Stricter commitments for GHG emissions in the post-Kyoto period will contribute to reduced emissions of air pollutants in the Nordic countries, avoided costs for end-of-pipe abatement to reach a specific target, and benefits for ecosystems and human health. However, reductions in emissions in the Nordic countries are smaller than in other regions since use of the flexible mechanisms implies a shift in GHG abatement, and co-benefits, to other regions – in particular Russia and Eastern Europe. On the other hand, the Nordic countries benefit from reductions in emissions in other regions. Expanding the number of sectors included in the emission trading scheme will imply increased air pollutant emissions and less benefits to ecosystems. If EU and Norway are involved in a climate policy cooperation not involving other regions, this will imply that more greenhouse gas emission reductions are undertaken in the Nordic countries with subsequent reductions in air pollutant emissions. This would benefit ecosystems in southern Scandinavia, but acidification would increase in the north because of increased emissions in Russia. For human exposure to PM2.5, road transport is particularly important and this source is less influenced by the options for climate policies. Therefore, as long as post-Kyoto climate policies are unknown, there are large uncertainties about the required costs to achieve different level of air pollutant emissions, ecosystem protection and human exposure in 2020. A large part of this uncertainty comes from the degree of Russian and Eastern Europe climate policy cooperation.

Atmospheric aerosol particle number concentrations impact our climate and health in ways different from those of aerosol mass concentrations. However, the global, current and future anthropogenic particle number emissions and their size distributions are so far poorly known. In this article, we present the implementation of particle number emission factors and the related size distributions in the GAINS (Greenhouse Gas-Air Pollution Interactions and Synergies) model. This implementation allows for global estimates of particle number emissions under different future scenarios, consistent with emissions of other pollutants and greenhouse gases. In addition to determining the general particulate number emissions, we also describe a method to estimate the number size distributions of the emitted black carbon particles. The first results show that the sources dominating the particle number emissions are different to those dominating the mass emissions. The major global number source is road traffic, followed by residential combustion of biofuels and coal (especially in China, India and Africa), coke production (Russia and China), and industrial combustion and processes. The size distributions of emitted particles differ across the world, depending on the main sources: in regions dominated by traffic and industry, the number size distribution of emissions peaks in diameters range from 20 to 50 nm, whereas in regions with intensive biofuel combustion and/or agricultural waste burning, the emissions of particles with diameters around 100 nm are dominant. In the baseline (current legislation) scenario, the particle number emissions in Europe, Northern and Southern Americas, Australia, and China decrease until 2030, whereas especially for India, a strong increase is estimated. The results of this study provide input for modelling of the future changes in aerosol-cloud interactions as well as particle number related adverse health effects, e.g. in response to tightening emission regulations. Exposure to fine particles in ambient air has been estimated to be one of the leading environmental health risks in Finland. Residential wood combustion is the largest domestic source of fine particles, and there is increasing political interest in finding feasible measures to reduce those emissions. In this paper, we present the PM(2.5) emissions from residential wood combustion in Finland, as well as the resulting concentrations. We used population-weighed concentrations in a 250 × 250 m grid as population exposure estimates, with which we calculated the disease burden of the emissions. Compared to a projected baseline scenario, we studied the effect of chosen reduction measures in several abatement scenarios. In 2015, the resulting annual average concentrations were between 0.5 and 2 µg/m(3) in the proximity of most cities, and disease burden attributable to residential wood combustion was estimated to be 3400 disability-adjusted life years (DALY) and 200 deaths. Disease burden decreased by 8% in the 2030 baseline scenario and by an additional 63% in the maximum feasible reduction scenario. Informational campaigns and improvement of the sauna stove stock were assessed to be the most feasible abatement measures to be implemented in national air quality policies.

We use the ECHAM-HAMMOZ aerosol-climate model to assess the effects of black carbon (BC) mitigation measures on Arctic climate. To this end we constructed several mitigation scenarios that implement all currently existing legislation and then implement further reductions of BC in a successively increasing global area, starting from the eight member states of the Arctic Council, expanding to its active observer states, then to all observer states, and finally to the entire globe. These scenarios also account for the reduction of the co-emitted organic carbon (OC) and sulfate (SU). We find that, even though the additional BC emission reductions in the member states of the Arctic Council are small, the resulting reductions in Arctic BC mass burdens can be substantial, especially in the lower troposphere close to the surface. This in turn means that reducing BC emissions only in the Arctic Council member states can reduce BC deposition in the Arctic by about 30 % compared to the current legislation, which is about 60 % of what could be achieved if emissions were reduced globally. Emission reductions further south affect Arctic BC concentrations at higher altitudes and thus only have small additional effects on BC deposition in the Arctic. The direct radiative forcing scales fairly well with the total amount of BC emission reduction, independent of the location of the emission source, with a maximum direct radiative forcing in the Arctic of about −0.4 W m−2 for a global BC emission reduction. On the other hand, the Arctic effective radiative forcing due to the BC emission reductions, which accounts for aerosol–cloud interactions, is small compared to the direct aerosol radiative forcing. This happens because BC- and OC-containing particles can act as cloud condensation nuclei, which affects cloud reflectivity and lifetime and counteracts the direct radiative forcing of BC. Additionally, the effective radiative forcing is accompanied by very large uncertainties that originate from the strong natural variability of meteorology, cloud cover, and surface albedo in the Arctic. We further used the TM5-FASST model to assess the benefits of the aerosol emission reductions for human health. We found that a full implementation in all Arctic Council member and observer states could reduce the annual global number of premature deaths by 329 000 by the year 2030, which amounts to 9 % of the total global premature deaths due to particulate matter.
