Досліджено процес розвитку шкільної суспільствознавчої освіти в 60-х – 90-х роках минулого століття, вивчено змістове наповнення навчальних суспільствознавчих курсів, досліджено процес реформування шкільних предметів цієї галузі, зміну методологічних, ідеологічних та організаційно-дидактичних підходів у навчанні школярів суспільствознавчим предметам.Висвітлено авторське бачення розвитку шкільного суспільствознавства за трьома змістовими лініями – історичною, правознавчою та власне суспільствознавчою (філософською, релігієзнавчою, економічною, морально-етичною та іншими). У роботі описано процес формування методології шкільного суспільствознавства, спроби реформування існуючих курсів та впровадження нових підходів відповідно до політичних викликів і змін у суспільстві в УРСР у зазначений період. Описані нові для того часу організаційні форми й методи навчання школярів суспільствознавчим дисциплінам – конференції, рольові ігри, диспути, зустрічі з партійними та державними діячами, ветеранами, депутатами, передовими працівниками підприємств, співробітниками міліції, прокуратури, суду тощо. Автором досліджена суспільно важлива діяльність учнів у позаурочний час – участь в усних журналах, проведення лекторіїв, екскурсій, робота в гуртках, шефська діяльність тощо. Наголошено на ідейному значенні суспільствознавчих курсів у 60-ті – 90-ті роки ХХ століття, підкреслено головне завдання шкільного суспільствознавства – формування в старшокласників стійких ідейних переконань на основі марксистсько-ленінських постулатів. Підкреслено важливість шкільного суспільствознавства, яке попри велику заідеологізованість, сприяло розвитку пізнавальної активності, формувало інтерес і мотивацію до вивчення зазначених предметів та забезпечувало самостійну роботу школярів на всіх етапах навчального процесу. ; The article explores the development of school social science education in the 60-th – 90-th of the last century, the content of educational social studies courses has been studied, the process of reforming school subjects in this feld, the change of methodological, ideological and organizational-didactic approaches in teaching children of social science subjects have been investigated. The article ighlights the author's vision of the development of school social studies along three content lines-historical, jurisprudential, and his own social sciences (philosophical, religious, economic, moral, ethical and others). The paper describes the process of forming the methodology of school social sciences, attempts to reform the existing courses and the introduction of new approaches in accordance with the political challenges and changes in society in the Ukrainian SSR during this period. New organizational forms and methods of teaching children of social science disciplines – conferences, role-playing games, debates, meetings with party and state fgures, veterans, deputies, leading workers of enterprises, police ofcers, prosecutors, courts, etc. are described. The author investigates the socially important activities of students in the afternoons – participation in oral journals, lectures, feld trips, work in circles and more.The ideological signifcance of social science courses in the 1960-th – 1990-th was emphasized, and the main task of school social studies was emphasized – the formation of stable ideological beliefs on the basis of Marxist-Leninist postulates. The importance of school social sciences is emphasized, which, despite its great ideologization, contributed to the development of cognitive activity, generated interest and motivation to study these subjects and ensured the independent work of students at all stages of the educational process

У статті детально розкрито сутність суспільствознавчої предметної компетентності учнів з інтелектуальними порушеннями, як інтегрованої здатності, набутої у процесі вивчення в межах освітньої галузі «Суспільствознавство» окремих навчальних предметів протягом навчання в спеціальній школі. ; У статті проаналізовано нормативно-правові документи, погляди науковців та подано авторське трактування понять «суспільствознавча освіта», «шкільне суспільствознавство» та «суспільствознавча компетентність». Розкрито сутність згаданих понять, висвітлено їхнє змістове наповнення, ієрархію, структуру, взаємозв'язок між ними тощо. Визначено, що суспільствознавча освіта учнів з інтелектуальними порушеннями – це процес підготовки особистості на основі змісту суспільних і соціальних наук до умов життя в людському середовищі шляхом формування у неї знань про суспільні явища, процеси й тенденції, знаходження способів розв'язання нею суспільних проблем, прищеплення їй загальнолюдських і загальнонаціональних цінностей. Шкільне суспільствознавство учнів з інтелектуальними порушеннями висвітлено як конструкт з декількох шкільних дисциплін, які формують у дітей уявлення про політичні, економічні, соціальні та духовні аспекти життя людської спільноти. ; The article analyzes the normative legal documents, the opinions of scholars and provides author's interpretation of the concepts of «social science education», «school social science» and «social science competence». The essence of the mentioned concepts is revealed, their content, hierarchy, levels, structure, interrelation between them etc. are revealed. It has been determined that social science education is a process of personality preparation based on the content of social and social sciences to living conditions in the human environment by