When the countries of Central and Eastern Europe entered the European Union, they were given the opportunity to become transformed into knowledgebased societies, with modern, innovation-oriented economies which build their strength and competitiveness on the development of native technical solutions and concepts. To achieve this, however, requires a lot of effort and radical and profound changes in comparison with the previous situation. New priorities and strategic objectives and methods of their implementation (including innovation strategies) must be developed, financial and in-kind resources reallocated, and social and technical infrastructure must be expanded and modernized. These are difficult challenges, but their effective implementation is essential so that the CEECs can avoid marginalization and become equal partners within the EU. The statistical data presented in this paper indicates that the innovative position of the CEECs is still unfavourable and relatively weak, with the exception of Slovenia and Estonia. Poland is in a particularly difficult situation, with many signs of stagnation with respect to innovation, keeping it at a low level (next to Bulgaria and Romania).

Osiągnięcie tego wymaga jednak dużego wysiłku i radykalnych oraz głębokich zmian w porównaniu ze stanem dotychczasowym: sformułowania nowych priorytetów oraz celów strategicznych i sposobów ich realizacji (w tym strategii innowacyjnych), dokonania realokacji zasobów finansowych i rzeczowych, rozbudowy i unowocześnienia infrastruktury społecznej i technicznej. Są to wyzwania trudne, ale ich skuteczna realizacja jest niezbędna, aby CEEC uniknęły marginalizacji i stały się równoprawną częścią UE. Dane statystyczne przedstawione w artykule wskazują, że pozycja innowacyjna CEEC jest ciągle niekorzystna i relatywnie słaba, z wyjątkiem Słowenii i Estonii. W szczególnie trudnej sytuacji jest Polska, w której występuje najwięcej (obok Bułgarii i Rumunii) oznak stagnacji innowacyjnej na niskim poziomie.

Since the beginning of the transformation of the Polish economy, Many disturbing phenomena have appeared on the labour market in Poland. This paper points out to several of them, namely: 1) inconsistency in respecting the rules of the market mechanism and the important role of political decisions, 2) long-term persistence of high unemployment rate and low effectiveness of methods of combating unemployment, 3) low wages and rising income diversification, 4) high share of non-standard forms of employment in total employment. The scale of these disturbing phenomena is bigger than in other economies under transformation. In response to the imperfections of the market, many publications concerning corporate social responsibility appeared in Poland. According to the authors the reasons for the shortcomings of the labour market discussed in the paper should, however, be sought not only in the non-respect of the principles of corporate social responsibility, but also in the weaknesses of the adopted systemic solutions and weaknesses of institutions of the State. ; Na polskim rynku pracy pojawiło się wiele niepokojących zjawisk. W artykule zwrócono uwagę na kilka z nich, czyli: 1) niekonsekwencję w respektowaniu reguł mechanizmu rynkowego i dużą rolę decyzji politycznych, 2) utrzymywanie się przez długi okres wysokiej stopy bezrobocia i niską skuteczność metod walki z bezrobociem, 3) niski poziom płac i rosnące zróżnicowanie dochodów, 4) wysoki udział niestandardowych form zatrudnienia w zatrudnieniu ogółem. Skala tych niepokojących zjawisk jest większa niż w innych transformujących się gospodarkach. W reakcji na niedoskonałości rynku pojawiło się w Polsce wiele publikacji dotyczących społecznej odpowiedzialności biznesu. Zdaniem autorów przyczyn omawianych w referacie mankamentów rynku pracy należy jednak poszukiwać nie tylko w nierespektowaniu zasad społecznej odpowiedzialności biznesu, ale także słabości przyjętych rozwiązań systemowych i słabości instytucji państwa.

The present crisis has forced almost all countries to introduce an active economic policy. A lot of attention has been paid to fiscal policy and taxes in Poland. The measures taken in Poland differ considerably from global standards and decisions concerning taxes have been generally political in nature. The paper presents solutions in fiscal policy applied in Poland and explains the specificity of Poland's economy and its anti-crisis policy. ; Obecny kryzys skłonił niemal wszystkie kraje do prowadzenia aktywnej polityki gospodarczej. W USA i krajach UE dużą wagę w pobudzaniu gospodarki przypisuje się polityce fiskalnej i podatkom. Działania podejmowane w Polsce odbiegają od standardów światowych, a decyzje dotyczące podatków mają z reguły charakter polityczny. W artykule podjęta jest próba przedstawienia rozwiązań z zakresu polityki fiskalnej podejmowanych na Zachodzie oraz wyjaśnienia specyfiki polskiej gospodarki i prowadzonej polityki antykryzysowej.
