The developmental state experience in Malaysia : lessons for Libya? ; تجربة الدولة التنموية في ماليزيا: دروس لليبيا؟
This paper examines the application of the development state model in Malaysia from 1971 to 1990 and highlights how its successes and failures could serve as a useful example for countries undergoing a transition phase, such as Libya. The paper shows that the political transition and the application of the developmental state model in Malaysia allowed it to successfully tackle poverty and inequality in general terms, and to restructure its economy by eliminating the ethnic division of labour and restructuring ownership and control of wealth by the different races in Malaysian society. Consequently, this model can be considered relevant to meeting similar conditions in other countries experiencing a transitional phase in the redevelopment of the nation, of which Libya is a prime example. ; تبحث هذه الورقة في تطبيق نموذج الدولة التنموية في ماليزيا بين عامي 1971 و1990، وتسلط الضوء على نجاحاته وإخفاقاته، وعلى ما يمكن أن تلهمه هذه النجاحات والإخفاقات لدول تمر بمرحلة انتقالية مثل ليبيا. تبيّن الورقة كيف أتاح الانتقال السياسي وتطبيق نموذج الدولة التنموي في ماليزيا حلاً ناجعاً لمشكلات الفقر والتفاوت بشكل عام، مع إعادة هيكلة اقتصاد البلاد وتفكيك التقسيم الإثني لسوق العمل، وإعادة هيكلة امتلاك الثروة بين مختلف أعراق المجتمع الماليزي. ومن هنا، يمكن اعتبار هذا النموذج مناسباً من أجل نتائج شبيهة في دول أخرى تمر بمرحلة انتقالية وتسعى لإعادة التنمية الوطنية، وتعد ليبيا مثالاً رئيسياً على هذه الدول.

Reshaping universities for the future

The position of universities as thought‐centres of society may not be as tenuous as some suggest, but a significant reshaping of the traditional identity and practices of universities, as we now know them, is necessary. This article examines four trends that loom ahead for universities during the next 20 years: the increasing role of private enterprise in selected areas of research, especially those that are economically viable; a stronger emphasis on business concerns – profits and financial accountability; increased demands to open new areas of academic study; and a new focus on the special interests of sub‐culture groups within academia.
