In the recovery of MSMEs during the pandemic, the government cannot do it alone. Therefore, collaboration from various parties is needed. This study aims to analyze the impact of Collaborative Governance in the recovery of Micro, Small, and Medium Enterprises (MSMEs) in Jakarta during the COVID-19 pandemic by evaluating the Large-Scale Social Collaboration (LSSC) of MSMEs from June 2020 to June 2021. In addition, to analyze the extent to which Collaborative Governance is implemented in the LSSC of MSMEs program, the researcher used five important indicators based on Collaborative Governance theory. By using qualitative methods, the data obtained through in-depth interviews with several stakeholders involved and MSME owners as recipients of the program assistance. Data analysis was carried out using thematic analysis to obtain indicators that describe the program effectiveness from the implementers and indicators of the satisfaction of MSME actors with the assistance received through this program. Then, all these indicators are re-analyzed using the SWOT framework. The study found that Collaborative Governance has been running quite well, but stakeholders have not really involved MSME Activists in the Large-Scale Social Collaboration program as one of the steps in restoring MSMEs in Jakarta. In this finding, the researcher recommends several solutions such as, more massive publication and socialization is needed to invite more collaborators, the governance and mechanism of the LSSC of MSMEs program needs to be improved, as well as revitalizing the program. Therefore, the government also needs to implement some steps to maintain the sustainability of this program. ; Dalam melakukan pemulihan UMKM selama pandemi, Pemerintah tidak bisa melakukannya secara sendirian. Oleh karena itu, diperlukan kolaborasi dari berbagai pihak. Penelitian ini bertujuan untuk menganalisis dampak Collaborative Governance dalam pemulihan Usaha Mikro, Kecil, dan Menengah (UMKM) di Jakarta selama pandemi COVID-19 dengan mengevaluasi Program Kolaborasi Sosial Berskala Besar (KSBB) dari Juni 2020 hingga Juni 2021. Selain itu, untuk menganalisis sejauh mana Collaborative Governance diterapkan dalam program KSBB UMKM, peneliti menggunakan lima indikator penting berdasarkan teori Collaborative Governance. Dengan menggunakan metode kualitatif, data diperoleh melalui wawancara mendalam dengan beberapa pemangku kepentingan yang terlibat dan pemilik UMKM sebagai penerima bantuan program. Analisis data dilakukan dengan menggunakan analisis tematik untuk mendapatkan indikator yang menggambarkan efektivitas program dari pelaksana dan indikator kepuasan dari pelaku UMKM terhadap bantuan yang diterima melalui program ini. Kemudian, semua indikator tersebut dianalisis kembali menggunakan kerangka SWOT. Kajian menemukan bahwa Collaborative Governance sudah berjalan cukup baik, namun para pemangku kepentingan belum benar-benar melibatkan Penggiat UMKM dalam program Kolaborasi Sosial Berskala Besar sebagai salah satu langkah pemulihan UMKM di Jakarta. Dalam temuan ini, peneliti merekomendasikan beberapa solusi seperti, publikasi dan sosialisasi yang lebih masif untuk mengundang lebih banyak kolaborator, tata kelola dan mekanisme program KSBB UMKM perlu ditingkatkan, serta revitalisasi program. Oleh karena itu, pemerintah juga perlu melakukan beberapa langkah untuk menjaga keberlanjutan program ini.
Early childhood development (PAUD) is a fundamental investment that is included in the Sustainable Development Goals (SDGs). Previous research has shown that ECD investment in Indonesia, and its financial governance remains a challenging issue. Through a qualitative approach to a case study method design, this study aims to examine the state of PAUD financial management in Panggungharjo Village, Yogyakarta. This study uses in-depth interviews and desk research as data collection techniques. The instrument was developed from the SABER-ECD World Bank Assessment and ECD Financial Profiling Tools. The results showed that PAUD financial management in established villages had innovative financing, budget management and institutional development resulted in a blueprint for managing PAUD financing in other villages in Indonesia. Important policy objectives in all aspects, including the legal framework, cross-sectoral coordination, program coverage, coverage, equity, data availability, quality standards, and compliance with standards, the vision of financing early childhood development will be more achievable for future research.