forming knowledge of it about social phenomena, processes and tendencies, finding ways to solve social problems of it, instilling universal human and national values. There are several levels of social science education in Ukraine, namely: the first one is the education of the school social science, the purpose of which is to enrich students with the fundamental, basic knowledge about society and the state. The second level – intermediate, it involves social studies courses, which are studied in high schools of higher education and provide some specialization in the training of graduates. The third level – the highest – it is university social science education. A significant place in the work is devoted to the study of several school disciplines that form students in their perception of the political, economic, social and spiritual aspects of the life of the human community. The article reveals the essence, functions and content of sociolinguistic competences: industry, interdisciplinary and substantive. The branch of social sciences is a competent definition of the integrated ability acquired by a student during the entire period of schooling in the process of mastering the academic disciplines of the educational field «Social Science» in accordance with state standards. Interpersonal competence is the ability of the student to apply to the interdisciplinary range of problems of knowledge, skills, modes of activity and attitudes that belong to a certain range of educational subjects and educational fields. Subject competence – this is an integrated ability acquired by a student in the process of studying within the educational field «Social Science» of separate educational subjects (according to the state standards) during study in primary, basic and high school.

У статті висвітлюється проблема вивчення суспільно-історичного матеріалу розумово відсталими дітьми в Україні в перші післяреволюційні роки, розглядається питання становлення системи навчальних закладів для осіб із порушеннями інтелектуального розвитку у 20-х – на початку 30-х років ХХ століття. Досліджено засоби, методи і прийоми навчання розумово відсталих дітей суспільствознавчим дисциплінам у допоміжних школах УСРР. Проаналізовано погляди радянських учених-дефектологів на проблему викладання суспільно-історичного матеріалу розумово відсталим школярам. Здійснено аналіз змісту програмового матеріалу суспільно-історичних дисциплін допоміжної школи. ; Since 1918 the Soviet authorities organized for mentally retarded children special schools. The new government abolished history as an independent course from the list of courses of school education. History replace various school subjects such as «Knowledge about the country», «Social Science», «Knowledge about the life», «Ethnology». Under the new program children were taught the laws of socialist revolution and the Soviet system, formed an idea of the historical process as a history of the people, their hard work and struggle for a better life. At this time in a special school actively implemented elements of social and political education of mentally retarded children by involving them for a revolutionary celebrations and meetings with participants of revolution and participants of the events of the Civil War. Much attention is paid to correction schools study regional history as the basis for development of students' patriotism and love for their land and homeland. Mentally retarded children organized tours and meetings with various professions, which introduced a production process of local enterprises, equipment, terrain and its natural resources and more. Studying the problem of teaching methods of social and historical material in the special school, it should be noted that in the 20th of the last century teachers practically did not consider individual cognitive capabilities of each child. In 1925 were introduced the new comprehensive training programs. Teaching material was composed of studies about their native land and was associated with seasonal pictures of nature and work of the people at that time. There has been introdeced some historical information for a better understanding of our children. The leading methods of work in this period were: visual method, labor, sightseeing, independent work and dramatization method. During the 20 – early 30 of XX century special schools gradually become like the rest of the schools, and its specific function – to overcome the failure of children with mental retardation was partially destroyed. In 1932, special school becomes seven-year. Among the list were school courses and social sciences. According to the People's Commissariat of Education, a program of social sciences should contribute actively to the raise of the overall level of mentally retarded children, strengthen political awareness of mentally retarded children prepare children for feasible participation in the construction of a socialist society. The content of the course «Social Science» offered children to study such questions as the origin of man, primitive communism, the development of the family. Great difficulties in the assimilation of social science have been linked to the lack of textbooks. Thus, in the first years of Soviet power was not the only way the problem of teaching mentally retarded students history. Programs and textbooks that were used until 1917, were canceled, and the course of history was reorganized and integrated with other training courses.

