AbstractRecreational fishers often consume their catch, which may expose them to environmental contaminants. However, targeted risk assessment for exceeding the tolerable weekly intake (TWI) of a specific contaminant is often lacking, as specific data on the extent of fishing, consumption rates, and contamination of the caught seafood is needed. This study examined recreational fishing for nephrops (Nephrops norvegicus) at several different locations in Western Norway to identify important risk factors. The combination of a field survey to examine actual catches, interviews of recreational fishers about their seafood eating habits, and the analysis of total mercury (Hg, as a proxy for methylmercury (MeHg)) in recreationally captured nephrops allowed to conduct a targeted risk assessment. Recreational fishers consumed on average seven nephrops per meal, and 73% of the fishers ate nephrops once a month or more. The average Hg concentrations in nephrops were below the legal maximum level (100 ± 50 μg/kg wet weight (mean ± SD)). Hg concentrations in female nephrops were significantly higher than in males at the same size, and differed significantly between locations. The recreational fishers in this study were not at risk of exceeding the TWI for MeHg from consuming nephrops only; however, there is a general risk of exceeding TWI for MeHg as 70% of the fishers reported a frequent consumption of fish for dinner. Targeted risk assessments on recreational fishers may reveal particularly vulnerable populations where national dietary surveys may miss the highest seafood consumers.

Capture fisheries in small island developing states (SIDS) have the capacity to increase access to vital micronutrient-rich food to tackle malnutrition, but when fishers are restricted to nearshore habitats by limited capacity (boats, engines, fishing gear), fisheries production can be low. This is the case of coastal Timor-Leste, where some of the world's most diverse coral reefs are juxtaposed with one of the world's most undernourished populations. In these settings, interventions that have successfully improved livelihoods from fishing and reduced threats to biodiversity are rare. Elsewhere in the Pacific, nearshore anchored fish aggregating devices (FADs) have shown success in improving catch rates by making pelagic stocks more accessible to small-scale fishers. Here we test the effects of FADs at increasing capture fish production, by deploying eight experimental FADs at four sites around the country and recording catch and effort data from FAD and non-FAD fishing trips. We assess the effects of FADs on catch rates and catch assemblage and the rate of 100% return on investment (RoI ). The average longevity of FADs was 11 months. Results show a significant positive effect of FADs on catch rates when controlling for random site variation, with FADs paying for themselves in ∼5 months or less at three out of four sites. Across all sites and fishing types, 63 species were identified, but FAD catches significantly reduced overall assemblage diversity, with three species (Sardinella spp., Decapterus macarellus, Rastrelliger brachysoma) representing 96% of the catch. Despite the relatively short longevity of FADs deployed in Timor-Leste, the fast RoI seen at most sites indicates that FADs are effective in providing livelihood benefits in certain locations. Catch rates were highest where fishers were specialized, invested in FAD fishing, and formed catch sharing groups with access rights to specific FADs. National level investment into a FAD programme by the government could realistically increase overall fish production in the country, thereby improving availability of micronutrient rich fish to combat malnutrition. A deployment program should be coupled with capacity building around group formation and defining access rights to ensure equitable community benefits. ; publishedVersion

In many countries, policies regarding reduction of unwanted catch and discards are crafted in response to concerns regarding accountability, conservation, and waste as well as scientific needs to fully account for all sources of fishing mortality. It is important to note, however, that unwanted catch is minimal and most, or all, of the catch has value in some fisheries. Utilisation rates are very high, and discarding is generally not of concern in such fisheries which occur primarily, but not entirely, in developing countries. Where unwanted catch and discards are a concern, legislation may be prescriptive, as can be seen in the EU Landing Obligation (LO), and programmes established in e.g. Norway, Iceland, Argentina, Chile and New Zealand. Elsewhere, legislative language is intended to minimize unwanted catch but allows for some flexibility in developing strategies and solutions, as in the USA. The effectiveness of these approaches depends on many factors and all require effective cross-sectoral collaboration. Also essential is a comprehensive monitoring and control system which insures regulatory compliance and collection of adequate data to address scientific and management information needs. In this chapter, we evaluate the effectiveness of discard and unwanted catch reduction approaches under diverse legislative systems in different parts of the world, with reference to emerging practices under the LO. We consider the importance of finding the balance between top-down and bottom-up processes and look carefully at different governance/regulatory frameworks (e.g. input controls, output controls, quota management and transferability, cooperative/collaborative management), factors which encourage or discourage innovation and collaborative problem solving, monitoring and accountability.
