The 'patient', the nuclear nonproliferation treaty, is in serious condition. During the past decades, proliferation of nuclear weapons that it was designed to prevent has increased. Now, the path has to be cleared for nuclear disarmament & former outsiders have to be brought on board. The patient is not yet dead but his life hangs on a thread. Adapted from the source document.

Nuclear, biological, & chemical weapons threaten the survival of the human race. The author examines the different results by removal of this danger. While chemical disarmament is advancing even with some delays, ban of biological weapons lacks effective control. Nuclear weapons even experience a renaissance & nuclear non-proliferation treaties seem to fail. Adapted from the source document.

The question of use or nonuse of nuclear weapons has suddenly gained new prominence as part of the search for an effective strategy against international terrorism. This dispute is not new. Within the deterrence strategy, American & NATO nuclear weapons policy over the years has shifted from one of massive retaliation to a more flexible response to nuclear weapons, & then only as a last resort. In the multilateral framework, deliberations have focused on positive & negative assurances for non-nuclear weapons states. The International Court of Justice, in its Advisory Opinion, considers the use of nuclear weapons as generally contrary to the rules of international law. Today, there are strong indications that the US is moving toward giving nuclear weapons a war-fighting role. The likelihood of nuclear weapons being used in future wars has grown considerably.
