NATO-Russia relations have usually been considered in isolation from the broader changing international context, but bipolarity no longer reflects reality. This essay revisits the NATO-Russia relationship by placing it in the context of 'emerging powers', in particular China. It demonstrates that the China factor has begun -- often indirectly, but significantly -- to affect Russia's NATO policy and NATO-Russia relations. Despite mistrust and problems, there is also considerable potential for co-operation among these three actors. While problems in NATO-Russia relations cannot be explained by the Chinese variable alone, it nevertheless offers new insights into some of the issues. Adapted from the source document.

Nachdem sich die Beziehungen zwischen Belarus und dem Nachbarn Russland ab dem Jahr 2008 verschlechtert und die Kontakte zwischen Belarus und der EU gleichzeitig intensiviert hatten, waren die Erwartungen in der EU bezüglich eines demokratischen Verlaufs der Präsidentschaftswahlen in Belarus im Dezember 2010 hoch. Diese Erwartungen wurden schnell enttäuscht. Waren im Vorfeld der Wahlen noch Fortschritte bei der Einhaltung demokratischer Wahl-Standards gegenüber früheren Präsidentschaftswahlen sichtbar, so endeten die Wahlen mit einem Desaster. Proteste gegen die Stimmauszählung (keiner der Oppositionskandidaten kam trotz guter Wahlprognosen über 2,5 %) wurden brutal niedergeschlagen, Hunderte verhaftet. Eine Untersuchung der Vorgänge durch die OSZE wurde von der Regierung abgelehnt, das OSZE-Büros in Minsk mußte schließen, nachdem ihm eine Verlängerung des Mandats verweigert worden war. Vor dem Hintergrund der sich verschlechternden wirtschaftlichen Lage in Belarus deuten diese Ereignisse allerdings eher auf eine Schwächung Lukaschenko denn auf eine Stärkung seiner autoritären Herrschaft hin.
