This contribution analyzes the Europeanization of federal forms of governance established as a consequence of federated entities' involvement in European processes, by examining formalized & nonformalized institutional relationships between levels in three federal Member States of the EU, Belgium, Germany, & Austria. These states responded to the process of Europeanization by establishing domestic mechanisms of coordination of EU policies & of representation in the Council of Ministers to guarantee a certain degree of involvement of their federated entities in European structures. Theoretical concepts applied to federal relationships are hierarchy & interdependence -- two essential characteristic elements of multilevel & federal arrangements in general. The article concludes that the three federal states differ widely regarding the Europeanization of formalized & nonformalized mechanisms of coordination & representation, & that a considerable degree of divergence can be found regarding the forms of federal relationship structures. 2 Tables, 42 References. In analyzing European institutional structures, the multi-level governance literature speaks of mutual interdependence, of cooperative and coordinated processes between different levels of authority. The emergence of these processes is sometimes associated with the disappearance of hierarchical relationships organized across vertical channels of communication. The type of hierarchy, which is declared 'eroded', is not further specified. In the first part of the article a definition of hierarchy is given and an attempt is then made to develop a diversified concept of hierarchy consisting of two types : unilateral and asymmetrically interdependent. The second part applies this modified concept of hierarchy to relationship structures in those federations which are part of European multi-level polity, and examines the types of hierarchy that exist between federal and federated levels when the latter act within the European framework. The external policies of German and Belgian federated units are analyzed in a comparative perspective.

Seit 1974 hat die UNO immer ausgefeiltere Vorschläge für eine Föderation mit zwei Volksgruppen und zwei regionalen Einheiten vorgelegt. Die Verhandlungen zwischen den beiden Konfliktparteien zogen sich über Jahrzehnte hin und blieben schließlich ergebnislos, da jede Seite auf ihrer Position beharrte. Mit dem Antrag Zyperns auf EU-Mitgliedschaft wurde die EU in den 1990er Jahren zu einer Schlüsselgröße in der Entwicklung des Konflikts. Zyperns EU-Beitritt und entsprechende Aspirationen der Türkei führten dazu, dass beide Seiten Europäisierung und EU-isierung gleich setzen. Damit ergeben sich für Zypern zwei Dimensionen, die zum einen die Effekte, die die EU als politischer Rahmen der Bemühungen um eine Konfliktlösung ausübt, und zum anderen die Auswirkungen des EU-Beitritts auf die Konfliktparteien betreffen. Letztgenannter Aspekt der Europäisierung hat intendierte und nicht intendierte Folgen, die sich wahrscheinlich auf zukünftige Entwicklungen im östlichen Mittelmeerraum auswirken werden. (ICEÜbers)

The authors review the impact of Europeanization on the Cyprus conflict. Since 1974, the United Nations has developed increasingly detailed proposals for a bi-zonal, bi-communal federation. However, throughout the decades of failed negotiations the main parties have essentially stuck to their negotiating positions. In the 1990s, with Cyprus' application for European Union (EU) membership, the EU became a key external determinant of the evolution of the conflict. Indeed, because of Cyprus' accession process and Turkey's own aspirations to join the Union, the parties to the conflict equate Europeanization with EU-ization. EU-ization in Cyprus has two dimensions: the impact of the EU as a framework on conflict resolution efforts, and the impact of the accession process on the parties in conflict. The latter dimension of Europeanization has both intended and unintended effects, which in turn are likely to impinge on future developments in the eastern Mediterranean. (ECMI)
