Citizen Groups in Broadcast Regulatory Policy-Making

The participation of citizens' groups in broadcast regulatory policy making is discussed. Citizens' groups were first granted a role in broadcast regulation in the 1966 Circuit Court of Appeals decision upholding the right of community groups to contest license-renewal applications; the decision concerned a discriminatory policy against blacks charged against a Jackson, Miss, TV station. The successful challenge influenced the Federal Communications Commission (FCC) to remind broadcast media of their obligations toward their audience. With time, citizens' groups became involved in programming & employment issues, &, along with the mass public, were encouraged by various FCC initiatives during the 1970s (eg, the creation of consumer affairs publications). While the FCC has been slow in responding to the public's wishes for vigorous regulation of industry programming, groups have had a substantial influence on program formats, children's TV programs, licensing, & other issues.
