Companies with foreign capital have been operating on the press market in the Podkarpackie region for 28 years. Initially as minor shareholders, and since 2005 as the sole owners of a publishing house with a key position on the regional market, which published the largest daily Newspaper – Gazeta Codzienna "Nowiny". Foreign investor activity, in the Podkarpackie region went beyond the area of the regional press. The presence of foreign investors also had an impact on the local press market and the development of Internet-related media. Foreign capital also had to face the nationwide trends which were present in region, such as lower sales and the declining importance of the printed press. It seems that in this aspect, along with the growing crisis on the press market, foreign investors instead of taking care of the expense of the quality of published titles, were rather more interested in pursuing their own economic interests.

The present paper is aimed to analyze the activities of the regional government in Poland as an entity conducting activities in the field of information policy. This issue, apart from the theory related to the tasks of the regional government in Poland, is based on the results of the authors' research on the information policy conducted by the administrative units of the regional government in Poland. Two types of tests were used in the study. Primarily, the results of research on information policy conducted by the Marshal's Offices, which are organs of the local government administration, were used. These studies involved approach to communication activities in the regional government bodies, applied in organizational solutions, as well as the tools used in the field of information policy. The second part of the study concerned the issue of information policy at the level of regional councils, i.e. legislative bodies of regional governments in Poland.

The information policy is one of the elements that significantly affect the image and reception of the activities carried out by local government units. Effective activities in this area allow for effective communication with the local community, and are also a part of the practical implementation of citizens' right to information. According to the research, voivodship self-governments in Poland use various information policy tools in their activities. These are both tools, the operation of which is required by law (Public Information Bulletin), own media of voivodship self-governments, as well as the activities implemented under the "media relations" policy.
