There is huge controversy around the issue of the impact of the 500+ benefit program on the labour market in Poland, especially on the professional activity of women. The effects in this area are not only relevant for the country but also for the European Union as a whole, as they determine the achievement of the employment goal of the Europe 2020 strategy. It was, therefore, decided to examine this issue more closely. The main goal of the article is to investigate how the 500+ benefit affects the supply of female labour force and the achievement of the employment target of the Europe 2020 strategy. The specific objectives: (1) what were the goals of the Polish government in the area of the labour market at the beginning of the implementation of the EU strategy, and what goals are currently in the Strategy for Responsible Development (SOR)? (2) what were the dynamics of female labour supply compared to the changes in the labour market ? (3) what is the significance of the 500+ program for the trends in the labour market ? (4) what loss (if any) for the economy resulted from the reduction of women's employment generated? The subject of the study is women's labour supply/employment, and the subject of research is the Polish economy. To achieve the study goals, the desk research method, time series and indicator analysis, and GDP gaps were used. The research period is 2010-2019, with particular emphasis on the period after the introduction of the benefit in 2016. The research conducted shows that adverse changes in the labour force supply of women caused by the 500+ benefits, were offset by the return to the labour market of previously unemployed or inactive people. Thus, the strategic goal related to employment was achieved.

In the new paradigm of territorial development, an important role is attributed to the cooperation of local government units with the society, considered as a factor of local development. This cooperation is determined, among others, by engaging citizens in local matters, including through social economy entities. Local authorities of the entities of social economy perceive and evaluate this activity in a slightly different way, which is not conducive to the development of cooperation or the region. Thus, the purpose of the article is to assess the role and level of social participation in local development in the light of the opinions of local governments and entities of social economy. The following methods were used in the study: literature analysis, comparative analysis of the results of surveys carried out in the communes of the West Pomeranian Voivodeship and among social economy entities operating in this area (research was carried out in 2017-2018), inference and plus evaluations. They enabled (1) a synthetic assessment of the role and level of social involvement in local development and an indication of differences in its perception by the surveyed entities, as well as (2) formulating recommendations for improving cooperation between local governments and the society and social economy entities. ; W nowym paradygmacie rozwoju terytorialnego istotną rolę przypisuje się współpracy jednostek samorządu terytorialnego ze społeczeństwem, upatrując w niej czynnika rozwoju lokalnego. Współpraca ta jest determinowana m.in. angażowaniem się (aktywnością) obywateli w sprawy lokalne, w tym za pośrednictwem podmiotów ekonomii społecznej. Tą aktywność samorządy lokalne i podmioty ekonomii społecznej postrzegają oraz oceniają nieco odmiennie, co nie sprzyja ani rozwojowi współpracy, ani regionu. Stąd celem artykuł jest ocena roli i poziomu partycypacji społecznej w rozwoju lokalnym w świetle opinii samorządów lokalnych i podmiotów ekonomii-społecznej. W opracowaniu wykorzystano następujące metody: analizy literatury, analizę porównawczą wyników badań ankietowych przeprowadzonych w gminach województwa zachodniopomorskiego i wśród podmiotów ekonomii społecznej działających na tym obszarze (badania przeprowadzono w latach 2017-2018), wnioskowania oraz ocen plusowych. Umożliwiły one (1) syntetyczną ocenę roli i poziomu zaangażowania społecznego w rozwój lokalny i wskazanie różnic w jego postrzeganiu przez badane podmioty, a także (2) sformułowanie rekomendacji odnośnie polepszenia współpracy między samorządami lokalnymi a społeczeństwem i podmiotami ekonomii-społecznej

The concept of green jobs began to spread with the development of the theory of green economy, which is conceptually linked to the idea of sustainable development. Its introduction requires structural changes, including the creation of green jobs. Green jobs (colloquially referred to as green-collar jobs) exist in various sections and sectors. Their creation is important from an economic, ecological and social point of view. Hence, the aim of this article is to evaluate the development of green jobs in Poland in the years 2010–2015 against the EU, with an emphasis on renewable energy. In the study the author used desk research and indicator analysis for changes in the number, structure and dynamics of green jobs to demonstrate progress in their creation and in meeting Poland's commitments under the Europe 2020 strategy. Although the study has shown positive changes in green employment, they are insufficient.

Warto więc wiedzieć co sądzą władze lokalne na ten temat, dlatego celem artykułu jest ocena współpracy jednostek samorządu terytorialnego z organizacjami pozarządowymi w kontekście współczesnego paradygmatu rozwoju i zarządzania terytorialnego na przykładzie województwa zachodniopomorskiego. W opracowaniu wykorzystano metody analizy literatury, badań ankietowych oraz dedukcji. Badania umożliwiły syntetyczną ocenę istniejącej sytuacji w badanym zakresie.

The Europe 2020 Strategy has Social goals for the present decade. In order to measure progress in their implementation, the European Union has developed, inter alia, A set of synthetic indicators that make it possible to compare achievements both at national and at Community level. The aim of the study is to the evaluation of these targets by the countries of the former Eastern bloc based on synthetic indexes established for their measurements. The research period are years 2010-2015. In the article, the method for analysis of legal acts, statistical data, index method, comparative analysis and the scale of "positive" ratings determining the level of achievements were applied. It allowed to determine which countries in which area and to what extent they achieved the set social goals. ; Strategijoje "Europa 2020 yra numatyti socialiniai tikslai dabartiniam dešimtmečiui. Siekdama įvertinti jų įgyvendinimo pažangą, Europos Sąjunga sukūrė sintetinių rodiklių rinkinį, leidžiantį palyginti pasiekimus tiek nacionaliniu, tiek ir Bendrijos lygiu. Straipsnio tikslas - įvertinti šių tikslų įgyvendinimą buvusio Rytų bloko šalyse, remiantis jų matavimų sintetiniais rodikliais. Tyrimo laikotarpis yra 2010-2015 m. Straipsnyje buvo naudojamas teisės aktų analizės metodas, statistiniai duomenys, indekso metodas, lyginamoji analizė ir "teigiamų" vertinimų skalė, apibrėžianti pasiekimų lygį. Tai leido nustatyti, kokiose šalyse ir kokiu mastu yra pasiekti numatyti socialiniai tikslai.

Samorząd wojewódzki, aby zapewnić odpowiedni rozwój regionu i jakość życia mieszkańcom powinien właściwie zarządzać regionem. Ważną rolę odgrywa zatem zarządzanie strategiczne, które powinno być skuteczne. Z tego powodu postawiono hipotezę badawczą, że realizacja celów strategii rozwoju regionu i wzrost poziomu jakości życia świadczą o skuteczności zarządzania strategicznego. Hipotezę zweryfikowano analizując realizację Strategii Rozwoju Województwa Zachodniopomorskiego oraz zmiany w poziomie obiektywnej jakości życia. W opracowaniu wykorzystano metody desk research, analizy taksonomicznej i opisowej oraz dedukcji.