Публікація висвітлює результати дослідження проблеми навчання історії розумово відсталих школярів у 30-40-х роках минулого століття ; У статті висвітлено проблему вивчення історичного матеріалу розумово відсталими дітьми в радянській Україні у 30-х – 40-х роках ХХ століття, розглянуто питання становлення шкільного курсу «Історія СРСР» як самостійного навчального предмету у допоміжних навчальних закладах у 30-х – 40-х роках минулого століття. Проаналізовано роботи видатних радянських вчених-дефектологів щодо проблеми викладання історії у допоміжній школі, а саме розроблені ними вимоги до підручників для розумово відсталих школярів та необхідність застосування пропедевтичних заходів перед вивченням історії учнями з розумовою відсталістю. Вивчено погляди науковців щодо методики викладання історії учням допоміжної школи, досліджено змістовий компонент шкільного курсу «Історія СРСР» 30-х – 40-х років ХХ століття та встановлено, що у цей період учням, переважно, викладалася історія про боротьбу народних мас за краще життя, про революційні події 1905 та 1917 років, про життя та політичну діяльність лідерів ВКП(б) В. І. Леніна, Й. В. Сталіна тощо. Проаналізовано вимоги до знань, умінь і навичок з історії для учнів 6-7-х класів допоміжної школи за програмою 1938 року видання та програмові вимоги з історії для 5-7-х класів допоміжної школи від 1940 року. Відмічено надмірну заполітизованість цієї шкільної дисципліни, визначено кількість годин відведених на вивчення навчальних предметів «Історія СРСР» та «Конституція СРСР» у 30-х – 40-х роках минулого століття. Встановлено тісний взаємозв'язок між ідеологією радянської влади та змістом курсу історії, як у допоміжній школі, так і у масових навчальних закладах, визначено великі сподівання тогочасних партійних можновладців на виховні можливості курсу історії, а саме у таких аспектах, як суспільна й політична активність, атеїзм, патріотизм, інтернаціоналізм тощо. ; The article deals with the problem of studying historical material mentally retarded children in Soviet Ukraine within the 30-s – 40-s of the twentieth century. The article deals with the problem of a school course «History of the USSR» as a separate school subject in special schools in the 30-s – 40-s the last century. The analysis scientific work of prominent Soviet scientists defectologists the problem of history teaching in special school, elaborate out their requirements for textbooks for mentally retarded children and the need for propedeutics to study history children with mental retardation. investigated the views of scientists on methods of teaching history to children at a special school, investigated content component school course «History of the USSR» 30-s – 40-s of the twentieth century and found that during this period the children are mostly taught the masses struggle for a better life, revolutionary events of 1905 and 1917 the last, life and politics leaders of the VKP(b) of V. I. Lenin, I. V. Stalin and others. Analyzed the requirements for knowledge and skills in history for mentally retarded children 6-7 for a program special school in 1938 edition and program requirements in History for 5-7 grade special school from 1940, noted the excessive politicization of school discipline, defined number of hours allotted on the study subjects «History of the Soviet Union» and «Constitution of the USSR» in the 30-s – 40-s of last century. Establish a close relationship between the ideology of Soviet power and content of the course of history, both in special school and in mass school, set high expectations of the then party in power at the educational opportunities the course of history, namely in such aspects of education as a social and political activity, atheism, patriotism, internationalism and more.

У статті висвітлено комплексний історико-ретроспективний аналіз становлення й розвитку шкільної правознавчої освіти в період із початку ХХ століття – до кінця 1970-х років, розкрито спроби організації навчання дітей основам правознавства в рамках курсу "Законодавство" в дореволюційний період, зазначено провідні дидактичні методи і прийоми, які використовували вчителі правознавчих курсів до 1917 року. Описано еволюцію шкільного правознавства в радянській системі освіти, розкрито завдання та змістовне наповнення правознавчих курсів ("Конституція СРСР і УРСР", "Бесіди про наше радянське суспільство", "Радянське суспільство", "Основи радянської держави і права"), зазначено кількість годин, провідні теми цих курсів, найбільш ефективні форми, методи і прийоми формування предметних знань і вмінь у школярів того часу, підкреслено значну ідеологізацію шкільних навчальних дисциплін правознавчого змісту в період Радянського Союзу. Наголошено на певних складнощах опрацювання учнями правознавчого матеріалу, на недостатньому дидактичному забезпеченні навчальних предметів "Конституція СРСР і УРСР", "Бесіди про наше радянське суспільство", "Радянське суспільство", "Основи радянської держави і права". Зазначені спроби тогочасних науковців А. Безуглова, П. Гурєва, М. Карєвої, Е. Спіріна, В. Шевцова та інших дослідників у розробленні перших посібників до правознавчих курсів. Аналіз деяких із них свідчить про зміну концепції, нетрадиційний підхід до навчання основ правознавства школярів і дуалістичний