The aim of the article is to compare the effectiveness of the snowball sampling and Respondent Driven Sampling (RDS) for research on migrants working in elderly care. Analyses are based on results of in-depth semi-structured individual interviews conducted among 42 migrants working as caregivers in the Opole region (Poland). This group can be considered as a "hidden population" because, due to the work they provide in the household, frequently illegally, they often demonstrate a strong desire to remain invisible. The methods were compared in terms of: (1) duration of the survey, (2) diversity of the sample, (3) difficulty in applying both sampling methods. In the conducted survey, snowball sampling made it possible to find and reach the required number of respondents faster than the RDS. Both groups differed in terms of gender (more men were recruited by snowball sampling), legality of employment (there were fewer lawfully employed in the RDS group) and average length of stay in Poland (migrants recruited by snowball sampling stayed in Poland for an average of 3.3 years and enrolled by RDS for 1.7 year). In both groups, recruitment was not self-driven by the chain of social networks of respondents. The reason was, inter alia, the structure of the social network of the migrant, which only to a small extent covered other migrants employed in senior care. The article closes the research gap for comparative research using snowball sampling and RDS on the same hard-to-reach population. The survey also attempts to verify to what extent face-to-face RDS can be used to survey hidden and rare populations scattered over a larger area than a city or agglomeration. Therefore the RDS method has been used to recruit respondents from the whole region without limiting the scope to one city or agglomeration.

Czy możliwe jest tworzenie polityki (i )migracyjnej na poziomie regionalnym? Do tej pory o politykach migracyjnych mówiło się najczęściej analizując je w skali europejskiej lub ogólnokrajowej. Niewykluczone jednak, że zadania z tego zakresu należałoby także wypracowywać na poziomie regionalnym. Wynika to chociażby ze specyfiki pewnych obszarów, a takim jest województwo opolskie, w którym migracje zagraniczne stały się istotnym elementem rozwoju społeczno-ekonomicznego. Konsekwencją odpływu mieszkańców regionu może stać się napływ cudzoziemców. Sądzić można, że w związku z trwającą obecnie w województwie opolskim dyskusją nad depopulacją oraz tworzeniem mechanizmów zaradczych, warto byłoby zastanowić się także nad wypracowaniem polityki odnoszącej się do napływu obcokrajowców do regionu. Wydaje się, że Opolszczyzna w zakresie opracowania indywidualnej, regionalnej polityki (i)migracyjnej mogłaby być pionierem i stworzyć "dobrą praktykę" dla innych województw, a także dla działań, które mogłyby być realizowane w skali całego kraju. Celem artykułu jest pokazanie napływu obcokrajowców do Polski i województwa opolskiego, który można traktować jako konsekwencję emigracji zagranicznej obserwowanej w kraju i w regionie oraz wskazanie ewentualnych możliwości korzystania z obecności cudzoziemców.

W artykule zaprezentowano wybrane wyniki badań przeprowadzonych na uczelniach w województwie opolskim wśród zagranicznych studentów. Objęły cudzoziemców podejmujących naukę w pełnym cyklu na studiach licencjackich lub magisterskich. Temat ten uznano za istotny ze względu na niż demograficzny i rosnące zainteresowanie opolskich szkół wyższych rekrutacją zagranicznych studentów, głównie spoza Unii Europejskiej. Ich celem było ustalenie czynników przyciągających obcokrajowców na studia do Polski oraz do województwa opolskiego, określenie barier związanych z podejmowaniem przez nich nauki i pobytem oraz wskazanie, czy byliby oni zainteresowani pozostaniem na Opolszczyźnie lub w Polsce. Ustalono m.in., że głównym powodem podejmowania przez studentów spoza UE nauki w Polsce jest chęć uzyskania dyplomu, który jest uznawany w Unii Europejskiej, co przekłada się na lepszy start zawodowy. Największą barierą w podejmowaniu nauki jest konieczność spełnienia wielu wymogów formalnych (m.in. tłumaczenie dokumentów). Ponad 1/3 badanych zamierza po zakończeniu nauki pozostać w województwie opolskim, ale jednocześnie taka sama grupa nie ma jeszcze sprecyzowanych planów na przyszłość po studiach.

