Ist Polen das trojanische Pferd einer deregulierten Arbeitspolitik und einer geringen sozialen Sicherung in der Europäischen Union? Martin Krzywdzinski untersucht mit netzwerkanalytischen Methoden die politischen Entscheidungsprozesse sowie den Wandel der Interessen- und Kräftekonstellation im Politikfeld Arbeit und Soziales in Polen seit 1989.

Die Rolle von Niedriglohnperipherien in den globalen Wertschöpfungsketten der Automobilindustrie. Der Fall Mittelosteuropas. Welche Perspektiven bietet die Inklusion in die globalen Wertschöpfungsketten der Automobilindustrie für Niedriglohnperipherien? Am Beispiel Mittelosteuropas zeigt der vorliegende Artikel eine ambivalente Entwicklung. Auf der einen Seite haben die mittelosteuropäischen Standorte der Automobilindustrie eine tiefgreifende Modernisierung von Produkten und Technologien durchlaufen. Auf der anderen Seite bleibt die Region höchst abhängig von Verbrennungsmotortechnologien, während Innovationsaktivitäten im Bereich von Zukunftstechnologien (z.B. Elektromobilität) sehr begrenzt sind. Zudem hat die Dominanz neoliberaler Politikstrategien in Mittelosteuropa eine Entkopplung der wirtschaftlichen von der sozialen Entwicklung in Form stagnierender Löhne sowie fehlender Investitionen in Aus- und Weiterbildung gefördert.

Die Industrie 4.0 bietet Spielräume für die Verbesserung der Arbeitsqualität, kann aber auch steigende Arbeitsintensität, Dequalifizierung und einen Verlust von Handlungsspielräumen bedeuten.

In light of debates about advanced manufacturing and concepts like Industrie 4.0, this article compares labour‐use strategies in highly automated automotive supplier plants in a high‐wage country (Germany) and a low‐wage region (Central Eastern Europe). It shows considerable differences regarding skill requirements on the shop floor and the use of precarious employment contracts and examines three potential factors that explain them: national institutional frameworks, the power of employee representatives and the role of the plant within the companies and value chains. The analysis shows that the labour‐use strategies depend less on process technologies per se, but rather on the institutional framework and the role of the factory in the rollout and ramp‐up of new products and new process technologies. Such a role requires close cooperation between employees in the manufacturing areas and in product development, which in turn requires particularly high skills. The role of employee representatives in influencing labour‐use strategies proves less important. The article uses quantitative data from a survey of employee representatives, as well as qualitative data from in‐depth company case studies.

Anhand eines Vergleichs von russischen und chinesischen Automobilwerken untersucht das Buch, wie betriebliche Sozialordnungen in autoritären Gesellschaften funktionieren und wie die Legitimität der betrieblichen Regeln gesichert wird.Untersucht werden Mechanismen der Sozialisation der Beschäftigten, die Gestaltung der Anreizsysteme sowie die Verbindung von Kontrolle und Beteiligung im Betrieb. Wie die Analyse zeigt, gelingt in den chinesischen Werken die Bildung einer "eingeschworenen" betrieblichen Gemeinschaft, während die russischen Werke von Konflikten und Spannungen geprägt sind. Die Entwicklung dieser unterschiedlichen betrieblichen Sozialordnungen liegt an Unterschieden der Arbeitsregulierung, der Kultur sowie auch der organisationalen Legacies in der Industrie. Durch die Analyse auf der Mikroebene trägt das Buch auch zu der Diskussion über Bedingungen der Stabilität autoritärer Ordnungen bei.

Employee involvement is a contested concept in organizations. While the mainstream of the research debate has focused on measuring the strength of employee involvement (EI), this article emphasizes the existence of very different forms of EI. It draws on case studies of the German, Brazilian and Chinese plants of a German automobile manufacturer to analyse forms of EI and to investigate their societal determinants. The article reveals considerable differences in the design of employee involvement between the self‐organization model and the competition/social involvement model. It shows how industrial relations and cultural factors lead to these very different approaches.

