyrimo koncepciją. Atliekant analizę apibūdintas logistikos procesų valdymas ir socialiniai tinklai. Pagrindinis dėmesys skiriamas socialinių tinklų sudėtingumui ir problemoms, kurios lemia jų specifiškumą. Susipažinti su viešųjų tinklų ypatumais padeda suplanuotas socialinių tinklų santykių žemėlapis ir viešųjų institucijų pogrupių modelis. Šis straipsnis yra konceptualus ir jo rezultatas – nustatyti logistikos procesų valdymo socialiniame tinkle tyrimo kryptys ir tvarką.

Abstract
Competencies are a set of distinctive resources and opportunities. They relate to specific capabilities of management and to performance of management methods. In the catalogue of existing managerial competencies, an increasingly important role is played by trust. The deep insight in this field of literature gives grounds for the inference that trust is rather a means to achieve public organisations' goals, than being the end in itself. Therefore in this article we have assumed, that contemporary competencies, to a large degree, rely on trust which is rationally and relationally rooted.
The main aim of this paper is to identify and evaluate components of trust with reference to the competences of public managers mirrored in their new profiles. To achieve the goal of the article, publications of the field of organisational studies and public management which aim to show the importance of creating trust within an organisation were reviewed to identify main managerial competences analysed in the context of public trust as an important factor of improving public organisations. Moreover, the results of a survey with 93 respondents carried out in 2014 in 8 units of local public administration from the Malopolska Region were used. As a result the main components of trust in new public managers' profiles have been identified and assessed.

Purpose
The purpose of this paper is to recognition and understanding of the inter-organisational learning processes in the public safety management system.
Design/methodology/approach
The findings presented in this paper are based on empirical data including: first, desk research in the scope of inter-organisational learning; second, participant observation conducted in the Provincial Headquarters of the State Fire Service in the Silesia Province in the years 2013–2014; third, hermeneutic process within a focus group of scholars conducted in December 2014 within a four-person group of researchers. The carried out studies have shown the usefulness of the three-loop learning model appliance.
Findings
The paper analyses the course of inter-organisational learning in dynamic and uncertain operating conditions. As a result, the main methods and effects of inter-organisational learning in the public safety management system are identified.
Originality/value
The paper adds a new value to understanding of inter-organisational learning in the framework of public safety management by driving attention to the importance of inter-organisational learning and its practical use. It also provides a useful research model for investigating inter-organisational learning and effective public safety management.
