This report provides an overview of the gender gap in labour market participation across EU countries, its determinants, as well as policies aimed at improving gender equality in the labour market. In doing so, we explore in detail four factors, i.e. education, taxes, childcare provision, and cultural and historic norms, focussing on four case study countries which represent different regions and feature diverse institutional characteristics. Against this background, the report proposes key actions that are likely to reduce the gender gap in labour market participation across the European Union. [.]

Using harmonised micro data, this paper investigates the effects of the early phase (2008-10) of the recent economic crisis on transitions between labour market states in Europe. Our analysis focuses on individual heterogeneity, on the type of employment contract, and on cross-country differences. Our analysis shows that specific worker groups, such as men and young persons, were particularly strongly hit by the crisis. Furthermore, more transitions from employment, especially temporary employment to unemployment, were the main factor behind rising unemployment. Reduced unemployment outflows did not contribute substantially to the increase in unemployment during the early phase of the crisis.

Für die Fachkräftesicherung stellen bisher nicht am Arbeitsmarkt aktive Personen (sog. Nichterwerbspersonen) ein wichtiges Potenzial dar. Die vorliegende Studie untersucht die Eigenschaften dieser Personengruppe und schätzt auf dieser Grundlage ihr Aktivierungspotenzial ein. Betrachtet werden Aspekte wie sozio-demographische Merkmale von Nichterwerbspersonen, Übergänge in und aus Nichterwerbstätigkeit, Faktoren, die einen Austritt aus Nichterwerbstätigkeit fördern oder hemmen sowie Erwerbspläne von Nichterwerbspersonen. Mit Hilfe von Clusteranalysen werden Typen von Nichterwerbstätigen identifiziert, die die Grundlage für die Abschätzung von Wahrscheinlichkeiten zur Aktivierung bilden. Abschließend werden Aktivierungsmaßnahmen diskutiert.
