Transaction with the coal-bearing church land and its echo in the State duma (1910) . ; Оборудка з вугленосною церковною землею та її відлуння в Державній думі (1910)
The article studies the new for Ukrainian historiography plot of consideration of the scandal connected with questionable land deal at the session hall of the State Duma of the Russian Empire. Ekaterinoslavskaya ecclesiastic consistory that sold coal-bearing land of Aleksander-Svirsky church into private hands was involved to it. The interests of parishioners were not taken into account. Consideration of the work of the commission that examined circumstances of the case and collected the materials with their subsequent discussion recorded in verbatim transcripts of the 3d State Duma provide good material for microhistorical study of important aspects of political, social and economic history. It relates both to the Russian Empire as a whole and the southern mining region in the Ukrainian steppe Dnieper area, the Ekaterinoslav province those times. The role of the Duma as an arbiter between the church authorities and parishioners in political and non-judicial spheres is important. It is about protecting the economic interests of the parish, searching the ways to counteract the transaction authorized by the supreme authority and the measures taken by the parliamentary commission in this direction. Documents presented by Octobrist commission and a group of right-wind deputies to protect the interests of the church shed light on the legal circumstances of the transaction and contain expert assessments of pricing when renting coal-bearing land and also industrial and technical characteristics of coal deposits in the Bachmuth area etc. Clash of overt and covert interests of parishioners, consistory, competing mining associations in the southern coal area of the Empire (Nicolsko-Michael and Novorossiysk), the role of individuals, manifested in the course of the discussion in the Duma – all that give reason to confirm ad prove the presence of the corruption schemes in the mining industry authorized by the supreme power as well as the manifestation of lobbing economic and political interests in the highest representative organ of the Russian Empire in the early twentieth century.
