Altas taxas de urbanização e baixa capacidade de atender aos cidadãos resultam em constantes conflitos urbanos na América Latina. Remoções urbanas compõem este cenário e, apesar de causadas também por políticas públicas, são pouco estudadas nesta área de estudos. Este trabalho atua nesta lacuna, investigando como, no decorrer de um conflito urbano, os vários atores interagem para mudar o processo de transformação urbana. O artigo apresenta um framework analítico aliando o direito à cidade à sociologia dos problemas públicos, que é empregado para apreciar dois casos de remoção, em São Paulo e Medellín, elaborados a partir de ampla pesquisa de campo. O artigo avança em duas contribuições: na criação e operacionalização do framework para a análise de conflitos urbanos e na identificação dos dispositivos de publicização e cursos de ação que favorecem ou impedem o alcance do direito à cidade.
This article aims to investigate whether the term "right to the city" can be considered as a hegemonic articulation in the city of São Paulo and the analysis is performed using the Political Theory of Discourse (PTD), developed by Laclau and Mouffe, as a theoretical lens. We traced through history the emergence of the term and the groups that relate to the notion it portrays, having June 2013 demonstrations in Brazil as a starting point: an event that destabilized the sense attributed to a previous hegemony, the city of capital. The local government's response to those demonstrations was the implementation of the Coordinating Body for the Promotion of the Right to the City, with the intention of establishing the term as a nodal point. By analyzing the discourse of the different groups, we conclude that the right to the city is a counter-hegemony that has an antagonistic relationship with the current hegemony. The main contribution of this article is to identify and analyze the different meanings attributed to the term 'right to the city' in São Paulo and how the mapped actors discursively interact to propose new practices for production of urban space. ; Utilizando la teoría política del discurso (TPD), desarrollada por Laclau y Mouffe, como lente teórica, este artículo pretende investigar si el derecho a la ciudad puede ser considerado como una articulación hegemónica en la ciudad de São Paulo. Para eso, indagamos históricamente el surgimiento del término y destacamos la emergencia de grupos que se relacionan con este tema a partir de las Marchas de Junio de 2013: un evento que desestabilizó el sentido atribuido a la hegemonía previa, la ciudad del capital. La respuesta del poder municipal a las manifestaciones fue la implantación de la Coordinación de Promoción del Derecho a la Ciudad que intentó establecer el termo como un punto nodal. Al analizar el discurso de los diferentes grupos, llegamos a la conclusión de que el derecho a la ciudad asume el papel de una contrahegemonía que se relaciona de forma antagónica con la hegemonía vigente. La principal contribución de la investigación está en identificar y analizar los diferentes significados adoptados para el término derecho a la ciudad en São Paulo y cómo los actores mapeados interactúan discursivamente con el propósito de proponer nuevas prácticas de producción del espacio urbano. ; Utilizando a teoria política do discurso (TPD), desenvolvida por Laclau e Mouffe, como lente teórica, este artigo tem o intuito de investigar se o direito à cidade pode ser considerado uma articulação hegemônica na cidade de São Paulo. AbstractThe literature has usually regarded street‐level bureaucrats (SLBs) as relatively privileged bureaucrats, neglecting an important sub‐group of these civil servants: low‐status SLBs. Even though they may be members of a team with other SLBs who have more status, they may suffer from intraorganizational inequality, meaning unequal access to resources and the requirement that they perform informal tasks associated with their unequal position in the organization. We examine the unique challenges low‐status SLBs are often confronted with, and how they cope with them. Based on 94 interviews with community health workers in Brazil, we identify several types of burdens associated with their ambiguous tasks, as well as the strategies they use to cope with these burdens. The analyses suggest that the burdens and coping strategies are an important source of the inequality on the team. The paper discusses the importance of considering the diversity of roles occupied by SLBs and the inequalities within teams.
RESUMO Sonegação fiscal continua sendo um problema relevante no Brasil e no mundo. A Economia Comportamental tem buscado compreender este comportamento por meio da realização de experimentos que visam entender o processo decisório dos indivíduos. Este trabalho se propõe a analisar como a estrutura do contexto de tomada de decisão pode influenciar a eficácia das intervenções comportamentais que buscam aumentar a conformidade fiscal. Por meio de análise de conteúdo de artigos científicos da área, foram identificadas cinco categorias contextuais que influenciam os experimentos. Assim, a pesquisa provê entendimento sobre os aspectos contextuais e como estes influenciam no desenho das intervenções.
Abstract: Dealing with the Covid-19 pandemic requires that the State make hard decisions that involve the action of bureaucrats who interact with the population through the implementation of public policy, the street-level bureaucracy (SLB). In this paper, based on a mixed- method exploratory study, we analyze how the daily performance of street-level bureaucrats in different policy areas- health and social care, access to the justice system, public security and education - has changed during the pandemic. We also explore the repercussions of those changes. Based on the analysis of the perceptions of bureaucrats, changes in their work and in their relationship with the public, we identify three categories that illustrate the dynamics of SLB work during the pandemic: the SLB who faces the crisis on the front lines; the SLB who suffers the effects of the pandemic, but whose work does not require her to face it directly; and the SLB who began to work remotely. We conclude that, during the pandemic, SLB suffered in varying degrees an aggravation of structural problems, such as their removal from decision-making processes - now restricted to the highest government level - and the exacerbation of already existing conflicts and ambiguities.
O enfrentamento da pandemia de Covid-19 exige que o Estado tome decisões difíceis que perpassam a ação da burocracia que implementa políticas públicas na interação com a população, a burocracia de nível de rua (BNR). Neste artigo, baseado em estudo exploratório de método misto, analisamos como a atuação cotidiana desses burocratas em diferentes políticas públicas - saúde, assistência social, acesso à justiça, segurança pública e educação - foi alterada durante a pandemia, bem como analisamos as suas consequências. Três categorias que ilustram a dinâmica do trabalho da BNR durante a pandemia foram identificadas por análise dos sentimentos dos burocratas, mudanças no seu trabalho e na relação com a população: a BNR que enfrenta a crise na linha de frente; a BNR que sofre os efeitos da pandemia, mas cujo trabalho não demanda enfrentá-la diretamente; e a BNR cujo trabalho migrou para o formato remoto. Concluímos que, durante a pandemia, a BNR, em diferentes graus, deparou-se com um agravamento de problemas estruturais, como o seu alijamento dos processos decisórios, restritos ao alto escalão governamental, e a exacerbação de conflitos e ambiguidades já existentes. ; Dealing with the Covid-19 pandemic requires that the State make hard decisions that involve the action of bureaucrats who interact with the population through the implementation of public policy, the street-level bureaucracy (SLB). En este artículo, a partir de un estudio exploratorio de método mixto, analizamos cómo el desempeño diario de estos burócratas en diferentes políticas públicas - salud, asistencia social, acceso a la justicia, seguridad pública y educación - se modificó durante la pandemia y sus consecuencias. Se identificaron tres categorías que ilustran la dinámica del trabajo de BNR durante la pandemia, analizando los sentimientos de los burócratas, los cambios en su trabajo y en la relación con la población: la BPL que enfrenta la crisis en primera línea; la BPL que sufre los efectos de la pandemia, pero cuyo trabajo no exige enfrentarla directamente; y la BPL cuyo trabajo migró al formato remoto. Concluimos que, durante la pandemia, la BPL, en diferentes grados, enfrentó un agravamiento de problemas estructurales, como su remoción de los procesos de toma de decisiones, restringida al más alto nivel de gobierno, y la exacerbación de conflictos y ambigüedades ya existentes.
