Kemitraan Usaha Sebagai Alternatif Dalam Pembiayaan Sektor Publik Di Daerah: Argumentasi Teoretis dan Kasus Kemitraan Pemerintah-Swasta di Pemda Cirebon dan Pemda Surakarta
There have been many promising advantages for the public service schemes based on privatization or partnerships (kemitraan) between the government agencies and the private organizations Along with the newly enacted law on Local Government and the Financial Shares between the Central and Local Governments privatization and kemitraan will be an interesting alternatif for financing public services at the local level.In Indonesia, however, it appears that insofar there are limited local authorities that are experienced in negotiating, implementing and controlling the privatized schemes or the kemitraan. Lack of commitment, political vested interests, and lack of professional attitudes air among the obstacles for the local governments in conducting such schemes. On the other hand, too much profit maximizing, ignorance to the public interest, and low morale would also obstruct the private sectors in serving the best for the public': Nevertheless, such limitations must not avert both sides fivm making political, managerial and technical breakthrough to create a responsive public service system as the privatized and partnership system would be a win-win solution for the government agencies, the private organizations, and the society

One of the efforts to achieve fiscal independence of local governments is to provide authority in the management of land and property tax as a part of local taxes (Law No.28 of 2009). Yogyakarta has delegated authority to implement this law since 2011. The revenue of PBB P2 pretty much accounted for the PAD, which is why in this study tried to examine the factors that influence Earth Building Tax receipts in the city of Yogyakarta in 2013-2014. So from this study establishes framework there are three factors that can affect PBB P2 in the city of Yogyakarta, which is a factor of tax administration efficiency, effectiveness socialization factor taxation and tax compliance. Based on the research results that the tax administration can efficiently determine the level of awareness of the taxpayer to pay taxes on time, as well as tax sosialization can increase the public's attention on the importance of paying taxes, in addition to the flavor abide by the rules are also important in creating awareness to pay tax.

Reforms are usually come out when a country is encountering a crisis. When Japan was totally destructed at the end of World War II, a crisis of identity and public trust to the government, together with the tight supervision and intervention of Allied power under the SCAP (Supreme Commander for the Allied Power), gave all possibilities for the significant economic and political reforms in the country. During the period of Allied occupation in 1945-1952, therefore, Japanese monolithic political system and the strong adherence to the Emperor have been changed into a more democratic and pluralistic system. This fundamental change established a strong basis for Japan to boost economic activities with even higher growth. However, it is proved that administrative or bureaucratic reforms have not been successful during that period. There were still much politicking and vested interests involved in the bureaucratic system which was influenced by hegemonic and crony system. This was because SCAP adopted an "indirect administration system" during the occupation period with lack of commitment for administrative reforms. There are some lessons which can be learnt by Indonesian policy makers. Among others, one important thing is that bureaucrats are usually havk. a high resilience for administrative reforms. To materialize a big change, reformers have to consider the culture and conduct reform with a strong political will and commitment.

Permukiman di sepanjang daerah aliran sungai (DAS) merupakan masalah yang tidak bisa dihindarkan di kota-kota besar di Indonesia. Kota Yogyakarta dialiri tiga sungai yang kiri-kanannya terdapat hunian yang padat. Selain padat, kualitas permukiman juga buruk. Pihak penguasa tidak lagi berusaha untuk menghilangkan permukiman itu karena dianggap tidak akan memecahkan masalah. Sebaliknya, telahdiimplementasikan kebijakan yang tujuannya untuk memperbaiki kualitas permukiman tersebut, baik dari sisi fisik maupun nonfisik. Tidak kurang dari tujuh program telah dilaksanakan di sepanjang aliran sungai di Yogyakarta. Sayangnya, sebagian besar program tersebut belum bisa dikatakan sukses. Sifat program yang sporadis atau tidak berkesinambungan, kurang terlibatnya pemimpin informal setempat, dan lemahnya upaya menggalang partisipasi masyarakat adalah sebagian penyebab kurang berhasilnya program-program yang dilaksanakan.

Historically, the study of public administration starts with the endeavors to establish the effective and efficient administration. This followed by the notions of equity values in managing public administration that lead to the idea of the new public administration. Recent challenges such as privatization, multiculturalism, democratization, decentralization and various disasters that occur have produced the demands to pay attention the new look of public administration. This article discusses the history and contemporary issues of public admihistration in order to reformulate the scope of public administration study.

