One hundred and ninety-three governments adopted the Paris Agreement on Climate Change in 2015. The agreement foresees, for the near term, a new bottom-up process where countries pledge so-called nationally determined contributions (NDCs) for reducing their greenhouse gas (GHG) emissions by 2025–2030. At the same time, the Paris Agreement defines the longterm objective to hold temperature change to well below 2 °C and to pursue efforts to limit it further to 1.5 °C. The consistency between the NDCs and the long-term temperature goals is planned to be regularly assessed in global stocktaking exercises as part of the international negotiations. At the same time, countries have also committed themselves to implement a set of Sustainable Development Goals (SDGs) in order to eradicate poverty, protect the global environment and spur inclusive economic development. Within this context, the CD-LINKS project (www.cd-links.org) brought together an international team of researchers with global, national and sectoral expertise to explore possible linkages between national and global pathways consistent with the overall objective of the Paris Agreement and sustainable development. Part of this work is summarised in this special issue in Climatic Change, which contains eleven papers, including this introductory one, presenting the insights from the collaboration between national and global modelling teams and yielding a more coherent and detailed picture of the future than is typical of climate change mitigation pathways studies focusing on the global level only.

This study explores a situation of staged accession to a global climate policy regime from the current situation of regionally fragmented and moderate climate action. The analysis is based on scenarios in which a front runner coalition -- the EU or the EU and China -- embarks on immediate ambitious climate action while the rest of the world makes a transition to a global climate regime between 2030 and 2050. We assume that the ensuing regime involves strong mitigation efforts but does not require late joiners to compensate for their initially higher emissions. Thus, climate targets are relaxed, and although staged accession can achieve significant reductions of global warming, the resulting climate outcome is unlikely to be consistent with the goal of limiting global warming to 2 degrees. The addition of China to the front runner coalition can reduce pre-2050 excess emissions by 20.30%, increasing the likelihood of staying below 2 degrees. Not accounting for potential co-benefits, the cost of front runner action is found to be lower for the EU than for China. Regions that delay their accession to the climate regime face a trade-off between reduced short term costs and higher transitional requirements due to larger carbon lock-ins and more rapidly increasing carbon prices during the accession period.

Although the coal expansion has been slowed down due to the cancellation of and delay in new construction, coal-based power was responsible for over one third of China's energy-related CO2 emissions by 2018. Moreover, with a technical lifetime of over 30 years, current investment in coal-based power could hinder CO2 mitigation until 2050. Therefore, it is important to examine whether the current coal-based power planning aligns with the long-term climate targets. This paper introduces China's Nationally Determined Contribution (NDC) goals and an ambitious carbon budget along with global pathways well-below 2 degrees that are divided into five integrated assessment models, which are two national and three global models. We compare the models' results with bottom-up data on current capacity additions and expansion plans to examine if the NDC targets are in line with 2-degree pathways. The key findings are: 1. NDC goals alone are unlikely to lead to significant reductions in coal-based power generation. On the contrary, more plants may be built before 2030; 2. this would require an average of 187–261 TWh of annual coal-based power capacity reduction between 2030 and 2050 to achieve a 2 °C compatible trajectory, which would lead to the stranding of large-scale coal-based power plants; 3. if the reduction in coal power can be brought forward to 2020, the average annual coal-based power reduction required would be 104–155 TWh from 2020 to 2050 and the emissions could peak earlier; 4. early regulations in coal-based power would require accelerated promotion of alternatives between 2020 and 2030, with nuclear, wind and solar power expected to be the most promising alternatives. By presenting the stranding risk and viability of alternatives, we suggest that both the government and enterprises should remain cautious about making new investment in coal-based power sector.

Cost-effective achievement of the Paris Agreement's long-term goals requires the unanimous phase-out of coal power generation by mid-century. However, continued investments in coal power plants will make this transition difficult. India is one of the major countries with significant under construction and planned increase in coal power capacity. To ascertain the likelihood and consequences of the continued expansion of coal power for India's future mitigation options, we use harmonised scenario results from national and global models along with projections from various government reports. Both these approaches estimate that coal capacity is expected to increase until 2030, along with rapid developments in wind and solar power. However, coal capacity stranding of the order of 133–237 GW needs to occur after 2030 if India were to pursue an ambitious climate policy in line with a well-below 2 °C target. Earlier policy strengthening starting after 2020 can reduce stranded assets (14–159 GW) but brings with it political economy and renewable expansion challenges. We conclude that a policy limiting coal plants to those under construction combined with higher solar targets could be politically feasible, prevent significant stranded capacity, and allow higher mitigation ambition in the future.

