The demand for sound scientific information and public participation is particularly great in urban forestry. Urban society's manifold perceptions, preferences and demands for urban forest goods and services need to be considered, indicating the necessity for socially inclusive planning processes. Successful policies can only be formulated by establishing close links with, for example, urban planning and municipal policies. Inherently, this means that close ties between research and policy are required. This article discusses the outcomes of the NeighbourWoods research and development project in which a wide range of tools for public participation were tested in six urban woodland casestudies across Europe. A distinction was made between characteristics of the specific participatory tools and those of the communication process between the facilitators (scientists) of the participation process and the end-users of information (local policy-makers). Public willingness to participate depends on factors such as existing controversy, emotions attached to the forest, and perceived dangers, e.g., in terms of threats to the status quo. Policy makers' willingness to involve themselves depends on political interests, on prior experience with public participation processes, and on their trust in the facilitators of the public participation process. Findings confirm that a set of tools comprising a step-wise process from informing the public in an attractive way, collecting information on public opinion, towards fully participatory approaches such as direct involvement in decision-making is most likely to ensure socially inclusive planning. Communication with policy-makers requires a high degree of openness, clearly explaining every phase of the process, being open about each other's expectations, in short, by developing relationships based on mutual trust.
At Ifpra's World Congress in Hong Kong, the decision was taken to set up a new Scientific Task Force (STF). One of the main activities of this Task Force is to provide state-of-the-art knowledge on different aspects of parks. A major challenge is of course to find scientific proof for the benefits provided by urban parks, benefits that we often take for granted. In order to make sure that parks are part of political agendas at different levels, sound evidence of park benefits has to be provided. This need can be met by a review of existing scientific literature (best external evidence), carried out in a systematic way. By applying a systematic method the usefulness of such a document will increase, since the findings will meet the standards for evidence-based decisions.
Suites of concepts and approaches have been launched during recent years to promote urban nature and greener cities. However, it is doubtable whether tinkering within the current economic and political system can provide adequate solutions. Nature-based Solutions can be seen as a new conceptual approach to the human-ecological connection, and as an outcome of an evolutionary development of socio-ecological concepts. In this Communication, we argue for drawing up inspiration by nature as an outset for the development of more sustainable and inclusive cities, balancing anthropocentric and ecocentric values and acknowledging the importance of the social and governance dimensions in a more balanced socio-ecological perspective. We call this approach Nature-based Thinking.
The greenhouse gases (GHG) emissions in the European Union (EU) are mainly caused by human activity from five sectors—power, industry, transport, buildings, and agriculture. To tackle all these challenges, the EU actions and policies have been encouraging initiatives focusing on a holistic approach but these initiatives are not enough coordinated and connected to reach the much needed impact. To strengthen the important role of regions in climate actions, and stimulate wide stakeholders' engagement including citizens, a conceptual framework for enabling rapid and far-reaching climate actions through multi-sectoral regional adaptation pathways is hereby developed. The target audience for this framework is composed by regional policy makers, developers and fellow scientists. The scale of the framework emphasizes the regional function as an important meeting point and delivery arena for European and national climate strategies and objectives both at urban and rural level. The framework is based on transformative and no-regret measures, prioritizing the Key Community Systems (KCS) that most urgently need to be protected from climate impacts and risks. ; publishedVersion
