Building on international migration theories and the literature on the dynamics of student mobility, this study sketches a two-dimensional framework and examines its utility to understand the rationales of in-bounding student mobility in Turkey. The empirical part of the study was conducted with 331 international students studying in public universities of Turkey. The results suggest that private rationales are prominent for students coming from Western and economically developed countries. In contrast, economic and academic rationales are prominent for students coming from Eastern and economically developing countries. The study suggests three insights which are instrumental in re-interpreting the position of the countries in the periphery in international student mobility. First, the nature of cultural, political, and historical proximity between home and host countries determines the size and direction of in-flowing student mobility in economically developing countries. Second, for developing countries pre-departure pulling rationales at private level are more prominent than public rationales. Third, despite the general trend that student mobility flows from economically less developed toward economically developed countries, this study suggests that in the periphery there are regional hubs attracting students largely originating from other countries of the periphery.

Research on the patterns of international student mobility and the dynamics shaping these patterns has been dominated by studies reflecting a Western orientation, discourse, and understanding. Considering political, economic, cultural, historical, and ecological factors, this study argues that international student mobility is not only an issue of the economically developed, politically stable, and academically advanced Western world but also one that involves countries with different economic, political, and academic characteristics. Taking into account various theoretical orientations, this study argues that political, economic, cultural, and historical factors have led to the emergence of non-traditional destinations for international students; these countries are labeled as emergent regional hubs. In order to empirically test this, a social network analysis was conducted on a worldwide dataset representing 229 countries. The findings evidenced the strong position of traditional destinations for international students. However, the results also suggest the rise of several regional hubs, which are undergoing internationalization processes in different forms and with different rationales. The mobility patterns in emerging regional hubs deviate from those in traditional destinations, which fundamentally change the nature of internationalization in this context.

This study examined predictors of psychological distress in a sample of 334 international students studying at different public universities in Turkey. The standard multiple regression analysis was used to clarify the contributions of individual characteristics, interaction with Turkish students, perceived discrimination. Turkish language proficiency, perceived cultural distance, integration to social life in Turkey, and life satisfaction to psychological distress of international students. The results revealed that life satisfaction, integration to social life in Turkey, Turkish language proficiency, and length of stay in the host country (Turkey) account for 32.8% of the variance in the international students' psychological distress levels. The study concludes that factors contributing to psychological distress of foreign students are related to some individual characteristics and personal factors. Hence, foreign students need to go through a preparation process/program in their home country. Then a guidance and orientation program needs to be provided in the host country. This study investigates Turkey's higher education (HE) policy for Syrian refugee students (SRSs) by examining the experiences of the students and documenting political, social and cultural dynamics behind these experiences. The study reviewed reports, notices and circulars in order to capture the key tenets of the Turkeys HE policy for the Syrians refugee students. In order to reveal the experiences of the students, 27 interviews were conducted with a group of students who are studying at a public university, which is located in the eastern part of the country. The results, first, revealed that Turkey's HE policy follows a reactive track in that the ongoing challenges have caused modification, alteration or additions into the policy. Second, both the interview results and key reports suggest documentation, language barrier, finance and guidance as the key challenges for SRSs, which inform HE policy of Turkey. Third, the students commented on the restorative impact of the higher education for normalizing their lives in a host country and building a future prospect for their own life. However, the conflicts between Syrian and Turkish students suggest that the Syrian refugee crisis goes beyond a refugee crisis and has complex sociological and political connotations, which push the issue of Syrian refugee into more repelling grounds. Further conclusions and implications are discussed.

This paper reports on the first stage of an international comparative study for the project "Digital educational architectures: Open learning resources in distributed learning infrastructures-EduArc", funded by the German Federal Ministry of Education and Research. This study reviews the situation of digital educational resources (or (O)ER) framed within the digital transformation of ten different Higher Education (HE) systems (Australia, Canada, China, Germany, Japan, South Africa, South Korea, Spain, Turkey and the United States). Following a comparative case study approach, we investigated issues related to the existence of policies, quality assurance mechanisms and measures for the promotion of change in supporting infrastructure development for (O)ER at the national level in HE in the different countries. The results of this mainly documentary research highlight differences and similarities, which are largely due to variations in these countries' political structure organisation. The discussion and conclusion point at the importance of understanding each country's context and culture, in order to understand the differences between them, as well as the challenges they face.