The Institutionalization of Public Innovation: Evidence from Indonesia

This study examines critical factors contributing to institutionalizing creative ideas into a formal innovation and their difference in the regulatory-pillar output of innovation, which public sector innovation academics (PSI) rarely explore. Using multiple case study methods, this study interviewed 23 informants involved in four innovation cases in two local governments in Indonesia. This study highlighted nine critical factors in institutionalizing public innovation categorized into four dimensions: leadership, intraorganizational, innovation candidate attributes, and external environment. This study's novel contribution lies in identifying critical factors shaping and the outputs of institutionalization of public innovation.
Impact of Agile Organization and Leadership on Employee Experience: Case Study UPTD (Technical Implementing Service Unit) Digital Service Center, Geospatial Data and Information of West Java Provincial Government (Jabar Digital Service)

This research is a mixed study that analyzes the implementation of agile organization and agile leadership, and analyzes the impact of its implementation on employee experience at the Technical Implementing Service Unit Digital Service Center, Geospatial Data and Information of West Java Provincial Government called Jabar Digital Service (JDS) This research was conducted by searching for information on civil servants (PNS) and ex- pert employees about organizational and leadership methods applied in Jabar Digital Service. Concepts of agile organization and agile leadership and researching quantitatively the perception of employee experience of expert employees on the implementation of agile conceptions to organization and leadership in Jabar Digital Service using Structural Equation Modeling (SEM) with a Partial Least Square (PLS) method was compared. This study shows that the implementation of agile organization and agile leadership can be applied in government organizations that are in fact rigid about change which is also shown by the level of positive perception of expert employees on the employee experience in the Jabar Digital Service environment.
Analyzing the critical factors for innovation sustainability in the public sector: evidence from Indonesia

PurposeThis study examines the critical factors contributing to the different conditions of innovation sustainability after a change in local political leadership.Design/methodology/approachThis study used a multiple case study approach and applied the critical incident technique (CIT) to collect and analyze data from four innovation cases in the two local governments of Indonesia.FindingsThe results highlight that the sustainability condition of each innovation after the political regime change is determined by multiple critical factors.Research limitations/implicationsFirst, the data collected through interviews may contain a memory bias. Second, this study was limited to local governments and did not consider innovation taxonomies.Practical implicationsThe study implies that in order to sustain innovation, public leaders must support innovation legitimacy as a new organizational structure; thus, it can be more durable in the long term. In addition, public leaders need to minimize innovation politicization by authorizing bureaucrats to autonomously manage innovation operationalization.Social implicationsPublic leaders need to pay careful attention to their innovation sustainability because a non-sustained policy can disappoint the individuals working for it, losing their trust and enthusiasm. This dissatisfaction could become a barrier to mobilizing support for the following policies.Originality/valueInnovation sustainability is a new theme that is overlooked in the public sector innovation literature. Therefore, investigations using different methods and contexts are required, as this study offers. This study also demonstrated the value of CIT in identifying critical factors affecting innovation sustainability in the context of political leadership change.
DUALISME KELEMBAGAAN ANTARA PEMERINTAH KOTA DAN BADAN PENGUSAHAAN BATAM SERTA DAMPAKNYA TERHADAP KINERJA PEREKONOMIAN DI KOTA BATAM
The development of special areas of Batam began in the 1970s. With the support of special regulations made by the central government, Batam City becomes a competitive place for investment in Indonesia. Moreover Batam has geographical advantage because of its strategic location and adjacent to Malaysia and Singapore. However, problems arise when the central government begins to impose regional autonomy. The birth of Batam City caused an overlapping of authority between the Local Government of Batam and the Batam Authority which caused the management of Batam Island to be not harmonious. This study aims to identify the problem of institutional dualism that occurred between the Local Government of Batam and the Batam Authority and its impact on economic performance in Batam City. This research is explanatory, the data used are primary and secondary data. The results show the fact that the main problems in governance in Batam City is the occurrence of dualism authority between the Local Government of Batam and the Batam Authority. This is shown by the fact that the overlapping of authority between Local Government of Batam and the Batam Authority occurs in several sectors, especially in land management, overlapping licensing in Batam, airport and port management. This condition led to a decline in economic performance in Batam and the decline of Batam's economic competitiveness.
