The position paper discusses the consequences of the COVID-19 pandemic for the global economy and geopolitics, for the countries of the Global South and for international environmental and sustainability policy. On this basis, the paper proposes approaches for a substantive reorientation of international environmental and sustainability policy. For example, the nexus of environment and health should be given more attention and the resilience of economic and social systems should be established as a requirement. Measures are needed to deal with the current pandemic, to prevent further pandemics and to further develop international environmental and sustainability policy.
Das Positionspapier erläutert die Folgen der Corona-Pandemie für die Weltwirtschaft und die Geopolitik, für die Länder des globalen Südens sowie für die internationale Umwelt- und Nachhaltigkeitspolitik. Auf dieser Grundlage werden Ansätze zur inhaltlichen Neuausrichtung der internationalen Umwelt- und Nachhaltigkeitspolitik vorgeschlagen. So soll etwa der Nexus von Umwelt und Gesundheit mehr Beachtung finden und die Resilienz der wirtschaftlichen und gesellschaftlichen Systeme als eine Anforderung etabliert werden. Maßnahmen sind erforderlich zum Umgang mit der aktuellen Pandemie, zur Vermeidung weiterer Pandemien sowie zur Fortentwicklung der internationalen Umwelt- und Nachhaltigkeitspolitik.
With the overall objective of ensuring a secure and sustainable supply of critical raw materials, the European Commission has proposed a new regulation, the Critical Raw Materials Act. This scientific opinion paper provides recommendations to EU policy makers on how to further develop this proposal from an environmental perspective.
Die Covid-19-Pandemie verursacht weltweit erhebliche Verwerfungen in Gesellschaft und Wirtschaft. Kurz- und mittelfristigen Finanzhilfen zur Abmilderung der akuten Folgen von Corona müssen so ausgerichtet werden, dass sie gleichzeitig den langfristig nötigen Wandel hin zu einer nachhaltigen und klimaneutralen Gesellschaft befördern. Das UBA -Positionspapier schlägt einen Aktionsplan für Deutschland vor, der sowohl die Rahmenbedingungen für eine nachhaltige Wirtschaftsweise als auch konkrete Maßnahmen in den Bereichen Energie, Mobilität und Gebäude in den Blick nimmt. Als zentrales Dach dieser Maßnahmen gilt, auf europäischer Ebene den European Green Deal ambitioniert umzusetzen.

Short and midterm financial support measures for mitigating the acute consequences of the pandemic must be structured in a way, that they support the needed longterm changes towards a sustainable and climate-neutral society. The UBA position paper proposes an action plan for Germany, that takes into account the framework conditions for fostering a sustainable economy and that focuses on concrete measures in the building. mobility and energy sectors. As central element of all these measures, the European Green Deal must be implemented ambitiously.
Eine nachhaltige Entwicklung ist ohne eine konsequente Kreislaufwirtschaft kaum mehr vorstellbar. Doch die Abkehr von einer überwiegend linearen Wirtschaftsweise erfordert viele politische, wirtschaftliche und gesellschaftliche Weichenstellungen. Das Umweltbundesamt hat nun an Politik, Wirtschaft und Gesellschaft gerichtete Leitsätze erarbeitet, die die Zielsetzungen, Gestaltungsräume, Handlungsmaßstäbe, Anforderungen und Erfolgsfaktoren einer Kreislaufwirtschaft systematisch darlegen. Neun Leitsätze sollen dabei helfen, ein gemeinsames Verständnis zur Kreislaufwirtschaft zu entwickeln und einen strategischen Orientierungsrahmen dafür schaffen, wie sie etabliert werden können.
Urban Mining has been on everyone's lips for some years, being the quasi-mining of raw materials in urban areas both in cities and communities. Urban Mining requires more and better guidelines and a far-sighted strategy for material flow management. A management concept including a prospective knowledge and decision base for the secondary raw material industry and for local governments is needed. Through this brochure, the German Environment Agency wishes to convey a common understanding of Urban Mining and to encourage its steady progress by using this strategic approach.