підхід у висвітленні навчального матеріалу. Висвітлено пошуки підвищення ефективності засвоєння навчального матеріалу правознавчого змісту шляхом знайомства дітей молодшого шкільного віку із загальними ознаками держави, основними положеннями Конституції СРСР і УРСР, правами та обов'язками радянських громадян у рамках навчального предмета "Суспільствознавство" для учнів молодших класів. ; The article covers a comprehensive historical and retrospective analysis of the formation and development of school law education in the period from the early twentieth century to the end of the 1970s, reveals attempts to teach children the basics of law in the course "Legislation". This subject provided children's acquaintance with general information about the state, norms, law, property, subjects and objects of law. In addition to current legislation, students studied the theory and history of law. The educational leadership of that time had high hopes for this discipline, hoping to strengthen legal education among young students, especially after the revolutionary events of 1905–1907. The main methods of teaching law that were used in the pre-revolutionary period were: memorizing passages by children, translating texts, conversations, debates, independent work and others. It should be noted the clearness use of visibility in educational institutions of the time.Describes the evolution of school jurisprudence in the Soviet education system, reveals the tasks and content of law courses ("Constitution of the USSR", "Conversations about our Soviet society", "Soviet society", "Fundamentals of the Soviet state and law"), noted the number of hours The leading topics of these courses, the most effective forms, methods and techniques of forming subject knowledge and skills in schoolchildren of that time, are emphasized on the significant ideologizing of school subjects of legal content during the Soviet Union. The article describes the first attempts to create a textbook on jurisprudence for schoolchildren, developed by a team of authors led by P. Gurev. In this textbook, much of the educational material was devoted to the problems of constitutional law. An alternative textbook published by A. Bezuglov, V. Shevtsov and E. Spirin was also mentioned, in which an attempt was made to change the concept of the textbook. The authors used a dualistic approach in the coverage of educational material, which allowed the use of several branches of law in the coverage of one educational topic.

The article under review deals with the issues of the state, problems and prospects of the social integration of young people with disabilities to educational space and public life of Ukraine (on the example of Sumy region). Much attention is given to development of a questionnaire and conducting a survey of young people with disabilities involving members of their families in order to find out their awareness of national legislation concerning protection of rights of people with special needs, targeted social programs, opportunities for physical access to social infrastructure, education level, material well-being, etc. The authors concluded that joint efforts of state and local authorities in developing effective legislation concerning realization of rights and opportunities of young people with disabilities in modern society would promote better integration of this category of persons. ; У статті висвітлено стан інтегрованості молодих людей з особливими потребами в життєдіяльність українського суспільства (на прикладі Сумської області). Визначено сутність поняття «соціальна інтеграція» як включення осіб із обмеженими функціональними можливостями в оточуюче середовище та міжособистісні зв'язки з метою максимальної нормалізації їх соціокультурного статусу. Проведено анкетування осіб із інвалідністю за участі членів їх родин задля з'ясування обізнаності з національним законодавством щодо захисту прав осіб із особливими потребами, цільовими соціальними програмами, можливостями фізичного доступу до об'єктів соціальної інфраструктури, рівня освіченості, матеріального добробуту тощо. У результаті проведеного дослідження встановлено, що на сучасному етапі розвитку України ступінь інтеграції молоді з інвалідністю в суспільне життя залишаються низьким, адже переважна більшість молодих осіб із функціональними обмеженнями не обізнана з чинним законодавством щодо інвалідності, їх комунікація, як правило, обмежуються спілкуванням із членами родини або з особами зі схожими проблемами, констатуються низький рівень освіти та недостатня мотивація до подальшого навчання та власного професійного становлення, росту та активне включення в життя громади. У цьому зв'язку визначено шляхи оптимізації системи соціального захисту осіб із інвалідністю в Україні, до яких віднесено підвищення державної матеріальної допомоги даній категорії населення, покращення медичного обслуговування, створення мережі центрів медико-соціальної реабілітації, надання необхідної освіти й працевлаштування та інше. Акцентовано на думці опитуваних про те, що саме узгоджена діяльність державних і місцевих органів влади щодо забезпечене чинного законодавства щодо реалізації прав і можливостей молоді з інвалідністю в сучасному суспільстві сприятиме кращій інтеграції цієї категорії осіб.
