Purpose
The purpose of this paper is to analyse an example of non-decision making in the Nordic tripartite policy process, namely, the reform of the Finnish gender equality legislation and the law for equal pay comparisons.


Design/methodology/approach
The paper uses non-decision making as a conceptual framework for qualitative analysis of the documentation of the working group that drafted the law for equal pay comparisons. The analysis focuses on the strategic responses used by the participants in order to defend the status quo and resist change in legislation.


Findings
The key findings are that the suggested law for conducting equal pay comparisons as part of gender equality planning in Finnish organisations changed dramatically in the tripartite policy process. Employer organisations successfully prevented the most relevant features from being implemented in the reformed law.


Research limitations/implications
The findings of this research indicate that there is a need for more research on the tripartite policy process and its implication on developing policy.


Social implications
This paper shows what kind of power employer and employee organisations use in Finnish policy making. As a result, the reformed gender equality legislation is a compromise reflecting the vested interests of different stakeholders. The findings highlight the challenges of developing policy in tripartite policy process.


Originality/value
The tripartite policy process and its implications have rarely been studied. The value of this paper lies in both originality of the topic and approach, and the societal importance of the findings.

Reform of the family leave system has been on the Finnish political agenda for a long time but has proved to be a challenging task. The challenges relate to ideological differences between the political parties and to non-decision making in tripartite working groups, where the labour market parties participate in policy formulation. The article analyses the recent attempt to reform the Finnish family leave system under a right-conservative government (2015–2019) as an example of how diverging political ideologies and vested interests undermine adoption of government gender equality policy. The case also serves as an example of the growing influence of knowledge, and especially economic knowledge, in policy-making. Perhevapaajärjestelmää on pyritty uudistamaan jo pitkään. Käytännössä uudistaminen on kuitenkin osoittautunut vaikeaksi. Uudistuksen kipukohdat liittyvät niin poliittisten puolueiden ideologisiin eroihin kuin uudistusten vesittymiseen kolmikantaisessa politiikkaprosessissa, jossa työmarkkinakeskusjärjestöt osallistuvat politiikan muotoiluun. Tasa-arvopolitiikan tutkimuksessa on keskeistä analysoida, millä ehdoilla ja minkälaisen prosessin kautta tasa-arvopolitiikka tulee voimaan. Epäonnistuneet prosessit ovat erityisen kiinnostavia, sillä ne kertovat paljon toimijoiden välisestä dynamiikasta ja valtasuhteista. Tässä artikkelissa tarkastelemme pääministeri Juha Sipilän hallituksen (2015-2019) epäonnistunutta yritystä uudistaa perhevapaajärjestelmä tasa-arvopolitiikan päätöksenteon prosessien näkökulmasta. Analysoimme uudistusta paitsi esimerkkinä valtiollisen tasa-arvopolitiikan epäonnistumisesta eriävien poliittisten ja ideologisten näkemysten ristipaineessa, myös esimerkkinä kolmikantaisen tasa-arvopolitiikan murroksesta. Artikkeli tuottaa uutta tietoa tasa-arvopoliittisen päätöksenteon muuttuvista prosesseista ja niihin liittyvistä haasteista. Artikkeli perustuu laajaan asiakirja-aineistoon (N=196) sekä uudistukseen osallistuneiden toimijoiden haastatteluihin (N=14), joiden kautta pääsemme pureutumaan, laadullisia menetelmiä hyödyntäen, syvemmälle siihen, miksi perhevapaauudistus kaatui.

Collective bargaining has been under great pressure in Finland and Europe, including demands for increased wage competitiveness and reductions in public sector spending. This article showcases how relatively gender-equal states with strong corporatist traditions, such as Finland, may align with neoliberal austerity policies that have gendered implications, even when gender equality becomes a prominent issue in a policy debate. This article analyzes the case of the Competitiveness Pact, a recent policy reform to lower labor costs initiated by the Finnish government and negotiated with labor market parties. This analysis combines affect theory and a policy-constructivist approach to analyze the positions and documents produced by the government and labor market parties during the Competitiveness Pact negotiations. We identify problem representations regarding national competitiveness and suggest that the problem representations constructed anticipatory regimes that focused on potential future threats and crises, especially those related to the public sector, which was portrayed as a source of potential crisis and a threat to the masculine export sector. The article shows how neoliberal economic and governmental policies exacerbate gender inequality in the labor market with the consent of trade unions. ; publishedVersion ; Peer reviewed