Rynek pracy w województwie opolskim ulega przemianom. Wynikają one m.in. z trwającej już od szeregu lat emigracji zarobkowej, coraz bardziej zauważalnej dualizacji rynku pracy oraz postępujących przemian w wykształceniu społeczeństwa. Konsekwencją tych zmian są niedobory strukturalne na rynku pracy. W związku z tym w województwie opolskim obserwowane jest rosnące zainteresowanie zatrudnieniem cudzoziemców. Zdecydowano się więc przeprowadzić badania, które objęły pracodawców oraz cudzoziemskich pracowników, których celem było m.in. wskazanie czynników determinujących zatrudnienie obcokrajowców na Opolszczyźnie. Wprowadzono w nich podział rynku pracy zgodnie z teorią dualnego rynku pracy M. Piore. Badanych podzielono na reprezentujący rynek pierwotny (prace "lepsze") oraz wtórny rynek pracy (prace "gorsze"). Wynika z nich, że korzystanie z pracy obcokrajowców w pewnych branżach (przemysł i budownictwo) i zawodach jest koniecznością ze względu na brak rodzimych pracowników gotowych podjąć zatrudnienie. Ponadto ustalono, że cudzoziemcy podejmujący pracę w regionie wybrali województwo opolskie ze względu na zapotrzebowanie zgłoszone przez opolskich pracodawców. Badania wskazały także, że większości pracodawców z wtórnego rynku pracy zatrudnianie obcokrajowców umożliwia utrzymanie stabilności zatrudnienia i produkcji.

This article discusses the results of four editions of an opinion poll conducted among Poles that dealt with the reception of war migrants from Ukraine and referred to involvement in helping them. It was conducted on a survey panel on: 24.02.2022 (N = 1000), 4.03.2022 (N = 1653), 24.05.2022 (N = 1783), and 21.10.2022 (N = 1774). It showed, among other things, that the level of acceptance of Poles for reception people fleeing the war was high, as it oscillated between 70% and even 80%. Poles' willingness to help Ukrainians has also been changing since the beginning of the war, as well as the perception of forced migrants in the labour market and in society. Poles showed a high degree of openness, as confirmed by research. They supported, financially, in kind, or through their own involvement, those who sought refuge due to the war. However, the survey also showed Poles' concerns about the presence of forced migrants.

Abstract
During the first (spring 2020) and second wave (autumn 2020) of the COVID-19 pandemic, Poland was among the countries with the strictest regulation, lockdown, and national quarantine. The pandemic has significantly influenced the situation of enterprises, especially for immigrants. The main aim and contribution of this paper is the analysis of the immigrant's situation during the pandemic from the perspective of companies. The research goal is the identification of strategies adopted by the firms employing immigrants, so as to providing additional help to their foreign workforce during the pandemic. For the purpose of this research, a multilevel model of the triangulation design was chosen. The qualitative research included seven in-depth-interviews with purposefully selected enterprises. The quantitative study was conducted on a sample of n=894 employers. For the purpose of the second round of research, 17 interviews with companies employing immigrants were conducted. The research showed that during the first wave of the pandemic, employers most often terminated employment with immigrants, which, however, in some cases, was the initiative of the immigrant. Some firms recognizing special needs of their foreign workforce developed strategies that manifested themselves in offering additional help to their foreign workers. The paper contributes to the literature on the situation of immigrants in terms of special treatments of immigrants as vulnerable workers and the knowledge of strategies enterprises adopted in order to help their foreign workforce during the pandemic by presenting the perspective of employers.

The purpose of this paper is to draw attention to the need of taking into account the existence of dual labor markets in the majority of developed countries when analyzing research results on labor immigration. The countries most affected with this duality are the ones where immigration is still on the increase; amongst others, Central and Eastern European countries. Selected qualitative and quantitative research methods were implemented in the study. The data source was a structured questionnaire interview conducted in 2007–2008, among 91 employers and the comparison research carried out again in 2014–2015 with 263 participating entrepreneurs. In accordance with the dual labor market theory, the employers were divided into those who offered employment in the primary or the secondary labor market. The research carried out in the Opolskie Voivodship, Poland showed that those employing a foreign labor force were driven by different reasons in the primary or the secondary sector of the labor market. It was also determined that taking into account the segmentation of the labor market in analyses of results of research on labor immigration positively affected their interpretation and provided more precise conclusions.

