Städte sind Gemeingut, nur im Kollektiv können sie erschaffen werden. In Zürich hat die damalige Stadträtin Ursula Koch einst die Bedingungen dafür skizziert, doch die Stadtplanung will davon bis heute nichts wissen. Ein Plädoyer für die unfertige Stadt.

Mit der politischen Forderung einer Entwicklung nach innen steht die Planerzunft vor einer gewaltigen Herausforderung. Es muss dort geplant werden, wo bereits etwas steht, jemand wohnt, lebt oder arbeitet. Wie lässt sich unter diesen Vorzeichen räumliche Qualität entwickeln? Es geht nicht ohne einen Kulturwandel in der Planung. Ein Eingriff ist trotz seiner Selbstbezogenheit immer in seiner Wirkung auf das Umfeld zu beurteilen.

Im Juni 2017 haben sich zahlreiche VertreterInnen lokaler politischer Plattformen zur Fearless-Cities Konferenz in Barcelona getroffen. Das Ziel der Konferenz war, der lokalen politischen Ebene mehr Gehör zu verschaffen und auf deren grundlegende Bedeutung für die Demokratie hinzuweisen. In den letzten Jahren haben sich in zahlreichen Städten und Gemeinden Organisationen und politische AkteurInnen gegen die nationalstaatliche Austeritätspolitik und xenophobe Praktiken in Stellung gebracht. Die Konferenz bot die Möglichkeit, dieses munizipalistische Netzwerk zusammenzubringen und als Neuen Munizipalismus sichtbar zu machen (Baird 2017; Vollmer 2017). Die Bewegung des Neuen Munizipalismus basiert auf der Überzeugung, dass im lokalen Alltag verankerte Politik wesentlich zu einer Demokratisierung der Gesellschaft beiträgt. Gleichzeitig ist die Hinwendung zur lokalen Ebene auch eine Reaktion auf das Versagen nationalstaatlicher Institutionen, die sich als unfähig erwiesen haben, Probleme – wie etwa die Wohnungsnot, die Versorgung mit lebenswichtigen Gütern und Leistungen oder den Erhalt ökonomischer und gemeinschaftlicher Strukturen – vor Ort zu lösen. Die lokale Ebene kann damit als Gegenpol zu staatlichen Institutionen begriffen werden, die Formen von Selbstregierung ermöglicht. Der Fokus der politischen Auseinandersetzung und Organisation liegt auf der unmittelbaren Lebenswelt der Stadt- bzw. GemeindebewohnerInnen. Ein wesentliches Merkmal des Neuen Munizipalismus ist die stärkere Einbindung und direktere Beteiligung der BürgerInnen und BewohnerInnen an der Gestaltung der eigenen Gemeinde. Auf dieser Ebene ansetzende Politik soll jene Probleme benennen und lösen, die vor Ort den Alltag prekarisieren. Die Lösungen orientieren sich an den Ressourcen und Bedürfnissen der lokalen Gemeinschaft und müssen in einem sinnvollen Verhältnis zu überlokalen Bedingungen stehen. Dabei wird die Gemeinschaft nicht als unverrückbare, ahistorische oder ethnisch definierte Entität verstanden. Sie entsteht und existiert nur als Folge der gemeinsamen Formulierung und Lösung kollektiver Angelegenheiten. Die Gemeinde als sozialräumliches Gebilde mit unscharfen Grenzen ist gleichermassen Fundament und Horizont einer Politik der Autonomie, die vom Alltag ausgeht, um diesen zu verändern. Die munizipalistische Bewegung ist vor allem in jenen Ländern aktiv, die besonders unter den Folgen der Finanzkrise zu leiden haben, wie etwa in Spanien, Italien, Griechenland, Frankreich, aber auch England und Irland. Die Schweiz sucht man auf der Landkarte des Neuen Munizipalismus vergeblich. Das erstaunt, da Idee und Praxis des Neuen Munizipalismus für hiesige Ohren sehr vertraut klingen. Verweist das Streben nach Gemeindeautonomie in der Schweiz nicht auf eine ähnliche politische Vision wie jene des Neuen Munzipalismus? Der vorliegende Beitrag verfolgt die These, dass der Neue Munizipalismus und das Prinzip der Gemeindeautonomie in der Schweiz verwandt sind. Jedoch fehlt der emanzipatorische Horizont des Neuen Munizipalismus bei der Schweizer Variante der Gemeindeautonomie weitgehend. Gemeinden werden hierzulande immer stärker zu reinen Umsetzungs- und Verwaltungseinheiten umgebaut (Kübler / Ladner 2003; Kübler / Dlabac 2015). Das demokratische Potenzial lokaler Politik kann aber nur dann optimal ausgeschöpft werden, wenn Gemeinden nicht als Miniaturversion des Staates, sondern als eigenständiger politischer Raum verstanden werden. Auch dieses Verständnis findet sich in der Schweiz in zahlreichen Praktiken lokaler Politik. Diese müssen aber gestärkt werden. Denn eine lokale Alltagspolitik der Autonomie schafft nicht nur Handlungsspielräume, sondern kann auch etablierte Machtstrukturen aufweichen.

