Women constitute a minority in the geoscience professional environment (around 30 %; e.g. UNESCO, 2015; Gonzales, 2019; Handley et al., 2020), and as a consequence, they are underrepresented in disaster risk reduction (DRR) planning. After examining the Sendai framework documents and data outputs, Zaidi and Fordham (2021) pointed out that the Sendai Framework for Disaster Risk Reduction 2015–2030 (SFDRR) has failed to promote women and girls' inclusion in disaster policy effectively. In addition, it represents a missed opportunity to tackle gender-based issues in DRR (even beyond the female–male dichotomy). Nevertheless, practical actions have been promoted and applied in several contexts with promising results, but often they only remain lessons learned in localised environments (Zaidi and Fordham, 2021). Instead, the global gender gap index, which includes political empowerment, economic participation and opportunity, educational attainment, health, and survival, reveals that the average distance completed to parity is only 68 % in 2019. Although the gap closing rate has constantly improved, it will take about 135.6 years to close it completely (WEF, 2021). These numbers do not yet account for 2020–2021 data, where the global pandemic has more strongly impacted women, their career, their opportunities, and their health in comparison with men (e.g. Alon et al., 2020; Chandler et al., 2021; Yildirim and Eslen-Ziya, 2021).

Abstract. The usual approach for flood damage assessment consists of stage-damage functions which relate the relative or absolute damage for a certain class of objects to the inundation depth. Other characteristics of the flooding situation and of the flooded object are rarely taken into account, although flood damage is influenced by a variety of factors. We apply a group of data-mining techniques, known as tree-structured models, to flood damage assessment. A very comprehensive data set of more than 1000 records of direct building damage of private households in Germany is used. Each record contains details about a large variety of potential damage-influencing characteristics, such as hydrological and hydraulic aspects of the flooding situation, early warning and emergency measures undertaken, state of precaution of the household, building characteristics and socio-economic status of the household. Regression trees and bagging decision trees are used to select the more important damage-influencing variables and to derive multi-variate flood damage models. It is shown that these models outperform existing models, and that tree-structured models are a promising alternative to traditional damage models.

Abstract. Flood damage is on the increase due to a combination of growing vulnerability and a changing climate. This trend can be mitigated only through significantly improved flood risk management which, alongside the efforts of public authorities, will include improvements in the mitigation measures adopted by private households. Economically "reasonable" efforts to self-insure and self-protect should be expected from households before the government steps in with publicly-funded relief programmes. To gain a deeper understanding of the benefits of households' precautionary measures, telephone interviews with private home owners were conducted in the Elbe and Danube catchments in Germany after the floods of 2002 and again after the floods in 2005 and 2006. Only detached, solid single-family houses were included in this study, which is based on 759 interviews. In addition, market-based cost assessments were solicited based on a "model building". Expert interviews and a literature review – including catalogues and price lists for building materials and household appliances – were used as back-up information for the cost assessments. The comparison of costs and benefits shows that large investments, such as building a sealed cellar, are only economically efficient if the building is flooded very frequently, that is, if it is located in a high flood risk area. In such areas it would be preferable in economic terms not to build a new house at all – or else to build a house without a cellar. Small investments, however, such as oil tank protection, can prevent serious damage at low cost. Such investments are still profitable even if the building is flooded every 50 years or less on average. It could be argued that these low-cost measures should be made mandatory through the enforcement of building codes. Financial incentives built into insurance contracts coupled with limits set on governmental relief programmes would provide an economic motivation for people to invest in precautionary measures.

Abstract. Damage assessments of natural hazards supply crucial information to decision support and policy development in the fields of natural hazard management and adaptation planning to climate change. Specifically, the estimation of economic flood damage is gaining greater importance as flood risk management is becoming the dominant approach of flood control policies throughout Europe. This paper reviews the state-of-the-art and identifies research directions of economic flood damage assessment. Despite the fact that considerable research effort has been spent and progress has been made on damage data collection, data analysis and model development in recent years, there still seems to be a mismatch between the relevance of damage assessments and the quality of the available models and datasets. Often, simple approaches are used, mainly due to limitations in available data and knowledge on damage mechanisms. The results of damage assessments depend on many assumptions, e.g. the selection of spatial and temporal boundaries, and there are many pitfalls in economic evaluation, e.g. the choice between replacement costs or depreciated values. Much larger efforts are required for empirical and synthetic data collection and for providing consistent, reliable data to scientists and practitioners. A major shortcoming of damage modelling is that model validation is scarcely performed. Uncertainty analyses and thorough scrutiny of model inputs and assumptions should be mandatory for each damage model development and application, respectively. In our view, flood risk assessments are often not well balanced. Much more attention is given to the hazard assessment part, whereas damage assessment is treated as some kind of appendix within the risk analysis. Advances in flood damage assessment could trigger subsequent methodological improvements in other natural hazard areas with comparable time-space properties.