AbstractUntil recently Poland has been considered a country to emigrate from. However, the situation is now beginning to change, and Poland is becoming an immigration country. This also refers to student migration. Polish universities are becoming increasingly attractive to foreign students, who are mainly of Ukrainian origin. They only began to promote their services abroad in 2005 and their foreign student population growth dynamic is one of the highest in the world. The study was conducted in the Opolskie Voivodeship, the first region in Poland where systematic action was taken to address depopulation, and the steps to counteract population decline were included in its strategic policies. One of the objectives of such policies was to stimulate immigration. For this reason, it was decided that the Opolskie Voivodeship might serve as a lab to study migration processes, including the inflow of foreign students.

CEL NAUKOWY: Uzyskanie wiedzy w zakresie możliwości wykorzystania kwalifikacji uchodźców z Ukrainy na polskim rynku pracy. Artykuł uzupełnia lukę badawczą odnoszącą się do zagadnień związanych z zatrudnieniem migrantów wojennych zgodnie z posiadanym przez nich wykształceniem. Wskazuje na wyzwania w tym zakresie. To zupełnie nowa perspektywa poznawcza.
PROBLEM I METODY BADAWCZE: Badanie zostało przeprowadzone w marcu–kwietniu 2022 r. wśród 1481 uchodźców z Ukrainy, którzy przybyli do województwa opolskiego. Wykorzystano kwestionariusz ankiety przygotowany w języku ukraińskim, dane zbierano metodą pen and paper interview (PAPI) w urzędach gmin w regionie, a także w centrach zakwaterowania zbiorowego.
PROCES WYWODU: Artykuł rozpoczęto od przeglądu literatury odnoszącej się do badań w zakresie wykorzystania kwalifikacji uchodźców. Następnie omówiono metodę badawczą oraz scharakteryzowano badaną grupę. W kolejnej części omówiono wyniki badań i zawarto dyskusję na temat uwarunkowań i wyzwań dotyczących zatrudnienia uchodźców z perspektywy opolskiego rynku pracy. Zakończono podsumowaniem zawierającym rekomendacje.
WYNIKI ANALIZY NAUKOWEJ: Blisko połowa badanych uchodźców miała wyższe wykształcenie. Znajomość języka polskiego wśród uchodźców była słaba (30,7%), a nawet bardzo słaba (50,8%). Mimo tego niemal połowa z tej grupy osób (49,1%) chciała podjąć zatrudnienie. Wśród osób z bardzo dobrą znajomością języka było to 29,4%. Co więcej, pracowało już 8,4% osób ze słabą znajomością języka i niewiele więcej (11,8%) osób dobrze znających język polski. Wśród wyuczonych zawodów byli ekonomiści, psychologowie i pedagodzy i inżynierowie.
WNIOSKI, INNOWACJE, REKOMENDACJE: Zrealizowane badania wnoszą nową wiedzę w zakresie wyzwań związanych z wykorzystaniem kwalifikacji uchodźców z Ukrainy.. Ustalono, że do barier należą m.in. słaba znajomość języka polskiego oraz zakładana przez uchodźców nietrwałość pobytu (większość badanych planowała powrót do Ukrainy).

Abstract

Objective: For a long time Poland has been perceived as a rather homogenous society. However, cultural diversity and differences started to become visible after 1989 and have gained on importance since then. Combined with an increasing shortage of native workforce, the question of immigrants' employment by Polish organisations becomes a burning issue. We have therefore decided to determine whether the fact of employing immigrants or the intention to do so in the foreseeable future affects the perception of foreign workers and the necessity of hiring them

Methodology: For this purpose, we conducted a survey among 263 entrepreneurs from the Opolskie Voivodship.

Findings: The study has demonstrated a very strong, statistically-relevant correlation between the willingness to employ immigrants and the attitude towards an employee's country of origin. Also correlations between other analysed variables have been found statistically relevant

Value Added: The paper is an introduction to a debate on the role of immigrants on the Polish labour-market as it presents the point-of view of employers and their willingness to employ immigrants.

Recommendations: It is recommended for decision-makers to facilitate access of a wider group of immigrants to the Polish labour market, especially since a significant group of employees recognises the upcoming issue of workforce shortages and the necessity to reach for foreign employees in order to stay competitive.