In der Wissenschaft seit Jahren bekannt, hat sich das Urban Mining-Konzept zu einem Modewort entwickelt. Es beschreibt die quasi bergmännische Rohstoffgewinnung im urbanen Raum - in der Stadt wie auch in der Kommune. Das Umweltbundesamt will mit dieser Broschüre ein gemeinsames Verständnis zum Urban Mining vermitteln und dazu ermutigen, mit diesem Strategieansatz konsequent voranzuschreiten.
Sustainable development is hardly imaginable without a consistent circular economy. However, turning away from a predominantly linear economy requires many political, economic and social decisions. The German Environment Agency has now developed principles for politics, business and society, which systematically outline the objectives, scope, maxims for action, requirements and success factors of a circular economy. The nine principles are intended to help develop a common understanding of the circular economy and create a strategic orientation framework for its implementation.
The research project "Cost allocation and incentive mechanisms for environmental, climate protection and resource conservation along global supply chains" (Project number 3722 14 101 0) commissioned by the German Environment Agency, analyses (dis)incentives for and barriers to the implementation of environmental measures as well as the exchange of information between different actors along selected global supply chains. The project focuses on five supply chains from raw material to the end product that represent key sectors of the German industry with a high potential for environmental and human rights risks: cotton/readymade garments; tin/tin solder; natural rubber/car tyres; coffee/coffee for consumption; iron ore/quality steel for automotive industry). This report summarises the results of the first of five work packages, which aims to gain a comprehensive understanding of the current functioning of the selected supply chains, existing power structures, barriers and incentives, and the institutional framework for environmental protection, information sharing and cost-benefit distribution. After an introduction to the relevance of globalised production and trade and their impact on the environment, the study provides a brief review of the management and economic literature and its corresponding sub-disciplines related to the governance of sustainability in global supply chains. Section 3 presents supply chain profiles of each raw material/commodity, analyses market and power structures, presents the typical value chain from the raw material to the end product, identifies the main environmental impacts, highlights current trends and developments, and contextualizes each supply chain within the institutional framework that provides incentive mechanisms and barriers to environmental protection. The report is based on a comprehensive qualitative analysis of relevant studies, reports, databases and online tools. To supplement the existing data and sources, the team conducted interviews with experts from various segments of the supply chains as well as civil society organisations active in the respective supply chains.
Germany is an industrialised country with a strong production and export sector in the heart of Europe. However, German industry is dependent to varying degrees on imports of energy sources, raw materials and semi-finished products. Russia's war of aggression against Ukraine is having many consequences - from the break-up and rebuilding of previous supply chains to possible and already implemented sanctions by the EU against Russia as well as reductions in supply volumes up to a supply boycott by Russia, which are having an impact on German industry. This paper shows how operators of industrial plants, licensing authorities and the federal legislator can meet the challenges they face in maintaining production and save energy and other raw material consumption. This also supports industry on its transformation path towards decarbonisation.
Deutschland ist ein produktions- und exportstarker Industriestaat im Herzen Europas. Doch ist die deutsche Industrie dabei in unterschiedlichem Maße auf Importe von Energieträgern, Rohstoffen und Halbzeugen angewiesen. Der Angriffskrieg Russlands gegen die Ukraine zeigt viele Konsequenzen – vom Wegbrechen und Neuaufbau bisheriger Lieferketten bis hin zu möglichen und bereits umgesetzten Sanktionen der EU gegenüber Russland sowie Reduzierungen der Liefermengen bis hin zu einem Lieferboykott durch Russland, die auf die deutsche Industrie zurückfallen. Dieses Papier beschreibt die aktuelle Situation (Redaktionsstand: Anfang Juli 2022), gibt Hinweise, wie Betreiberinnen und Betreiber von Industrieanlagen, Genehmigungsbehörden und der Bundesgesetzgeber den sich für die Aufrechterhaltung der Produktion stellenden Herausforderungen begegnen können und Energie- und sonstige Rohstoffverbräuche einsparen. Dies unterstützt zudem die Industrie auf ihrem Transformationsweg zur Dekarbonisierung.