Abstract. Traditional flood design methods are increasingly supplemented or replaced by risk-oriented methods which are based on comprehensive risk analyses. Besides meteorological, hydrological and hydraulic investigations such analyses require the estimation of flood impacts. Flood impact assessments mainly focus on direct economic losses using damage functions which relate property damage to damage-causing factors. Although the flood damage of a building is influenced by many factors, usually only inundation depth and building use are considered as damage-causing factors. In this paper a data set of approximately 4000 damage records is analysed. Each record represents the direct monetary damage to an inundated building. The data set covers nine flood events in Germany from 1978 to 1994. It is shown that the damage data follow a Lognormal distribution with a large variability, even when stratified according to the building use and to water depth categories. Absolute depth-damage functions which relate the total damage to the water depth are not very helpful in explaining the variability of the damage data, because damage is determined by various parameters besides the water depth. Because of this limitation it has to be expected that flood damage assessments are associated with large uncertainties. It is shown that the uncertainty of damage estimates depends on the number of flooded buildings and on the distribution of building use within the flooded area. The results are exemplified by a damage assessment for a rural area in southwest Germany, for which damage estimates and uncertainty bounds are quantified for a 100-year flood event. The estimates are compared to reported flood damages of a severe flood in 1993. Given the enormous uncertainty of flood damage estimates the refinement of flood damage data collection and modelling are major issues for further empirical and methodological improvements.

Abstract. During and shortly after a disaster, data about the hazard and its consequences are scarce and not readily available. Information provided by eyewitnesses via social media is a valuable information source, which should be explored in a~more effective way. This research proposes a methodology that leverages social media content to support rapid inundation mapping, including inundation extent and water depth in the case of floods. The novelty of this approach is the utilization of quantitative data that are derived from photos from eyewitnesses extracted from social media posts and their integration with established data. Due to the rapid availability of these posts compared to traditional data sources such as remote sensing data, areas affected by a flood, for example, can be determined quickly. The challenge is to filter the large number of posts to a manageable amount of potentially useful inundation-related information, as well as to interpret and integrate the posts into mapping procedures in a timely manner. To support rapid inundation mapping we propose a methodology and develop "PostDistiller", a tool to filter geolocated posts from social media services which include links to photos. This spatial distributed contextualized in situ information is further explored manually. In an application case study during the June 2013 flood in central Europe we evaluate the utilization of this approach to infer spatial flood patterns and inundation depths in the city of Dresden.

Abstract. For the purpose of flood risk analysis, reliable loss models are an indispensable need. The most common models use stage-damage functions relating damage to water depth. They are often derived from empirical flood loss data (i.e. loss data collected after a flood event). However, object specific loss data (e.g. losses of single residential buildings) from recent flood events in Germany showed higher average losses in less probable events, regardless of actual water level. Hence, models that were derived from such data tend to overestimate losses caused by more probable events. Therefore, it is the aim of the study to analyse the relation between flood damage and recurrence interval and to propose a method for considering recurrence interval in flood loss modelling. The survey was based on residential building loss data (n=2158) of recent flood events in 2002, 2005 and 2006 in Germany and on-site recurrence interval of the respective events. We discovered a highly significant positive correlation between loss extent and recurrence interval for classified water levels as well as increasing average losses for longer recurrence intervals within each class. The application of principal component analysis revealed the interrelation between factors that influence the damage extent directly or indirectly, and recurrence interval. No single factor or component could be identified that explained the influence of recurrence interval, which led to the conclusion that recurrence interval cannot substitute, but complement other damage influencing factors in flood loss modelling approaches. Finally, a method was developed to include recurrence interval in typical flood loss models and make them applicable to a wider range of flood events. Validation including statistical error analysis showed that the modified models improve loss estimates in comparison to traditional approaches. The proposed multi-parameter model FLEMOps+r performs particularly well.

