The authors of the article analyze the measures for preventing and counteracting smuggling defined in the Customs Code of Ukraine and other acts of customs legislation, the imperfection of the normative consolidation of such measures in the Customs Code and the problematic issues of their implementation. The most important measures aimed at counteracting smuggling were suggested, which were defined by normative acts of the Cabinet of Ministers and the President of Ukraine, and were offered to strengthen them in legislation, in Section 17 of the Customs Code, which determined (though depleted) measures to prevent and counteract to smuggling. In particular, the expediency of introducing amendments to the Art. 456 of the Customs Code of Ukraine is substantiated, which would generally define the procedure for the controlled delivery of drugs, psychotropic substances and precursors, which should be detailed in the relevant normative act that should be promptly adopted by the competent authorities. It is also suggested to amend the Art. 456 of the Customs Code of Ukraine, which does not correctly define the objects of smuggling, which are subject to prevention and counteraction with regard to their illegal trafficking across the customs border of Ukraine. There are also certain deficiencies in the normative definition of some legal elements of customs rules' violation enshrined in the Customs Code, in particular concerning exceeding the term of temporary import or temporary export of goods. It is also offered to amend the Art. 481 of the Customs Code of Ukraine, recognizing commercial vehicles as the objects of the offenses. The proposed amendments resulting from the study are to improve the current legislation that regulates the prevention and counteraction of smuggling, the specific element of customs rules' violation, will enhance the effectiveness of the fight against smuggling and violations of customs rules in general. ; Досліджено заходи щодо запобігання і протидії контрабанді, визначені в Митному кодексі України та інших актах митного законодавства, вказано на недосконалість нормативного закріплення таких заходів у Митному кодексі та проблемні питання їх реалізації, проаналізовано окремі недоліки нормативного визначення деяких юридичних складів порушень митних правил, закріплених в Митному кодексі, та запропоновано шляхи вдосконалення положень законодавства, що регулюють зазначені питання.

This article is focused on the analysis of the interaction with public associations as a principle of the police activities in order to form and determine the content, forms of the stated interaction and its significance to perform the duties and functions by the National Police, in particular to combat offenses. The author has offered a definition of the term of "interaction", which should be perceived according to the author as a process of the impact of various objects at each other, their mutual conditionality, change of the state, mutual transformation and the generation of one object by another one. Special attention is paid to the fact that such work should be based on the principles of the police activities. The main principles is the rule of law, keeping human rights and freedoms, justice, openness and transparency, political neutrality, interaction with the population based on the partnership principles, continuity. The significance of realizing the tasks and functions of the police activities finds its external identification in the relevant forms that are defined by the type of relationship in a particular area of human activity. Based on the conducted research the author has formed the classification of the forms that are the most common for the mutual activities of police officers and population in the sphere of keeping public order and combating crimes. ; Проаналізовано взаємодію з громадськими об'єднаннями як принцип діяльності поліції. Визначено проблеми правового регулювання адміністративної відповідальності юридичних осіб, а також можливі шляхи їх вирішення. Зроблено висновок, що, пройшовши шлях від заперечення самої можливості притягнення до адміністративної відповідальності юридичних осіб до визнання їх суб'єктами цієї відповідальності в кількох окремих законах, законодавство про адміністративні правопорушення у своєму розвитку має пройти наступний етап – визначити загальні правила та процедури адміністративної відповідальності юридичних осіб, без чого неможливо забезпечити належний захист цих осіб від неправомірного притягнення до відповідальності. У зв'язку з тим обґрунтовано необхідність прийняття нового Кодексу про адміністративні проступки, в якому ці питання має бути комплексно вирішено, що сприятиме забезпеченню законності цієї відповідальності. ; The problems of legal regulation of administrative liability of legal entities, as well as possible ways of their solution, have been determined. Attention is drawn to the fact that there is a tendency to constant increase of misdemeanor's number, cases of which are considered by judges. Accepting the fact that administrative liability are less and less distinguished by administrative procedure of implementation, it is noted that it means one thing – it simply needs to be made administrative again, for which all the offenses for which penalties are imposed in court should be determined as felonies. It has been concluded that after passing the way from the denial of the even possibility of bringing legal entities to administrative liability to recognizing them as subjects of this liability in several separate laws, the legislation on administrative offenses in its development should go through the next stage – to determine general rules and procedures for administrative liability of legal entities, without which they can not be protected against unlawful prosecution. In this regard, the author has grounded the necessity of adopting a new Code on Administrative Offenses, which should comprehensively resolve these issues that will contribute to ensuring the legality of this liability.