Wenn Besetzungen wie jüngst die des Koch-Areals in Zürich skandalisiert werden, entzündet sich die Debatte nur noch an Lärm und Abfall. Da drängt sich die Frage auf: Sind Hausbesetzungen als politische Projekte eigentlich passé?

Urban politics in the early 21st century is structured by conflicts over social cohesion and economic competitiveness. Education policy takes center stage in this struggle as schools are institutions of both social and economic reproduction. I draw on arguments of urban regime and policy frame analysis to examine the politics of urban school reform in two Swiss cities. Empirically, I analyze neighborhood-embedded bottom-up school reforms committed to social cohesion. The paths these reforms eventually take were shaped by different coalitions geared around specific school policy frames. Frames indeed play a crucial role in building a coalition toward progressive school reforms. In addition, their sustainability in a political environment, increasingly shifting toward development policies, hinges on the dominant frame underlying the reforms as well as the properties of the network advancing them.

Much public participation research is built on the assumption that participatory arrangements empower citizens and disrupt existing power structures. This article challenges that claim. Drawing on one participatory venue considered most likely to empower citizens in Basel, Switzerland, the study shows that meaningful collective power has been conferred to citizens. However, resourceful and organisationally privileged actors have influenced the impact of citizen's demands on public decision-making in significant ways. The study concludes that the production and implementation of collective power deriving from citizens depends on distributive power sources residing in governments and bureaucracies. As a result, participatory arrangements that aim to direct state action have to conform to some extent to the rules and structures underlying ordinary policy-making. The case study highlights the intertwined relationship of the 'power to' and the 'power over' and shows how the interplay between these two forms of power places conditions on the empowering potential of participatory arrangements.

This article challenges that claim. Based on a comparative analysis of governance reforms in Swiss metropolitan areas, the article reveals that what seems to be a shift to governance may turn out to be a path to government, however, including a change either from the local to the metropolitan level or from general-purpose authorities to task-specific jurisdictions. Further, the article analyzes the political dynamics behind governance reforms. It shows that exogenous pressures put existing governance schemes under strain. Its impact, however, is mediated by the initial institutional setting and the narratives responding to case-specific political dilemmas.

Urbanisation is changing landscapes, social relations and everyday lives across the globe. But urbanisation is also changing the ways democracy is understood and practiced. Nevertheless, the relation between urbanisation and democracy remains conceptually and empirically underdeveloped. Our aim in this paper is to provide a novel way of thinking about this relationship that addresses two limitations in current debates. First, there is the dominant view that just as urbanisation dissolves the actual, material city it also dissolves the city as a democratic project. We challenge this understanding, arguing that across the globe claims for and forms of urban collective self-rule signal that the city retains democratic significance in a very specific sense: as an object of practice and thought the city is a source and stake of the urban demos. Second, there is a tendency to either restrict the question of democracy to state-centred forms of political action or to place democracy completely outside the realm of the state. We argue however that urbanisation unsettles seemingly fixed boundaries between the state and society and thus opens the possibility of weaving together a new democratic fabric encompassing both. In addressing these two strands of debate together, we outline a democratic politics of urbanisation that shifts perspectives from institutions to practices, from jurisdictional scales to spaces of collective urban life. Seeing democracy like a city, we argue, foregrounds a way to reimagine and to re-locate democracy in the everyday lives of urbanites.

This article draws novel links between 'anti-politics', austerity and a political horizon centred on the urban. Research on anti-politics often invokes a binary understanding of a politics of and within the state and an anti-politics at a distance from or hostile towards the state. This article argues that in the context of austerity, this binary loses traction. Austerity has intensified the transformation towards networked forms of governance within which the state becomes a more hybrid entity of contradictory ideals and practices. Austerity not only calls into question the legitimacy of formal politics because of its devastating social outcomes, it also disaggregates the political authority of the state and opens up a particularly urban terrain of politics. We capture this development by examining the intersections between the local state and the urban field of politics. Looking across the struggles against austerity in Europe, and focusing in more detail on housing politics in Berlin, we assert that the urban is important not only as a setting (as typically argued) but also as the basis for a different rationality of political action in and against austerity. In the context of austerity struggles, state authority becomes ever more contingent and other, more urban, forms of politics advance. In sum, the article contributes to a spatial reading of (anti-)politics against austerity, points to the de-centring of the state in transformative political projects and emphasizes the analytical purchase of a distinctly urban perspective on contemporary politics in Europe.