Abstract. In the aftermath of the severe flooding in Central Europe in August 2002, a number of changes in flood policies were launched in Germany and other European countries, aiming at improved risk management. The question arises as to whether these changes have already had an impact on the residents' ability to cope with floods, and whether flood-affected private households are now better prepared than they were in 2002. Therefore, computer-aided telephone interviews with private households in Germany that suffered from property damage due to flooding in 2005, 2006, 2010 or 2011 were performed and analysed with respect to flood awareness, precaution, preparedness and recovery. The data were compared to a similar investigation conducted after the flood in 2002. After the flood in 2002, the level of private precautions taken increased considerably. One contributing factor is the fact that, in general, a larger proportion of people knew that they were at risk of flooding. The best level of precaution was found before the flood events in 2006 and 2011. The main reason for this might be that residents had more experience with flooding than residents affected in 2005 or 2010. Yet, overall, flood experience and knowledge did not necessarily result in building retrofitting or flood-proofing measures, which are considered as mitigating damages most effectively. Hence, investments still need to be stimulated in order to reduce future damage more efficiently. Early warning and emergency responses were substantially influenced by flood characteristics. In contrast to flood-affected people in 2006 or 2011, people affected by flooding in 2005 or 2010 had to deal with shorter lead times and therefore had less time to take emergency measures. Yet, the lower level of emergency measures taken also resulted from the people's lack of flood experience and insufficient knowledge of how to protect themselves. Overall, it was noticeable that these residents suffered from higher losses. Therefore, it is important to further improve early warning systems and communication channels, particularly in hilly areas with rapid-onset flooding.

Abstract. The observed increase of direct flood damage over the last decades may be caused by changes in the meteorological drivers of floods, or by changing land-use patterns and socio-economic developments. It is still widely unknown to which extent these factors will contribute to future flood risk changes. We survey the change of flood risk in terms of expected annual damage for residential buildings in the lower part of the Mulde River basin (Vereinigte Mulde) between 1990 and 2020 in 10-yr time steps based on measurements and model projections. For this purpose we consider the complete risk chain from climate impact via hydrological and hydraulic modelling to damage and risk estimation. We analyse what drives the changes in flood risk and quantify the contributions of these drivers: flood hazard change due to climate change, land-use change and changes in building values. We estimate flood risk and building losses based on constant values and based on effective (inflation adjusted) values separately. For constant values, estimated building losses for the most extreme inundation scenario amount to more than 360 million € for all time steps. Based on effective values, damage estimates for the same inundation scenario decrease from 478 million € in 1990 to 361 million € in 2000 and 348 million € in 2020 (maximum land-use scenario). Using constant values, flood risk is 111% (effective values: 146%) of the 2000 estimate in 1990 and 121% (effective values: 115%) of the 2000 estimate for the maximum land-use scenario in 2020. The quantification of driver contributions reveals that land-use change in the form of urban sprawl in endangered areas is the main driver of flood risk in the study area. Climate induced flood hazard change is important but not a dominant factor of risk change in the study area. With the historical exception of the economic effects in Eastern Germany following the German reunification, value developments only have minor influence on the development of flood risk.

Abstract. Flood risk analysis and management plans mostly neglect groundwater flooding, i.e. high groundwater levels. However, rising groundwater may cause considerable damage to buildings and infrastructure. To improve the knowledge about groundwater flooding and support risk management, a survey was undertaken in the city of Dresden (Saxony, Germany), resulting in 605 completed interviews with private households endangered by high groundwater levels. The reported relatively low flood impact and damage of groundwater floods in comparison with mixed floods was reflected by its scarce perception: Hardly anybody thinks about the risk of groundwater flooding. The interviewees thought that public authorities and not themselves, should be mainly responsible for preparedness and emergency response. Up to now, people do not include groundwater risk in their decision processes on self protection. The implementation of precautionary measures does not differ between households with groundwater or with mixed flood experience. However, less households undertake emergency measures when expecting a groundwater flood only. The state of preparedness should be further improved via an intensified risk communication about groundwater flooding by the authorities. Conditions to reach the endangered population are good, since 70% of the interviewed people are willing to inform themselves about groundwater floods. Recommendations for an improved risk communication are given.