The article presents an analysis of the results of officers' survey of the State Border Guard Service of Ukraine (SBGSU), which was conducted to study the current state of solving socially important issues for SBGSU servicemen that may cause staff turnover and problems in SBGSU personnel management. This problem is characteristic not only to SBGSU, but also of other law enforcement agencies of Ukraine and foreign countries. To this end, the works of scientists, data statistics reports from different sources were studied, as well as the survey of 112 servicemen who are serving at the SBGSU in different positions and in different areas of professional activity was conducted.Generalization and interpreting the survey results made it possible to find out about officers' attitudes to service at SBGSU bodies and to assess the status of social issues solving. It is concluded that such circumstances are one of the main factors that a large number of servicemen do not want to continue contracts for military service at SBGSU after the first contract closure at a young age. It has a great importance for resolving staffing issues and determining which issues should be given greater attention in future, including the legislative level. This is important for search appropriate options for the content of the personnel policy and the social and legal support of SBGSU servicemen. Stability ensuring of the personnel will help to increase the general level of professional skill and correspondingly ensure the security of the state border, increase the effectiveness of counteracting illegal activities, management of the state border security in modern conditions.f the state border security in modern conditions.

The purpose of the article was to highlight the essence and specific features of the transformation of the Ukrainian state policy in the health sector during the development of martial law. The methodological basis of this research grouped a set of general and special scientific methods of scientific cognition (deductive, comparative and legal, comparative, systems analysis method, formal and logical method, etc.). Everything indicates that, the destabilizing factors affecting the state policy include the reaction to the armed aggression of another state and the subsequent introduction of martial law. The authors have emphasized the regulatory legal acts of the national legislation of Ukraine, which establish the principles for the formation and implementation of state policy in the health sector. Specific features of the transformation of state policy in the health sector during martial law have been identified and revealed. It has been concluded that the state policy in the health sector is characterized by a dual nature, which consists in its stability, on the one hand, and at the same time, wide adaptability to changes and needs caused by martial law.

The study characterizes economic security as a set of conditions that are necessary to ensure the normal economic development of the country and restore the gap in development in comparison with European countries during Ukraine's integration into the EU. It is shown that ensuring economic security is an important function of the state. The problem of economic security arises not only from the definition of the internal policy of the state, but also determines the issues of foreign strategy. The necessity of calculating the main safety criteria has been proved, allowing to anticipate possible dangers, determine potential current and future damage and take preventive measures. Stability and development require a dynamic approach to solving the problem of economic security. This is mainly due to the rapid change in indicators of economic security and indicators with a change in the operating conditions of international, political, economic, market and other systems. The urgency of solving the problems of economic security is based on the need to get rid of the dependence of the national economy on the level of competition in world markets. This is due to the emergence of serious economic risks arising when the actual values ​​of economic security indicators go beyond the threshold levels. The current level of economic security has been investigated by calculating indicators that characterize all sectors of the national economy. The most problematic areas requiring immediate response have been identified. The presented methodology for calculating the integral indicator of the economic security of Ukraine quite accurately describes the current state of the national economy and can be practically applicable to domestic and foreign government bodies in the analysis of critical vulnerabilities of national economic security.