The eastern enlargement of the European Union has prompted heated debates about social dumping related to labour standards and industrial relations. Capital mobility is seen as a crucial social dumping mechanism. The article uses time-series-cross-section data for the years 1999–2008 to analyse the determinants of capital flows (FDI) to European countries. It compares German and US FDI in the automotive and chemical industry. The article shows that FDI is influenced by labour standards (in particular protection against dismissals) and industrial relations factors and can be a social dumping mechanism. There are, however, differences according to the industries and the home countries of the investors. US companies try to avoid coordinated collective bargaining, while German companies consider government intervention in collective bargaining negative. Dieses Discussion Paper präsentiert eine Literaturstudie zum Thema Leistungsanreize und Leistungsverhalten, die im Kontext des Forschungsprojektes Leistungspolitik im internationalen Vergleich am WZB entstanden ist. Die Literaturstudie verfolgt zwei Ziele. Zum ersten werden Theorien und Forschungsansätze der Ökonomie, der Psychologie und der Soziologie verglichen. Zum zweiten wird untersucht, welche Rolle die Forschungsdisziplinen kulturellen Faktoren im Hinblick auf das Leistungsverhalten und die Gestaltung von Leistungsanreizen einräumen. Vergleichend diskutiert werden vor allem die Agency-Theorie der Personalökonomie, die Bounded Rationality-Ansätze der Verhaltensökonomie, die Motivationstheorien der Organisationspsychologie sowie die arbeitssoziologischen Theorien der social compromises at the workplace, der betrieblichen Sozialordnungen und betrieblichen Arbeitskulturen. Ein Konsens der Disziplinen ist nicht abzusehen. Interessanterweise gibt es aber ähnliche Anstöße im Hinblick auf zukünftige Forschungsfragen. Sowohl die Verhaltensökonomie als auch die Organisationspsychologie und die Arbeitssoziologie betonen die Bedeutung des Framings von Leistungsanreizen, der Generierung von Vertrauen, der Schaffung von Legitimität sowie von Schlüsselereignissen wie etwa Krisen, Entlassungswellen, Restrukturierungsprozessen etc. Sie können zu virtuous circles oder auch zu Misstrauensspiralen führen. Der kulturelle Kontext beeinflusst die Entwicklung, wird aber durch die betriebsinternen Prozesse verstärkt, modifiziert oder auch gebrochen. Das legt die Entwicklung von prozessorientierten Forschungsansätzen nahe. ; This Discussion Paper presents a literature review about performance incentives and workplace behaviour, which was prepared in the context of the research project Performance Management Policies. An International Comparison. The literature review has two main goals. The first goal is to compare and discuss the different theoretical perspectives from economics, psychology and sociology. The second goal is to compare the three disciplines regarding their understanding of culture and the importance of cultural factors for the analysis of workplace behavior and performance incentives. The comparison includes personnel economics and agency theory, behavioral economics and their bounded rationality concepts, psychological theories of motivation, and sociological theories of social compromises at the workplace, workplace social orders and workplace cultures. The perspectives and theoretical concepts of all three disciplines differ strongly. There are, however, in all three disciplines similar impulses for future research questions. Behavioral economics, organizational psychology and sociology of work emphasize the importance of the framing of performance incentives, of trust and legitimacy at the workplace, and of crucial events like crises, redundancies and restructuring processes. They can initiate virtuous circles or self-reinforcing spirals of distrust. The cultural context of the workplaces influences the developments. Its impact can be reinforced, modified but also broken by company-internal processes. This suggests developing process-oriented research approaches.

Since the beginning of the transformation in Poland, trade unions have experienced nearly two decades of declining membership numbers and influence. This article shows that not only the restructuring of the economy but also the trade union policies and organizational forms themselves contributed to the decline. The absence of strong industry-level organizations, the neglect of membership recruitment due to the engagement in party politics, and the abandonment of co-determination rights at the workplace level in the 1990s made the adaptation to new conditions more difficult. During the last years, however, several innovations started to change the industrial relations in Poland: organizing activities, experiments with organizational structures above the workplace level, and the introduction of works councils. With the background of the coming generational change in which older unionists are passing on the leadership to younger activists, these steps towards reform could be a starting point for greater changes.

"Seit der EU-Osterweiterung verändern sich die Handlungsbedingungen der Gewerkschaften in Mittelosteuropa. Die Prägekraft des kommunistischen Erbes und der Dilemmata der Transformation lassen nach. Am Beispiel der Gewerkschaft Solidarnosc wird der organisatorische Wandel der Gewerkschaften untersucht. Es wird gezeigt, dass das Scheitern des parteipolitischen Engagements eine Hinwendung zur Mitgliederwerbung nach dem Muster des angelsächsischen Organizing bewirkt hat. Die Herausbildung einer neuen Generation von Gewerkschaftern führt zu Konflikten über die Identität der Gewerkschaft. Die jungen Gewerkschafter teilen nicht die kollektive Identität der Älteren (Geschichte der Solidarnosc, Facharbeiterstolz), sondern begründen ihr Engagement als Widerstand gegen Verletzung der als "normal" wahrgenommenen Arbeitnehmerrechte. Das Fehlen einer kollektiven Identität erschwert die Stabilisierung der neu entstehenden Gewerkschaftsorganisationen. Die aufgrund von EU-Direktiven eingeführten Betriebsräte haben die industriellen Beziehungen bislang kaum beeinflusst. Die Datengrundlage der Analyse bilden qualitative Leitfadeninterviews mit Gewerkschaftern aus der Solidarnosc-Zentrale und aus vier Industriebetrieben in Polen." (Autorenreferat)
