The relevance of the research is due to the need to modernization of the risk man-agement process of agricultural enterprises and their associations. In this regard, this article is aimed to develop areas for implementation of risk-oriented manage-ment of united agricultural enterprises in order carrying out a comprehensive diag-nosis of economic risks in the economic system of entities and timely identifica-tion of threats to sustainable economic development under uncertainty of macro-, and microenvironment. The study based on methods of analysis and synthesis. As well as modeling method and statistical methods applies in article. The article pre-sents the results of the development situational matrix of risk-oriented manage-ment of the economic system according to the probability of decision-making op-tions in economic activity was proposed. In the course of the research, were con-sidered the risk-oriented management in the economic system of united agricultur-al enterprises for sustainable development. In adittion, model of qualitative and quantitative analysis of economic risks in the economic system of the united en-terprises of agricultural production is presented. The practical significance is based on finding the forecast risk factors of change of effective indicators of economic activity in the economic system of the united enterprises of agricultural production and developing the priority administrative initiatives on minimization of economic risks.

UK: У статті визначаються особливості побудови бюджетної системи та організації бюджетного устрою в умовах реформування місцевого самоврядування та територіальної організації влади в Україні. Визначається, що однією з основних причин неефективності діючої системи влади на місцях є неузгодженість окремих норм Конституції України, Закону України «Про місцеве самоврядування в Україні» та недосконалість законодавства щодо порядку вирішення питань адміністративно-територіального устрою. Обгрунтовується необхідність прийняття законодавства про адміністративно-територіальний устрій в Україні. Розглядаються принципи побудови бюджетної системи, зокрема принцип субсидіарності, який грунтується на розподілі видів видатків між державним бюджетом та місцевими бюджетами, а також між місцевими бюджетами на необхідності максимально можливого наближення надання гарантованих послуг до їх безпосереднього споживача. Аналізуються теоретичні та практичні аспекти фінансового забезпечення соціально-економічного розвитку територій в умовах децентралізації влади в України. EN: The article defines the peculiarities of the construction of the budget system and the organization of the budget system in the context of the reform of local self-government and territorial organization of power in Ukraine. It is determined that one of the main reasons for the ineffectiveness of the existing system of power on the ground is the inconsistency of certain norms of the Constitution of Ukraine, the Law of Ukraine "On Local Self-Government in Ukraine" and the imperfection of legislation on the procedure for resolving issues of the administrative-territorial system. The necessity of adopting legislation on the administrative-territorial system in Ukraine is substantiated. The principles of building a budget system, in particular the principle of subsidiarity, based on the distribution of types of expenditures between the state budget and local budgets, as well as between local budgets on the need to maximize the appropriateness of the provision of guaranteed services to their immediate consumer, are considered. The theoretical and practical aspects of financial provision of socio-economic development of territories under conditions of decentralization of power in Ukraine are analyzed.

UK: У статті розглянуті особливості побудови системи загальнообов'язкового державного пенсійного страхування в Україні. Визначено стан та перспективи накопичувальної та недержавної систем пенсійного забезпечення. Проаналізовано джерела формування та напрями використання коштів солідарної системи загальнообов'язкового державного соціального страхування. Виявлено особливості нарахування та сплати єдиного соціального внеску як головного джерела коштів Пенсійного фонду за діючим законодавством. Розглянуто необхідність збалансування бюджету Пенсійного фонду за рахунок асигнувань із Державного бюджету України. Описано новації пенсійного законодавства запроваджені з 2018 року. Визначено напрями оптимізації солідарної системи пенсійного забезпечення в Україні. EN: The system of pensions is one of the most important elements in the field of social protection of the population in all developed democratic countries, and reflects the fulfillment of the basic functions of the state. The necessary social condition for the functioning of the pension system is the citizens' confidence in ensuring old age, in the fulfillment by the state of their responsibilities to the citizen, that after they have reached a certain retirement age, they have the right to replace their salary with a pension. However, today, as never before, the question is how to balance the Pension Fund budget with a view to ensuring adequate pension payments.

UK: У статті розглядаються підходи до формування спроможних територіальних громад. Визнача-ється склад фінансових інструментів, які знаходяться у розпорядженні органів місцевого самоврядування для забезпечення соціально-економічного розвитку територій. Особлива увага приділяється питанням формування бюджетних ресурсів, зокрема податковим надходженням в частині адміністрування та сплати податку на доходи фізичних осіб та плати за землю. Акцентується увага на передачі земель сільськогосподарського призначення державної власності в комунальну власність відповідних об'єднаних територіальних громад, як напрямі оптимізації надходжень до бюджетів від плати за землю. Крім того, визначаються особливості використання кредитних, інвестиційних та грантових інструментів для забезпечення соціально-економічного розвитку територій. EN: The article deals with approaches to the formation of capable territorial communities, in which local sources of budget filling, infrastructure and human resources are sufficient for solving local government issues of local importance, envisaged by law, in the interests of community residents. The composition of financial instruments that are at the disposal of local governments for ensuring socio-economic development of territories is determined. Particular attention is paid to the issues of the formation of budget resources, in particular, the tax revenues in terms of administration and payment of personal income tax and land fees. The peculiarities of the calculation and payment of personal income tax in modern conditions are considered. The main problems of taxation of incomes in the form of wages and renting of a land plot (share) are allocated. The emphasis is on the transfer of state-owned agricultural land to the communal property of the respective united territorial communities, which will enable to clearly and transparently form an income part of local budgets in terms of land fees and encourage territorial communities to volunteer them. In addition, features of the use of credit, investment and grant instruments for ensuring socio-economic development of territories are determined. It is determined that the success of the socio-economic development of the united territorial communities depends on the professional combination of all financial instruments at the same time, since the budget resources are limited. It is concluded that today's challenge for self-government bodies of the united territorial communities is to find opportunities for maximizing the use of financial potential of the territory and the manifestation of business activity, how many local governments gradually receive all the powers necessary for the formation of a capable territorial community, provided all the necessary conditions for this purpose are fulfilled.

The article presents the results of fiscal decentralization of Ukraine and the countries of the European Union as a process of restructuring and balancing the specific interests of all entities of redistributive relations, optimizing and improving the structure of the revenue segment of local budgets, and ensuring stable tax revenues through the improvement of the current taxation system. An analysis of the level of fiscal decentralization of the EU countries was carried out on the basis of indicators of fiscal autonomy and fiscal significance of local self-government. In order to increase the role of fiscal consolidation and filling local budgets in Ukraine, the timeliness of budget-tax reforms and their impact on the socio-economic development of the state have been substantiated. The empirical analysis was based on the fiscal rules of the decentralization of European countries that form the systemforming elements of the model of the tax on profits, providing a favorable fiscal space for business, motivating the effective use of budget funds by territorial communities. The target function of the optimization model, which determines the maximization of the fiscal decentralization index of local budgets, is proposed. Fiscal consolidation scenarios and their potential changes in Ukraine's GDP have been developed, subject to the introduction of the tax on withdrawn capital, as an alternative form of the tax on profits.
