Aus der Anpassung der Wirtschaftssysteme sozialistischer Staaten an die Erfordernisse eines intensiven Wachstums resultieren auch die Besonderheiten der gegenwärtigen Problematik über die Vollbeschäftigung. Ausgehend von der wachstumstheoretischen Argumentation erfolgt eine stärkere Zuwendung zu den qualitativen Zusammenhängen bei der Ermittlung des Arbeitskräftebedarfs. Mit Verknappung der Arbeitskräfteressourcen gewinnen die Frage der rationellen und effektiven Beschäftigung zunehmend an Bedeutung. Da das wirtschaftliche Wachstum von der erhöhten Produktivität abhängt, ist eine Optimierung der Qualifikationsstruktur durch Freisetzung von Arbeitskräften, ihre Umschulung und Weiterbildung erforderlich. Die Aufmerksamkeit richtet sich auf die rationelle Verwertung der vermittelten Qualifikation im Produktionsprozeß durch steigende Bildungs- und Berufsmobilität. (BIOst-Ldg)
