Extreme Überschwemmungsereignisse können zu hohen gesellschaftlichen und wirtschaftlichen Schäden führen und bisherige Handlungsstrategien im Umgang mit Hochwasser in Frage stellen. Oft wird dabei ein Wandel von einem technisch-dominierten Hochwasserschutz zu einem integrierten, vorsorgenden Hochwassermanagement gefordert. Das Elbehochwasser des Sommers 2002 ist Ausgangspunkt für die Untersuchung dieses politischen und planerischen Veränderungsprozesses. Theoretisch steht der Umgang mit Hochwasser stellvertretend für ein sich veränderndes Verhältnis von Gesellschaft und Natur. Ein sozial-ökologisches Raumkonzept dient dabei als untersuchungsleitendes Analysekonzept für die empirische Forschung in der Region Mulde-Mündung.

Since 2003, droughts have been problematized within a climate change frame in Germany. Scholars describe this framing process as climatization. In our research, we conduct a qualitative content analysis of sector journal articles to investigate the climatization of drought within the three most affected policy fields in Germany: agriculture, water management, and forestry. The research objectives are to investigate how climatization processes evolve and take place within a specific policy field, and what different modes of climatization can be identified. The results are based on a framing analysis of 267 articles from journals published by political associations of farmers, water managers, and foresters at both the national and a state level, covering drought problematization relating to two major drought events in 2003 and 2011–2012. The article shows that four modes of climatization can be distinguished: scientification, securitization, technocratization, and transformation. With this empirically based heuristic, we contribute to advancing the concept of climatization by operationalizing it into a more profound, empirically grounded analytical concept that can be applied to critically investigate policymaking processes related to reducing disaster risks and achieving climate adaptation.
Food democracy is a concept with growing influence in food policy research. It involves citizens regaining democratic control of the food system and enabling its sustainable transformation. In focusing mainly on civil society initiatives, food democracy research has so far neglected the potential of state-driven food-related participation processes. We base our study on qualitative interviews with local stakeholders in two smaller cities in southern Germany where the city administration and city council initiated participatory processes. The study aims to understand how local actors are framing state-driven participation processes concerning sustainable local food system transformation along key dimensions of food democracy. We identify eight categories that conceptually constitute food democracy: mutual knowledge exchange; legitimacy and credibility of knowledge claims; transparent processes for deliberating ideas; shared language for sharing ideas; expectations of and experience with efficacy; role model function of municipalities; raising awareness; and motivation and justification of the normative orientation. Furthermore, the empirical analysis shows that state actors can have important roles in food-related participation processes as potential initiators, shapers and implementers depending on how they interact with local food-related actors and how they design and coordinate food system transformation processes. This suggests that food democracy research should not necessarily conceptualize state actors, local entrepreneurs and citizens as opponents, but rather, should reconsider how these various actors can drive food democracy and citizenship in a supportive and coordinated way.

Whereas climate mitigation has to be conducted and coordinated on a global level, climate adaptation can primarily be dealt with on the regional and local level. Natural conditions as well as societal and economic vulnerabilities can be very different between regions. Moreover, the capacity of cities, municipalities, regions and countries to adapt to climate change depends on multiple factors (e.g. institutional, societal, economic, and cultural) (cf. Füssel 2007, Lebel et al. 2006). In this context local and regional policy making has to transform governance practices in order to enhance adaptation options and to improve the adaptive governance of cities and regions. Adaptive governance refers to the coordination and interplay of administrative units in a multilevel governance environment involving different scales of action as well as state and non-state actors. Presenting first results of a research project, the paper addresses two questions: first, how climate adaptation is governed in multi-level spatial planning systems and second, if and how governance patters and mechanisms in spatial planning are currently being transformed in order to adapt to climate change impacts. The paper focuses on the transnational analysis and evaluation of the adaptive capacities of relevant spatial planning systems in Alpine Countries. Besides spatial planning policies on different administrative levels and spatial planning instruments for climate adaptation the analysis focuses on the national and regional political framework, on cooperation and participation activities, on knowledge requirements and institutional barriers within the Alpine countries. The results of this systematic transnational analysis of multi-level governance in the field of spatial planning are subsequently discussed against the background of current concepts of adaptive governance in multi-level environments (cf. Brunner 2005, Folke 2006).

The chapter draws theoretically on transition management, multi-level perspectives and governance, and analyses the impact of actors and their contributions to the great transformation in selected fields: settlement development and land take, housing, digitalisation and the Smart City, food systems and spatial planning. The chapter thus considers a) which role is played in the great transformation by actors, especially those involved in spatial planning but also other state and non-state actors, b) how state actors in particular can contribute to transformation in line with the notion of a formative state, c) what contributions are made through the strategies and instruments of urban and spatial development and planning, and d) which factors promote and which hinder transformation processes or the impact of actors. To sum up, it can be stated that politics and administration, including formal and informal planning, have a central role to play. They create the structures and parameters necessary for state actors to develop and for non-state actors in public and particularly in planning positions to find the support necessary for effective steps towards a great transformation to be taken. At the same time it is also clear that non-state actors also have a significant role to play in the great transformation when they emerge as "pioneers of change" providing transformative impulses. Such actors can interact with state actors, profiting from supportive frameworks in politics and administration and making use of enabling economic dynamics and (positive) path dependencies. In terms of the role of actors, it is clear that the great transformation can profit from the identification of synergies between actors in sustainable spatial development and the expansion of interfaces for joint action, thus allowing the requirements of transformative governance to be derived.
