The purpose of the article is to identify the premises and prospects for organising and developing secondary and tertiary producers' cooperatives in Ukraine, specifically for dairy service cooperatives. Research methods. The research uses dialectical methods of cognition and monographic method – for the analysis of works of Ukrainian and foreign scientists on the problem of agricultural dairy cooperation; empirical and graphical methods – to demonstrate the state of the cooperative movement in European countries and interactions between three levels of cooperatives; remote survey method – to find out the opinions of co-operators about secondary and tertiary cooperatives; abstract logical methods – for theoretical generalizations and formulation of conclusions. Research results. Most cooperators seek a collective solution to the problems of a competitive business environment in Ukraine. The functioning of cooperative unions, which include dairy cooperatives (secondary cooperatives), improved interaction between participants in the dairy business and contributed to better organization of agricultural production in rural communities. According to the respondents' opinions, the tertiary cooperative is designed to support farmers and cooperatives in solving such significant problems as restrictive legislation, or to support in the process of such critical reforms for agricultural producers as land reform. Those organisations may be able to influence the market conditions, to raise the funding or subsidies for small-scale dairy farmers. Scientific novelty. This article identified the reasons for small-scale dairy farmers to cooperate and their opinions about premises and prospects for organising and developing secondary and tertiary farming cooperatives in Ukraine. It highlighted perspective points of development and improvement for such organizations to support the further functioning of the rural dairy business in Ukraine. In particular, the respondents of surveyed secondary cooperatives are aware of prospective benefits from cooperative unions and expect something similar from starting the tertiary cooperative. They prefer those to be organised based on sectoral mandate and mainly concentrated on legislation and funding matters, but 80% of respondents have doubts about practical realisation of this idea because of such risks as corruption and shadow economy matters. It is important to stress that secondary cooperatives are the business organizations and in the worldwide experience aiming at marketing, processing or trading the production, gaining the bargaining power and market share. Practical significance. Scientists and experts of the agricultural economy can use the results of the study to support the development of secondary and tertiary dairy service cooperatives for improving the working conditions in rural communities with cooperatives and business environment for small-scale dairy producers in Ukraine. The purpose of the study is to review the academic literature on food security issues in order to examine the indicators of rational and minimal nutrition, facilitating the analysis of the existing system of indicators by which to assess the state of the food security system in a country. The aim of the article is to investigate and demonstrate the imperatives behind the formation of Ukraine's national (food) security in the context of globalization. National food security in the broad sense should be considered as the state of the economy, and more narrowly – as the guaranteed ability of a state to meet the needs of the population by providing each citizen with the required volume, range and quality of food at a level that ensures the health and intellectual development of the individual, based on the principles of self-sufficiency of basic products and their economic and physical accessibility, regardless of the influence of external and internal factors. The Global Food Security Index Ranks of the European Union and Ukraine are analyzed. Consumer expenditure on food consumed at home in Ukraine is analyzed in the article. Average food security indicators of the EU and Ukraine are analyzed for 2001–2018, in particular for food exports, food imports, food production index, food, beverages and tobacco. The dynamics and forecasts of wheat and maize harvest and crop production in Ukraine and the EU are compared. The analysis of the Suite of Food Security Indicators of the EU and Ukraine is presented alongside a comprehensive analysis of the multifactor regression model of Food Production Index from foreign direct investment, net inflows, GDP growth, GNI per capita growth, short-term debt, tax revenue, total natural resources rents, and trade. The analysis has shown that for the analysis of the food production index it is effective to build a regression model, because it allows not only to estimate the degree of influence of the factor on the result, but also to most effectively predict the size of the food production index for the future.

Celem artykułu jest zbadanie i uzasadnienie wpływu czynników kształtujących bezpieczeństwo narodowe (żywnościowe) Ukrainy w kontekście globalizacji. Szeroko rozumiane bezpieczeństwo żywnościowe państwa należy traktować jako stan gospodarki, a ściślej – jako gwarantowaną zdolność państwa do zaspokojenia potrzeb ludności poprzez zapewnienie każdemu obywatelowi żywności w wymaganej ilości, różnorodności i jakości, na poziomie zapewniającym zdrowie i rozwój intelektualny jednostki, w oparciu o zasady samowystarczalności podstawowych produktów oraz ich ekonomicznej i fizycznej dostępności, niezależnie od wpływu czynników zewnętrznych i wewnętrznych. Przeanalizowano pozycję Unii Europejskiej i Ukrainy w Światowym Indeksie Bezpieczeństwa Żywności (Global Food Security Index). W artykule zbadano ponoszone na Ukrainie wydatki konsumpcyjne na żywność spożywaną w domu. Przeanalizowano średnie wskaźniki bezpieczeństwa żywnościowego UE i Ukrainy w latach 2001–2018, w szczególności: eksport żywności; import żywności; indeks produkcji żywności; żywność, napoje i tytoń. Porównano dynamikę i prognozy zbiorów pszenicy i kukurydzy oraz produkcji roślinnej na Ukrainie i w UE. Przedstawiono analizę zestawu wskaźników bezpieczeństwa (Suite of Food Security Indicators) UE i Ukrainy. Kompleksowo przeanalizowano wieloczynnikowy model regresji wskaźnika produkcji żywności na podstawie bezpośrednich inwestycji zagranicznych, napływów netto, wzrostu PKB, wzrostu DNB na mieszkańca, zadłużenia krótkoterminowego, dochodów podatkowych, renty z zasobów naturalnych ogółem i handlu. Przegląd wykazał, że w celu analizy wskaźnika produkcji żywności przydatne jest zbudowanie modelu regresji, ponieważ pozwala on nie tylko oszacować stopień wpływu różnych czynników, ale także najskuteczniej przewidzieć wielkość indeksu produkcji w przyszłości.

Przegląd wykazał, że w celu analizy wskaźnika produkcji żywności przydatne jest zbudowanie modelu regresji, ponieważ pozwala on nie tylko oszacować stopień wpływu różnych czynników, ale także najskuteczniej przewidzieć wielkość indeksu produkcji w przyszłości.

In recent years, deoffshorization is a trend and dozens of countries have already started an open fight against offshore accounts. Ukraine is moving to complete deoffshorization in accordance with the new rules for exchanging information on financial accounts and BEPS rules. The purpose of the study was to search for optimal solutions for further improvements in the field of deoffshorization of the national and regional economy of the Eastern European contries, in particular Ukraine. The following methods were used to solve the problems in the work: induction and deduction (in the study of offshore types, the definition of interconnection and interdependence between them), abstract-logical (in generalizing the theoretical foundations of economic deoffshorization ), econometric-statistical (in assessing the state and dynamics of export-import operations of Ukraine with offshore jurisdictions), statistical analysis.On the basis of theoretical and empirical conclusions, the main consequences, which are the result of the study of global deoffshorization in conditions of financial control and its influence on the national and regional economy of Ukraine, are presented. The article provides a correlation analysis of the dependence of the export index to the UK from Ukraine with export, import and balance of offshore countries. A study was conducted on the presence or absence of a relationship between the volume of balance, exports and imports from Ukraine to the United Kingdom with the macroeconomic indicators of the national economy of Ukraine.
