Cyberspace is everywhere in today's world and has significant implications not only for global economic activity, but also for international politics and transnational social relations. This compilation addresses for the first time the "cyberization" of international relations - the growing dependence of actors in IR on the infrastructure and instruments of the internet, and the penetration of cyberspace into all fields of their activities. The volume approaches this topical issue in a comprehensive and interdisciplinary fashion, bringing together scholars from disciplines such as IR, security studies, ICT studies and philosophy as well as experts from everyday cyber-practice. In the first part, concepts and theories are presented to shed light on the relationship between cyberspace and international relations, discussing implications for the discipline and presenting fresh and innovative theoretical approaches. Contributions in the second part focus on specific empirical fields of activity (security, economy, diplomacy, cultural activity, transnational communication, critical infrastructure, cyber espionage, social media, and more) and address emerging challenges and prospects for international politics and relations.

"The authors develop a new understanding of structural power after discussing existing approaches of structural notions of power, including Susan Strange's concept. By pointing out the importance of states' needs and goods for their structural power position in international relations and by introducing an approach for linking these to the exercise of power in structural terms they explore the very sources of structural power. They show that by influencing their baskets and the likelihood of becoming credible outside options for other actors in international negotiations, states can gain structural power in international affairs." In this article, we will address current deficits of the study of power in IR by introducing a new concept of structural power. After briefly presenting existing concepts of relational power, of structural power as well as of conceptualizing power as the possession of resources (power-as-resources), we will introduce our concept of structural power as an approach suitable for bridging the gap between existing concepts (by strongly focusing on the importance of the structural level). We will show that structural power has a relativizing character and that it exists detached from a specific, case-related, relation between states. Furthermore our approach will offer the possibility to operationalize structural power, as well as the effects of the concept of interdependence introduced by Nye and Keohane.

Die beiden Autoren befassen sich in ihrem Beitrag, der 2009 in der Zeitschrift "KAS-Auslandsinformationen" veröffentlicht wurde, mit der Außen- und Sicherheitspolitik der USA gegenüber Pakistan war in der Vergangenheit wechselhaft und oftmals an kurzfristigen geostrategischen Interessen ausgerichtet. Seit 9/11 ist Pakistan major non-Nato ally der USA und Frontstaat im Kampf gegen den Terrorismus. Für die Obama-Administration hat Pakistan eine enorme strategische Bedeutung. Seit dem Jahr 2007 findet in den USA eine grundlegende Evaluierung des strategischen Ansatzes für Afghanistan/Pakistan statt. Man strebt nach einem pragmatischen Multilateralismus und einem neuen konsensfreudigeren Politikstil gegenüber den Verbündeten, einem "regionalen Lösungsansatz" für Pakistan und Afghanistan und einer Institutionalisierung der Beziehungen zu Pakistan. Hierbei sollen bestimmte Instrumente der Bush-Administration in der Außenpolitik gegenüber Pakistan übernommen werden. Und schließlich werden wohl auch auf die europäischen NATO-Partner, speziell Deutschland, Forderungen nach einer Ausweitung ihres Engagements in beiden Ländern zukommen.
