Having explored change and continuity in North Korean strategy (long-term plan of action) regarding South Korea, the study highlights this strategy on the eve of Kim Il Sung's death and in the post-Kim Il Sung era. It points out that no matter what Seoul may think of Kim Jong Il as Kim Il Sung's successor, Seoul has no realistic alternative but to treat him as North Korea's new ruler as long as he retains power.