Climate policy needs to account for political and social acceptance. Current national climate policy plans proposed under the Paris Agreement lead to higher emissions until 2030 than cost-effective pathways towards the Agreements' long-term temperature goals would imply. Therefore, the current plans would require highly disruptive changes, prohibitive transition speeds, and large long-term deployment of risky mitigation measures for achieving the agreement's temperature goals after 2030. Since the prospects of introducing the cost-effective policy instrument, a global comprehensive carbon price in the near-term, are negligible, we study how a strengthening of existing plans by a global roll-out of regional policies can ease the implementation challenge of reaching the Paris temperature goals. The regional policies comprise a bundle of regulatory policies in energy supply, transport, buildings, industry, and land use and moderate, regionally differentiated carbon pricing. We find that a global roll-out of these policies could reduce global CO2 emissions by an additional 10 GtCO2eq in 2030 compared to current plans. It would lead to emissions pathways close to the levels of cost-effective likely below 2 °C scenarios until 2030, thereby reducing implementation challenges post 2030. Even though a gradual phase-in of a portfolio of regulatory policies might be less disruptive than immediate cost-effective carbon pricing, it would perform worse in other dimensions. In particular, it leads to higher economic impacts that could become major obstacles in the long-term. Hence, such policy packages should not be viewed as alternatives to carbon pricing, but rather as complements that provide entry points to achieve the Paris climate goals.

Stabilizing greenhouse gas (GHG) concentrations at any level will require deep reductions in GHG emissions. Net global CO2 emissions, in particular, must eventually be brought to or below zero. Emissions reductions of this magnitude will require large-scale transformations in human societies, from the way that we produce and consume energy to how we use the land surface. The more ambitious the stabilization goal, the more rapid this transformation must occur. A natural question in this context is what will be the transformation pathway toward stabilization; that is, how do we get from here to there? The topic of this chapter is transformation pathways. The chapter is motivated primarily by three questions. First, what are the near-term and future choices that define transformation pathways including, for example, the goal itself, the emissions pathway to the goal, the technologies used for and sectors contributing to mitigation, the nature of international coordination, and mitigation policies? Second, what are the key decision making outcomes of different transformation pathways, including the magnitude and international distribution of economic costs and the implications for other policy objectives such as those associated with sustainable development? Third, how will actions taken today influence the options that might be available in the future? Two concepts are particularly important for framing any answers to these questions. The first is that there is no single pathway to stabilization of GHG concentrations at any level. Instead, the literature elucidates a wide range of transformation pathways. Choices will govern which pathway is followed. These choices include, among other things, the long-term stabilization goal, the emissions pathway to meet that goal, the degree to which concentrations might temporarily overshoot the goal, the technologies that will be deployed to reduce emissions, the degree to which mitigation is coordinated across countries, the policy approaches used to achieve these goals within and across countries, the treatment of land use, and the manner in which mitigation is meshed with other policy objectives such as sustainable development. The second concept is that transformation pathways can be distinguished from one another in important ways. Weighing the characteristics of different pathways is the way in which deliberative decisions about transformation pathways would be made. Although measures of aggregate economic implications have often been put forward as key deliberative decision making factors, these are far from the only characteristics that matter for making good decisions. Transformation pathways inherently involve a range of tradeoffs that link to other national and policy objectives such as energy and food security, the distribution of economic costs, local air pollution, other environmental factors associated with different technology solutions (e.g., nuclear power, coal-fired carbon dioxide capture and storage (CCS)), and economic competitiveness. Many of these fall under the umbrella of sustainable development. A question that is often raised about particular stabilization goals and transformation pathways to those goals is whether the goals or pathways are "feasible". In many circumstances, there are clear physical constraints that can render particular long-term goals physically impossible. For example, if additinional mitigation beyond that of today is delayed to a large enough degree and carbon dioxide removal (CDR) options are not available (see Section 6.9), a goal of reaching 450 ppm CO2eq by the end of the 21st century can be physically impossible. However, in many cases, statements about feasibility are bound up in subjective assessments of the degree to which other characteristics of particular transformation pathways might influence the ability or desire of human societies to follow them. Important characteristics include economic implications, social acceptance of new technologies that underpin particular transformation pathways, the rapidity at which social and technological systems would need to change to follow particular pathways, political feasibility, and linkages to other national objectives. A primary goal of this chapter is to illuminate these characteristics of transformation pathways.

The Digital Revolution, including technologies such as virtual and augmented reality, additive manufacturing or 3D-printing, (general purpose) artificial intelligence, or the Internet of Things, has entered the public discourse in many countries. Looking back, it is almost impossible to believe that digitalization is barely featured in the 2030 Agenda or the Paris Agreement. It is increasingly clear that digital changes, we refer to them as the Digital Revolution, are becoming a key driving force in societal transformation. The transformation towards sustainability for all must be harmonized with the threats, opportunities and dynamics of the Digital Revolution, the goals of the 2030 Agenda and the Paris Agreement. At the same time, the digital transformation will radically alter all dimensions of global societies and economies and will therefore change the interpretation of the sustainability paradigm itself. Digitalization is not only an 'instrument' to resolve sustainability challenges, it is also fundamental as a driver of disruptive change. This report that focuses on the Digital Revolution is the second one by The World in 2050 (TWI2050) that was established by the International Institute for Applied Systems Analysis (IIASA) and other partners to provide scientific foundations for the 2030 Agenda. This report is based on the voluntary and collaborative effort of more than 50 authors and contributors from about 20 institutions, and some 100 independent experts from academia, business, government, intergovernmental and non-governmental organizations from all the regions of the world, who met four times at IIASA to develop science-based strategies and pathways toward achieving the Sustainable Development Goals (SDGs). Presentations of the TWI2050 approach and work have been made at many international meetings such as the United Nations Science, Technology and Innovation Forums and the United Nations High-level Political Forums.
