Der Menschenrechtler Sergej Kovalev beklagt in seiner am 1. Mai 1995 vor der U.S. Commission on Security and Cooperation in Europe gehaltenen Rede die seiner Ansicht nach wahrheitsenstellende Informationspolitik der russischen Regierung in bezug auf den Tschetschenienkrieg und analysiert die Folgen diese Kriegs für die russische Innen- und Außenpolitik. Er interpretiert den Tschetschenienkrieg als Ausdruck einer wachsenden Tendenz der russischen Politik zum "derzavnost'" ("quasi-totalitärer Etatismus"). Kovalev spricht sich für die gezielte Unterstützung demokratischer Kräfte in Rußland aus und warnt vor einer Politik der außenpolitischen Isolierung Rußlands durch den Westen. (BIOst- Mrk)

The model of distribution of human and machine labor at intellectual production in industry 4.0

PurposeThe purpose of the paper is to develop a model of distribution of human and machine labor at intellectual production in Industry 4.0.Design/methodology/approachThe basis of the methodology of the research is regression analysis. The analyzed variables are independent variables that characterize the level of development of human and machine labor in the economy of a country; dependent variables that reflect the effectiveness of the production, marketing and innovative business processes in the economy of country according to "The Global Competitiveness Report" (World Economic Forum); and dependent variables, which show the share of the sphere (agriculture, mining industry, processing industry and service sphere) in the structure of GDP of a country according to the statistics of the World Bank. For determining the change of regression dependencies in dynamics in the interests of reduction of the probability of statistical error, the research is conducted for 2010 and 2018 with application of trend analysis.FindingsBased on the full selection of modern countries that conduct digital modernization, the authors determine statistical dependencies of effectiveness of business processes and development of the spheres of economy on the intensity of application of machine and human labor. This allowed determining significant differences in automatization of business processes: perspectives of application of machine labor are the widest in production and the narrowest in marketing, differentiated logic of organization of intellectual production in different spheres of economy and the specifics of automatization of business processes and spheres of economy in countries of different categories, one of which has to be taken into account during organization of intellectual production in Industry 4.0.Originality/valueThe developed model of optimal distribution of human and machine labor at intellectual production in Industry 4.0 will allow reducing disproportions in effectiveness of different business processes, development of different spheres of economy and growth rate of developed and developing countries. This explains its contribution into provision of well-balanced development of the modern global economic system.
Prospects for the Digital Education Development: Analysis from the Standpoint of System-Activity Approach

Traditional "analog" form of the educational environment (textbook, system of classroom lessons) undergoes significant transformation driven by innovative educational configuration ("human – computer – digital educational environment"). Numerous electronic systems, resources, online-courses, mobile applications are developed and included in educational process. Immediate availability of considerable informational volumes and the content variability creates new operating conditions of personal cognitive processes. Since the possibilities and diversity of digital technologies are rapidly growing, and there are no adequate methodologies for studying them, studies of the problems of modern digital education – including its effectiveness – are still insufficient to develop generalized requirements for the effectiveness of e-learning. The fundamental issues of creating generalized model of digital education and digital educational environment on the basis of system and activity approach are discussed. Besides its theoretical importance for fundamental psychology and modern neuroscience and pedagogics, the model is important in terms of digital economy advancement and information society development in Russian Federation.
Innovative Instrumental Technologies in the System of Clinical and Psychological Diagnosis and Rehabilitation

The article is devoted to the actual problem of introducing innovative technologies in the clinical and psychological diagnostics and rehabilitation. The results of the study of provocation of bodily sensations during the self-regulation task using biofeedback are discussed. The most important issue of the effectiveness of rehabilitation using technical tools related to the identification of possible complications and the description of the mechanisms of their occurrence is also considered. The program for diagnostics of short-term spatial memory violations using the virtual reality system (VR) is described. A scenario of patient interaction with VR is proposed for diagnosing the extent of memory volume disorders, as well as memory impairment. It also describes unique diagnostic protocols for detecting of vestibular dysfunction. A distinctive feature of the proposed technique is the applying of VR environments specifically adjusted for a particular patient, as well as the using of the eye tracking as a method of building rehabilitation technology.