Abstract. Building houses in inundation areas is always a risk, since absolute flood protection is impossible. Where settlements already exist, flood damage must be kept as small as possible. Suitable means are precautionary measures such as elevated building configuration or flood adapted use. However, data about the effects of such measures are rare, and consequently, the efficiency of different precautionary measures is unclear. To improve the knowledge about efficient precautionary measures, approximately 1200 private households, which were affected by the 2002 flood at the river Elbe and its tributaries, were interviewed about the flood damage of their buildings and contents as well as about their precautionary measures. The affected households had little flood experience, i.e. only 15% had experienced a flood before. 59% of the households stated that they did not know, that they live in a flood prone area. Thus, people were not well prepared, e.g. just 11% had used and furnished their house in a flood adapted way and only 6% had a flood adapted building structure. Building precautionary measures are mainly effective in areas with frequent small floods. But also during the extreme flood event in 2002 building measures reduced the flood loss. From the six different building precautionary measures under study, flood adapted use and adapted interior fitting were the most effective ones. They reduced the damage ratio for buildings by 46% and 53%, respectively. The damage ratio for contents was reduced by 48% due to flood adapted use and by 53% due to flood adapted interior fitting. The 2002 flood motivated a relatively large number of people to implement private precautionary measures, but still much more could be done. Hence, to further reduce flood losses, people's motivation to invest in precaution should be improved. More information campaigns and financial incentives should be issued to encourage precautionary measures.

Abstract. The existence of sufficient demand for insurance coverage against infrequent losses is important for the adequate function of insurance markets for natural disaster risks. This study investigates how characteristics of flood risk influence household flood insurance demand based on household surveys undertaken in Germany and the Netherlands. Our analyses confirm the hypothesis that willingness to pay (WTP) for insurance against medium-probability medium-impact flood risk in Germany is higher than WTP for insurance against low-probability high-impact flood risk in the Netherlands. These differences in WTP can be related to differences in flood experience, individual risk perceptions, and the charity hazard. In both countries there is a need to stimulate flood insurance demand if a relevant role of private insurance in flood loss compensation is regarded as desirable, for example, by making flood insurance compulsory or by designing information campaigns.

Abstract. Flood mitigation measures implemented by private households have become an important component of contemporary integrated flood risk management in Germany and many other countries. Despite the growing responsibility of private households to contribute to flood damage reduction by means of private flood mitigation measures, knowledge on the long-term development of such measures, which indicates changes in vulnerability over time, and their effectiveness, is still scarce. To gain further insights into the long-term development, current implementation level and effectiveness of private flood mitigation measures, empirical data from 752 flood-prone households along the German part of the Rhine are presented. It is found that four types of flood mitigation measures developed gradually over time among flood-prone households, with severe floods being important triggers for an accelerated implementation. At present, still a large share of respondents has not implemented a single flood mitigation measure, despite the high exposure of the surveyed households to floods. The records of household's flood damage to contents and structure during two consecutive flood events with similar hazard characteristics in 1993 and 1995 show that an improved preparedness of the population led to substantially reduced damage during the latter event. Regarding the efficiency of contemporary integrated flood risk management, it is concluded that additional policies are required in order to further increase the level of preparedness of the flood-prone population. This especially concerns households in areas that are less frequently affected by flood events.

Abstract. Currently, a shift from classical flood protection as engineering task towards integrated flood risk management concepts can be observed. In this context, a more consequent consideration of extreme events which exceed the design event of flood protection structures and failure scenarios such as dike breaches have to be investigated. Therefore, this study aims to enhance existing methods for hazard and risk assessment for extreme events and is divided into three parts. In the first part, a regionalization approach for flood peak discharges was further developed and substantiated, especially regarding recurrence intervals of 200 to 10 000 years and a large number of small ungauged catchments. Model comparisons show that more confidence in such flood estimates for ungauged areas and very long recurrence intervals may be given as implied by statistical analysis alone. The hydraulic simulation in the second part is oriented towards hazard mapping and risk analyses covering the whole spectrum of relevant flood events. As the hydrodynamic simulation is directly coupled with a GIS, the results can be easily processed as local inundation depths for spatial risk analyses. For this, a new GIS-based software tool was developed, being presented in the third part, which enables estimations of the direct flood damage to single buildings or areas based on different established stage-damage functions. Furthermore, a new multifactorial approach for damage estimation is presented, aiming at the improvement of damage estimation on local scale by considering factors like building quality, contamination and precautionary measures. The methods and results from this study form the base for comprehensive risk analyses and flood management strategies.
