This Ph.D. thesis discusses the phenomenon of Internet regulation in general, and the use of Internet Regulation Systems (IRSs) by authoritarian regimes and western democracies. The author explores these two topics through many different scopes (technical, design, ethical, and so on), before proposing a blueprint for the development and implementation of a Fair Internet Regulation System (FIRS). This research is based partly on literature review, partly on a former research of the author in the UK, partly on technical analysis of the current IRSs, and partly on surveys that were conducted by the author in different countries around the world. More specifically, this thesis begins with a literature and history review regarding online censorship, Internet Regulation Systems, and filtering policies around the world, both in authoritarian regimes and western democracies. Next, the author discusses the widespread misconception that Internet users are undeniably against the implementation of any kind of Internet Regulation System or filtering policies. By presenting results from his initial research in the United Kingdom, the author highlights the need to measure Internet users' opinion around the world.Furthermore, an in-depth analysis of the UK's CleanFeed is being presented, as an example of how a modern IRS in a western democracy works and interacts with the Internet user. Also, this thesis discusses many aspects of the surveys that were conducted by the author: questionnaire design issues, how the participants were collected, how the data was analyzed, the possibility of biased questions, and so forth. What is more, valuable survey data is being presented. The results were extracted from six surveys conducted around the world: Greece, Germany, Russia, India, Kosovo, and Cyprus.
